SECTION THREE : TRANSLATION
Read carefully the following passage then answer the questions which follow
Unemployment
A more human society than ours would adopt a positive approach to unemployment. The
Swedes, for instance, have not only avoided the level of unemployment that we are now
experiencing, but they are certainly no unoccupied. The greatest emphasis is placed on training
and retraining. A wised variety of programmes are provided for all types of workers unskilled to
highly qualified and they last from three months to two years. The philosophy is that if people
have general skills of the labour force. To operate such a policy, Britain would, in the first place,
require far more resources than our exiting employment service has ever had available to it. It
would also require a transformation of attitudes among those who operate the employment
service, and among the candidates for retraining.
Does our society’s handling of the problem of unemployment reveal a general falling back
in social attitudes, the values of independence, thrift and hard work were extolled, and necessarily
so, by the industrialiers, the laissez-faire capitalists, who needed a disciplined work force. Today
it is still useful to emphasise these virtues because this displaces criticism, which might otherwise
be directed at the functioning of the economic system itself. But there are indications that a
change is taking place. For instance, white-collar workers have traditionally expected security of
employment and they are far less likely than manual workers to adopt the fatalistic attitude that
“you are bound to be out of work . Even when they are anything but socialists they put the
responsibility for employment policy firmly upon the Government. A danger is that both blue
collar and while collar unemployed will turn with increasing hostility to the presence of immigrants
in order to explain their own predicament.
