1. How would you respond to the argument that it is impossible to judge how successful a project like this one
would have been unless you actually do it?

It is true that judging the success of a project like the ARC would require its actual implementation. However, before
undertaking a large-scale infrastructure project, it is crucial to conduct thorough planning, cost estimation, and
feasibility studies. These assessments provide valuable insights into the potential benefits, risks, and financial
implications of the project. While there will always be uncertainties, careful analysis helps make informed decisions and
reduces the likelihood of costly mistakes.

2. Take a position, either pro or con, on Christie’s decision to kill the ARC. Develop arguments to support your
point of view.

Position: Pro Christie's decision to cancel the ARC project.

Arguments:

Cost overruns: The projected cost overruns for the ARC project were substantial, with estimates reaching as high as $14
billion. Given the state's financial situation and the burden it would place on taxpayers, canceling the project was a
responsible decision.

Economic considerations: During a recession, it is crucial to prioritize spending and ensure that resources are allocated
efficiently. By canceling the ARC project, Governor Christie aimed to prevent the state from accumulating further debt
and redirect funds to other pressing needs.

Uncertain benefits: While the need for improved transportation infrastructure is evident, the ARC project's projected
benefits and impact on congestion were not guaranteed. It was prudent to reassess the project's viability and explore
alternative solutions that could potentially achieve similar goals at a lower cost.

3. In your opinion, how clearly must a large infrastructure project like ARC have determined its need, costs,
and so forth before being approved? If the criteria are too stringent, what is the implication for future projects of
this type? Would any ever be built

Large infrastructure projects like the ARC should have a clear understanding of their need, costs, and overall feasibility
before approval. Thorough planning, comprehensive cost estimation, and detailed analysis of potential benefits and risks
are essential. Clear criteria help ensure responsible decision-making and protect public funds.

However, it is crucial to strike a balance between stringent criteria and the need for progress. If the requirements
become overly burdensome, it could deter the initiation of essential infrastructure projects. Striking the right balance
involves ensuring adequate assessments while allowing for reasonable flexibility and adaptation as projects progress.
This way, necessary infrastructure projects can move forward while still maintaining responsible oversight.
