METHOD OF STATEMENT
Method Statements
1.1 Introduction
Method statement shows the proposed activities of Horizontal Directional Drilling (HDD) to be
implemented at Di Jalan Paya Rumput Melaka.

1.2 Objective
This method statement describes the overall sequence of public works that will be carried out on site.
It also states the materials to be used, equipment, manpower, management, safety and control and
methods and procedures to ensure the work is carried out safely and in accordance with the
requirements of the contract.

This method statement and define the method of Horizontal Directional Drilling (HDD) for laying of
one circuit of 11Kv XLPE Power Cables for Tenaga Nasional Berhad.

1.8 Personnel and Workmanship

The supervisor shall be responsible for the operating of the machine in accordance with the method
statement. He shall be responsible for the safety of the site workers.

Health and Safety


The supervisor shall be responsible for the site safety, he shall be reporting to the main contractor’s
site representative if in any case of accident.

Please read the entire sheet before beginning, if you have any questions, please contact your Site
Manager.

The main hazards to your safety and health are;

a) Injury from slips trips and falls.


b) Fire
c) Falling from height
d) Injury from incorrect Manual handling.
e) Injury to members of the public during operations.
f) Injury from Power tool hazards (battery powered equipment)
g) Exposure to inclement weather

Preventative Measures you must take;

a) Prior to any site excavation, a survey of the site shall be carried out to determine the
presence (if any) of buried third party cables or services.
b) Warning signs and colour bunting shall be erected at location of overhead power cables. 
c) Warning signs (DANGER KEEP AWAY) shall be erected at all sites of excavation.
d) Workers will be equipped with Personnel Protective Equipment (PPE) i.e. safety helmet,
safety boot etc.
e) Pre-start-up safety meeting will be held and recorded by main contractor prior to any work
on site.
f) Regular safety toolbox meetings will be held and recorded. 

Personal Protective Equipment you must wear;

c) Safety boots
d) Safety glasses (where appropriate)
e) Safety masks (due to current pandemic state)

Environmental Protection Measures you must take;

a) Dispose of waste and spoil to the designated area or skip provided for waste.

General Precautions

1.0 Staff & Guidance


The projects will be carried out by staff from SMF Engineering Sdn. Bhd. A site supervisor or project
engineer will be appointed to each contract who will be responsible for quality and safety. All site
workers will be supervised and are not allowed to carry out tasks for which they have not been guided.

2.0 PPE
All site workers will wear Safety boots, and protective clothing at all times, other items of PPE such
as eye protection and gloves are available to be worn as and when necessary.
3.0 Preparation & Induction
All members of staff required to work on any contract will be given copies of risk assessments and
method statements, any queries or concerns will be raised with the contract manager who will ensure
it is dealt with. Staff will be inducted onto each site by the site or project manager and will follow all
site rules and safety procedures.

4.0 First Aid


SMF Engineering Sdn. Bhd. will provide suitable first aid equipment.

5.0 Manual Handling


All staff and contractors have been instructed on the potential dangers of manual handling and will not
lift items of tools or equipment beyond their capabilities. Heavy or awkward items will be broken
down into smaller units or dual lifted where this is not possible. It is the responsibility of the site
manager or supervisor to identify and control potentially dangerous manual handling situations as they
occur on site on a day to day basis.
STEP BY STEP GUIDES
Scope a) Site Survey, Planning and Design the Bore
Item Description Remarks

1) Pin-pointing the entry and exit point after considering the


position of utilities, accessibility and geographical of site.

2) Extensive investigation using radio detection shall be conducted


to finalize the entry pit and exit pit. Trial hole will be excavated
to verify the base of the underground utilities.

3) Determine the horizontal distance and cross section profile of the


proposed bore with measuring tape and auto level.

4) The drill profile shall be designed with a minimum depth of 3 m


below the road to prevent any subsurface settlement and 3 m
below riverbed unless otherwise some special requirements from
the authorities having jurisdiction.

5) Minimum separation between the designed pipeline profile and


the adjacent utilities such as water pipes, cables etc. is 1.5 m and
3 m minimum separation with the nearest existing gas pipe.

6) Additional details of underground utilities shall be marked


clearly on the plan and reviewed at site. If necessary, final
adjustment will be made at site.

Scope b) Drilling Fluid


Item Description Remarks
1) Highly viscous [ HI-VIS ] drilling fluid shall be used to ensure hole
stability and reduce fluid loss

2) Drilling fluid at adequate Funnel Viscosity will give a good


performance for hole stabilization and to suspend and transport the
spoils out from the tunnel.

3) The drilling fluid will be consistently monitored and maintained at


designed Funnel Viscosity with using marsh Funnel equipment.

4) Water with pH level at 8 – 9 is ideal for mixing with bentonite.

5) Additive such as Polymer is required to enhance the characteristic


of bentonite by building up a filter cake on the hole wall as well as
enhanced lubrication and cooling in the hole.

6) PH strips will be used to test the pH level of water. If in case, pH


strips shows a value of water below 7 pH, Soda Ash will need be
added into water to neutralize acid in the water.

7) Two mixing tanks are used for bentonite mixing. One of it acts as a
standby tank while the other one is being discharged.

8) Properties of the bentonite are measured for every time of bentonite


mixing to ensure the consumption of bentonite at the required
properties.

9) When the drilling fluid at 1st mixing tank is nearly empty, the
discharge valve of the 1st tank will be closed. At the same time, the
discharge valve for the 2nd mixing tank will be opened. By this
practice, continuous consumption of the bentonite can be achieved.

10) Before re-mixing of bentonite into the empty tank, the tank needs
to be cleaned by flushing with water.   

Scope c) Drilling Operation


Item Description Remarks

1) Site Preparation
a. Drill path will be marked on the ground according to the design
path.
b.  A small pit [1.5m length x 1.0m width x 1.0m depth] shall be
dug at the entry and exit point to cater for the cut material and
bentonite fluid. Also, these pits serve to verify that the vicinity
is hazard free from utilities.

2) Setting Up and Calibration


a. The HDD tracking equipment, Receiver and Transmitter is
calibrated before start drilling.

b. The transmitter will then be installed inside the drill head


housing and jointed to the 1st length of the 3.0m and 2 3/8”
dia. Drill rod, which has already installed onto the rig machine.

c. Adjust the jacks of the rig machine until the receiver shows
that the rig is set at the designed entry degree. The entry
degrees are shown in the designed HDD profiles.

3) Pilot Drill
a. The 1st length of the drill rod guided by the drill head will be
rotated and jacked into the ground without any bending.
Bending will be start during the 2nd rod drilling.

b. When the end of the 1st rod reach the jaw of the machine, one
rod is considered drilled into the ground and the 2nd rod is then
jointed at its end. Bending is start at 2nd rod drilling.  

c. Throughout the forward run phase, the location and direction


of the drill is monitored at every 3.0 m interval (length of 1
drill rod). However, when the drill head is within the
carriageway, the drill head shall keep rotating to produce a
straight profile and the readings can be monitored from the
position of road divider (centre of the road) in order to prevent
any traffic disruption. 

d. If the drill head strays off course, the locator technician shall
inform the drilling operator via two ways radio. The operator
will make the required adjustment until the drill head gets back
to its original course.

e. Drilling will be continued until the drill head exit at the exit pit.

f. Once the Drill Head reached the exit pit, the drill head will be
removed, and a fluid jet reamer is attached and the back
reaming operation is reversed from exit pit towards entry pit.

g. Swivel is installed at the back of the reamer to allow the drill


rods (which will then be connected at the back of reamer
during back reaming) remain at a condition of free from rotated
while the rig machine is rotating the drill string at the front of
reamer.

h. During back reaming activity, drill rods are extracted from


entry point (rig machine). In order to remain a string inside the
tunnel while hole enlargement, drill rods are jointed up at exit
pit until the reamer reach to the entry pit.

i. During the retraction of the reamer, the borehole will be


enlarged. Also the bentonite fluid will stabilize the tunnel and
transport the cutting materials out of the created tunnel.

j. Upon completion of the tunnel enlargement, the product pipe is


ready to pull through.

k. The required final size of the tunnel is at least 1.5 times the
product pipe diameter. This is reducing the friction exerts on
the product pipes during pull back activity

4) Pull Back Installation (Stringing of Pipes)


a. Upon completion of the back reaming, the product pipes which
attached to the 30 tonnes swivel and guided with a reamer will then
be pulled into the enlarged tunnel.

b. The reamer used during pipe installation is to ensure that the hole is
properly enlarged and conditioned in order to reduce the friction
and pulling pressure.

c. A 6” diameter puller eye will be used and jointed at the end of the
6” product pipe (the end which first enters the ground).
 
d. With proper D-shackles, the puller eye is connected to the tones
swivel. Reamer is installed at the front of swivel.

e. During pull back activity, pulling pressure will be read recorded


from the pressure gauge attached at the rig machine to ensure that
the product pipes are not over-stressed.

f. Once the reamer and puller eyes reach to the entry pit, the reamer
and swivel will be dismantled. Puller eyes will be cut out and the
pipes are properly sealed off.

5) Site Cleaning
a. Upon completion of all installation works, the drilling equipment
will be properly packed and ready for demobilization.

b. Site area will then be cleaned from any other dumped and unused
material.

Finishing and Handover

1) Inspect all work for quality of finish


2) Carry out any repair work as necessary
3) Clear all tools and equipment from site
4) Sweep floor area and ensure all debris is removed from site
5) Arrange waste skips to be picked up
6) Remove barriers and other warning signs
7) Handover

Care of equipment
1) All equipment or tools must be thoroughly cleaned in either water or the relevant solvent at
the end of each shift
2) All items should be stored properly inside proposed storage area. (if any)
