SUBJECT Recommendation for a Technical Service Company to Replace the Previous
Subcontractor

1.0 INTRODUCTION

1.1 Background of Current Situation

As mentioned in the latest staff meeting, our team was assigned a community project in

Tambunan, Sabah that involved electric pillars and an AC-powered controller. We were tasked

with managing the project and cooperating with two subcontractors but unfortunately, one of

the subcontractors withdrew at the last minute. This major inconvenience has put our project

to a halt and requires our department to find a new subcontractor as soon as possible. Taking

into consideration the complaints, issues, cooperativeness, and workability provided by our

sole subcontractor, we have made surveys and took necessary actions by conducting in-depth

research and have managed to shortlist two technical service companies that could possibly be

the best fit as a replacement for the previous subcontractor.

1.2 Statement of Problem

As previously stated, our team needs a new subcontractor to replace the previous one

that withdrew at the last minute. Our team requires a technical service company that can

cooperate, follow a deadline, meet the requirements of the project, and cater to the team’s needs.

A few key requirements that the technical service company needs to meet is having adequate

manpower to spare (wiremen, laborers, technicians), a steady supply of power source namely

gasoline generators, land and sea transportation consisting of ships and trucks, and the proper

hardware and software to configure the AC controller to the electric pillars.

1.3 Purpose of Report, Options, and Points of Comparison

In response to your request that our team complete the project by the new deadline and

making a recommendation concerning the need of a new subcontractor, this memo will

thoroughly analyse two technical service companies and recommend the best fit for the project.

Our team has done research on two technical service companies which are Redsquare Software

and Qloud MSP. We have done surveys, read the reviews, held interviews, and have observed

them on the field during their previous project. After a week of surveys and observations, we

have concluded that 4 criteria must be met and taken into consideration which are human

resource, hardware and software, land and sea transportation, and temporary power source.

2.0 STATEMENT OF REQUIREMENTS

Based on the current situation, several criteria were taken into consideration. The

criteria manpower. This project involves technicians from both fields, which are electrical and

IT. A total of 250 wiremen, 50 labourers and 30 IT technicians are needed to complete the

project on time. Next, availability of a temporary power source. Since the project is being

constructed in a rural area, we need a constant supply of power from generators, as the main

power supply in the urban area is unable to reach the project’s location. A minimum of 100

gasoline generators are needed to keep the power flowing. Thirdly, considering that the project

is being constructed in a rural area, suitable amount of logistics must be prepared to transport

materials and workers to the site. Therefore, 30 Flatbed trucks and 40 pickup trucks are needed

to transfer the materials and team to the site. 30 ships are also needed to deliver materials from

the peninsular state base. Lastly, having the proper tools is crucial for the team. Specific

hardware and software are needed to complete this project. High end PCs must be used to run

the software in the best condition and requires suitable integrated development environment

software to keep control of the system.

3.0 DISCUSSION

3.1 Human Resource (Nazrul Haikal Nazrul Zailani)

As stated above, a total of 330 employees which consists of 250 wiremen, 50 labourers

and 30 IT technicians are needed to complete the project in the given time. Redsquare Software

may offer a total number of 300 employees which consists of 200 wiremen, 30 labourers and

70 IT technicians. Whereas Qloud MSP offers a total number of 600 employees which consists

of 350 wiremen, 170 labourers and 80 IT technicians. Based on given options, Redsquare

Software does not meet the minimum requirement for the target number of employees while

Qloud MSP does. The required number for each field is also enough despite the company

offering more than the minimum requirement. So, Qloud MSP will be the chosen company

for the manpower criterion as the provided option is the best fit for the project.

3.2 Temporary Power Source (Muhammad Hazriq Akmal bin Zairol)

Since this project is being constructed at a rural location, it is compulsory to use a

temporary power source for the project. Thus, 100 gasoline generators are required to supply

electricity at the project’s location. Redsquare Software offers 120 gasoline generators while

Qloud MSP offers 80. According to both options, Redsquare Software meets the minimum

number of generators whereas the option from Qloud MSP is less likely to pass current

minimum requirement as it is not enough to be used for the project’s development. Thus,

Redsquare Software offers a better and suitable option in providing the generators for the

project development at the rural location despite exceeding the required amount.

The transportation for the Tambunan community project in Sabah is essential. Sea

transportation by ships is necessary for the heavy equipment like the electric pillars and AC-

powered controllers due to Tambunan's remote location and proximity to Kota Kinabalu port.

Qloud MSP offers 10 ships for sea transport while both they and Redsquare Software offer 20

flatbed trucks for land transport. Pickup trucks, supplied by Qloud MSP with 35 and Redsquare

Software with 20, will be used to transport workers and smaller equipment. The team must

consider the vehicles' capacity and availability to avoid delay. Qloud MSP is the preferred

option with their 55 land and sea transportation vehicles.

To complete the construction project successfully, it is necessary to use suitable

hardware and software. The project requires high-performance PCs with powerful processors

and enough RAM. Redsquare Software and Qloud MSP both offer high-performance PCs. The

project also needs a software application with an integrated development environment (IDE)

for design and control. Redsquare Software uses Netbeans IDE, while Qloud MSP uses

CodeBlocks IDE. Qloud MSP offers the best option for both hardware and software, with a

high-performance PC and user-friendly CodeBlocks IDE.

4.0 RECOMMENDATION

To summarise, the number of employees that were provided by Qloud MSP Company

offer better human resources management while the number of employees Redsquare Software

company provided may not be enough to complete the project. Next, Redsquare Software

provides 120 gasoline generators which is better for supplying enough power but Qloud MSP

provide 80 gasoline generators which might cause lack of power supply. Apart from that, for

logistics, Redsquare Software does not provide ships which can cause failure to transport

materials from the peninsular base to the project location, while Qloud MSP provides 10 ships

and extra pickup trucks to ease the transporting process. The software and hardware use by

both companies were perfect for the project to integrate between the system controller and

electric pillar.

4.2 Recommendation

In conclusion, Qloud MSP is recommended as our new sub-contractor to complete

project on time while meeting all the requirements. An official meeting with Qloud MSP will

be arranged by the Research and Development team once approved.
