Attached are the following items, summarizing the results of the recently completed Sonelgaz M’Sila
Unit 25 Generator Protection Panel Relay Setting Calculations:
1. Setting tables for the GE Multilin UR G60 Generator Management Relays and UR T60
Transformer Management Relays installed in the Unit 25 Generator Protection Panel (GPP)
recently constructed for this site. Included on these tables are recommended settings for
the various “active” protection functions in the G60 and T60 relays (i.e., those protection
functions which have been placed into service). The Unit 25 M’Sila Generator Protection
Panel includes two G60 relays associated with gas-turbine generator G3. In addition, the
Unit 25 protection panel includes two T60 relays associated with the TP3 generator step-up
transformer.
2. Setting tables for the GE Multilin F650 Feeder Protection System Relays also installed in the
Unit 25 M’Sila Generator Protection Panel, summarizing recommended settings for the
various “active” protection functions in these F650 relays. The Unit 25 M’Sila Generator
Protection Panel includes one F650 relay associated with the gas-turbine generator G3
“TAM3” Auxiliary Transformer. In addition the Unit 25 M’Sila Generator Protection Panel
includes one F650 relay associated with the “TL2” Station Supply Transformer supplied from
the TP3 generator step-up transformer secondary main distribution bus.
3. Setting tables for the Basler BE1-59N Ground Fault Over-Voltage relay also installed in
conjunction with the Unit 25 M’Sila Generator Protection Panel. The BE1-59N relay is used to
provide Ground Fault protection for the Unit 25 11.5 kV step-up transformer secondary
supply bus.
4. Calculation sheets summarizing the philosophies and procedures used to determine the
recommended settings for the “active” protection functions in the M’Sila Generator G3 UR
G60 relays.

(**): All Generator parameters (summarized above) were taken from generator data sheets previously
supplied for the Tiaret 126.875 MVA Gas-Turbine Generators. For this analysis it is assumed that the
M’Sila 126.875 MVA generators are identical in design/Reactance’s/Time Constants, etc. as the Tiaret
generators. All Generator Reactance’s are assumed to be stated on the previously supplied Tiaret
data sheets on a 126.875 MVA, 11.5 kV Base.
Note that this represents an important assumption since settings of many of the active (in service)
G60 protection functions are based upon these generator electrical characteristics. If actual
characteristic data is available from station records for the M’Sila Unit 25 turbine-generator this
actual data can be used to verify or modify (as required) the G60 protection function settings.

Before beginning relay testing/commissioning the UR G60 relay Order Code and Firmware Version
used to complete this analysis (and summarized above) should be compared against the actual (as
installed) UR G60 relay Order Code/Version. Modifications to the recommended relay settings and/or
the supplied UR G60 relay setting file may be required if the actual UR G60 Order Code/Firmware
Version is different than the Order Code/Version used in this analysis.

o Neutral-Side Ground (Auxiliary) VT Input (Input F8): This input is connected to the
secondary winding of the (11500/3)/100 Volt single-phase Distribution
Transformer/Resistor combination (“NGT”) installed between the Generator Neutral
and Ground. The secondary of this NGT is connected to the F8a/c VT Input. Note that
this same NGT is also used to supply the Backup UR G60 Relay associated with this
Generator/GSU combination.
o Neutral-Side Phase CT Inputs (Inputs M1/M2/M3): These Neutral-Side Phase CT’s are
connected in Wye, and have a Ratio of 7500/1 Amperes. These neutral-side Phase
CT’s are connected to the M1c/b, M2c/b and M3c/b CT Inputs.
o Bus-Side Phase VT Inputs (Inputs M5/M6/M7): These Bus-Side Phase VT’s are
connected wye primary-wye secondary, and have a Ratio of 115/1. These bus-side
Phase VT’s are connected to the M5a/c, M6a/c and M7a/c VT Inputs. Note that these
same Bus-Side VT’s are also used to supply the Backup UR G60 Relay associated with
this Generator/GSU combination.

Backup UR G60 Relays (associated with each of the 126.875 MVA Generators):
o Line-Side Phase CT’s (Inputs F1/F2/F3): These Line-Side Phase CT’s are connected in
Wye, and have a Ratio of 7500/1 Amperes. These line-side Phase CT’s are connected
to the F1c/b, F2c/b and F3c/b CT Inputs. Note that these same Phase CT’s are also
used to supply the Primary UR G60 Relay associated with this Generator/GSU
combination.
o Neutral-Side Ground (Auxiliary) VT Input (Input F8): This input is connected to the
secondary winding of the (11500/3)/100 Volt single-phase Distribution
Transformer/Resistor combination (“NGT”) installed between the Generator Neutral
and Ground. The secondary of this NGT is connected to the F8a/c VT Input. Note that
this same NGT is also used to supply the Primary UR G60 Relay associated with this
Generator/GSU combination.
o Neutral-Side Phase CT Inputs (Inputs M1/M2/M3): These Neutral-Side Phase CT’s are
connected in Wye, and have a Ratio of 7500/1 Amperes. These neutral-side Phase
CT’s are connected to the M1c/b, M2c/b and M3c/b CT Inputs.
o Bus-Side Phase VT Inputs (Inputs M5/M6/M7): These Bus-Side Phase VT’s are
connected wye primary-wye secondary, and have a Ratio of 115/1. These bus-side

Based upon the supplied data, the nominal secondary voltage which will be applied to the
generator-side phase voltage inputs of each UR G60 relay = 100 Volts = 57.7 Volts N, as
summarized below:
Similarly, the nominal secondary voltage which will be applied to the bus-side phase voltage inputs
of each UR G60 relay will also = 100 Volts = 57.7 Volts N, as summarized below:
As will be discussed further in a subsequent section of this report these secondary voltages should
be verified via comparison with other measurement devices during GPP commissioning and initial
generator startup. In addition, these secondary voltages should be further verified during unit
commissioning via actual measurement (using a multi-meter) at the relay VT input terminals when the
unit is operating at rated output voltage.

1.6 Contact Input and Contact Output Data (“Primary” UR G60 Relays)
The Primary and Backup G60 relays utilized in this application are also equipped with Digital
(Contact) inputs and Contact outputs which can (within certain restrictions) be assigned to perform
user-specified functions. The recommended “Primary” G60 relay settings provided in this analysis
are based upon the following assumptions for each of these Contact inputs and Contact outputs:
It is important that both 52a and 52b position contacts be connected to the G60 relay Contact Inputs
shown above, as these contacts are used in selected portions of the G60 protection scheme to permit
(or in some cases) block operation of certain protection functions.
o Assignable Digital (Contact) Input P1a: Provides a “TP3 VT CB4 Open” indication.
o Assignable Digital (Contact) Input P1c: Used to provide a “Station Trip 52G” indication.

1.8 Observations/Recommendations
a) The Ratios and Terminal Connections of all CT’s and VT’s connected to these G60 relays (as
previously listed under “Input CT and VT Data”) should be verified prior to Unit 25 generator
startup/operation. Modifications of recommended relay settings will be required if the
Terminal Connections or Ratios of any of the actual (installed) CT’s and/or VT’s are different
than the listed Connections/Ratios.
b) Following generator startup, the Connections and Ratios of the installed VT’s should be
further verified by comparing the generator-side and bus-side phase-to-phase and phase-
to-neutral voltages measured/displayed by each G60 relay (using the Actual Values
functions in the relay) with the corresponding phase-to-phase and phase-to-neutral voltages
measured by other devices. In addition, the Connections and Ratios of the installed CT’s
should be further verified by comparing the phase current values measured/displayed by
each G60 relay (using the Actual Values functions in the relay) with phase current values
measured by other devices.
c) The Contact Input and Contact Output assignments associated with these G60 relays (as
previously listed under “Contact Input and Contact Output Data”) should be verified prior to
Unit 25 generator startup/operation. Modifications of recommended relay settings will be
required if the actual Contact Input and/or Contact Output connections are different than
the listed Connections.
It is important that a field verification of actual (as installed) CT and VT Ratios, CT and VT connections
and Contact Input and Contact Output assignments as described in previous sections of this letter
report be completed prior to Unit 25 startup/operation. Providing and maintaining the desired
levels of protection to this turbine-generator by these installed G60 relays requires that the CT/VT
Ratios and connections along with the Contact Input and Contact Output assignments exactly
match the previously listed Ratios, connections and assignments.

d) Data on the actual Motoring (Reverse Power) requirements for this turbine-generator were
not available from the supplied data. For this reason a relatively low available Pickup setting
(2% of Generator Rated MVA * Rated p.f.) was selected for the Reverse Power protection
functions in these G60 relay applications. Note that because of the minimum operating
current requirements for the G60 relay the actual (in service) Trip operating points for the
relay may be higher than the programmed setpoints. The actual Trip operating points (in
primary MW’s) should be determined/verified through Test. In addition, actual required
Reverse Power (Motoring) data should be obtained for this unit from the turbine-generator
manufacturer if possible and compared to the actual Trip Pickup setpoints determined via
test. If the Reverse Power Pickup Trip operating points provided in this study are not suitable
for detecting the actual required Motoring Power for this unit setting changes or other
means (such as use of the Low Forward Power protection function) may be required to
reliably detect turbine-generator Motoring.
e) It is important that all VT Fuse Failures be addressed and corrected quickly, since several
important protection functions are presently blocked following detection of a VT Fuse Failure
(to prevent possible protection function mis-operation). Proper operation of the VT Fuse
Failure function in the G60 relay (and proper operation of the VT Fuse failure Alarm output)
should be verified through test prior to generator startup/operation. Examples of the
protection functions which are blocked following VT Fuse Failures are:
If desired by the client, VT Fuse Failure Blocking can be removed from some or all of the
protection functions listed above via field modification of the supplied G60 setpoint files.
However, removal of the VT Fuse Failure Blocking function can introduce the risk of false unit
tripping if a VT Fuse Failure does in fact occur.

f) In addition, proper operation of selected protection functions requires that both the 52a and
the 52b Status contacts from the generator output circuit breaker be wired to the G60 relays
as described in a previous section of this letter report and that both of these Status contacts
be functioning properly. Failure of either of these Status contacts can adversely affect
operation of selected protection functions (such as inadvertently remove a protection
function from service).
g) During normal operation, LED 31 on the G60 relay faceplate should not be illuminated (this
LED is labeled “VT Fuse Failure”). If this LED is illuminated during normal generator operation
the protection provided to the generator may be compromised, and further field
investigation of possible VT Fuse or supply VT failure is required.
h) During normal operation, LED 3 on the G60 relay faceplate should not be illuminated (this
LED is labeled “Gen C/B Trouble”). If this LED is illuminated during normal generator
operation the protection provided to the generator may be compromised, and further field
investigation of possible 52a and/or 52b contact input failure is required.
i) During normal operation, LED 12 on the G60 relay faceplate should be illuminated (this LED is
labeled “Setting Group 1 On”). If this LED is not illuminated during normal generator
operation the protection provided to the generator may be significantly compromised, and
further field investigation of UR G60 relay failure is required.
j) During normal operation, either LED 1 on the G60 relay faceplate (labeled as “Gen C/B Open”)
or LED 2 (labeled as “Gen C/B Closed”) should be illuminated, depending upon the status of
output circuit breaker 52G. If neither LED is illuminated during normal generator operation
further field investigation of the possible failure of the 52a and/or 52b contact inputs from
the 11.5 kV Generator C/B into the G60 relay is recommended.

k) During generator operation none of the following LED’s on the G60 relay faceplate should be
illuminated:
If any of these LED’s are illuminated during generator operation further field investigation of
possible generator operational concerns/issues (such as possible generator current
overloads, excessive unbalanced current flows or excessive operating voltage or operating
V/Hz levels) may need to be investigated.

l) Note that the UR G60 relay has the ability to measure and display the Differential (operating)
and Restraint currents that the relay is using in the Stator Differential setting calculations.
Shown below is a copy of a portion of a page from the UR G60 Instruction Manual showing
the path available to view these currents.
When the Generator is normally operating and reasonably loaded each of the "Operate
Currents" values should be nearly zero and the "Restraint Currents" values should be non-zero.
It is recommended that the operate and restraint current values being measured by the UR
G60 relay be monitored during generator startup/operation. Measured Operate Current
values which are non-zero could indicate an error in CT connections and/or UR G60 relay
setup which should be resolved prior to continued operation of the generator.
If desired by the client, these measured Operate and Restraint Current values can also be
automatically displayed on the G60 Faceplate Display during startup and initial operation by
adding the appropriate descriptions and Mod Bus Addresses to the URPC setup file (under
\Product Setup\User Definable Displays). Once proper differential protection function
operation is verified these measured Operate and Restraint Current values can be eliminated if
desired.

Obtaining (if possible) actual Nameplate data for this particular step-up transformer would allow for
more accurate relay setting calculations.

determine recommended settings for each of these protection functions.

2.9 Percent Differential and Inst Differential Protection Functions (87T, 87I)
For this application, the Percent Differential and Instantaneous Differential protection functions
(87T, 87I) in the UR T60 Transformer Management Relay will utilize the following settings:
(NOTE: The Transformer Type and System Phase Sequence setpoints represent significant
assumptions relative to proper operation of the Percent Differential and Instantaneous Differential
protection functions and should be field verified).
The recommended Percent Differential and Instantaneous Differential settings summarized above
are based upon past experience with other UR T60 relay applications (and upon past experience
with other Sonelgaz GPP installation projects), and attempt to provide reasonably sensitive settings
for this protection function while reducing the chances of protection function mis-operation during
disturbances (faults) outside of the T60 relay’s Zone of Protection.

As shown on the previous page, the Harmonic Inhibit function was set to inhibit the Percent
Differential protection function in a particular phase if the level of 2ND Harmonic current flow in that
phase exceeds 20% f0. This is intended to inhibit operation of the percent Differential protection
function during transformer energization (inrush) when the inrush current can contain a large 2ND
Harmonic component.
Since it is not known at this time what the level of 2ND Harmonic current flow during energization of
this GSU design will be the “typical” (20% f0) Harmonic Inhibit Level setting has been recommended
for the initial UR T60 relay setup. For some transformer designs, the level of 2ND Harmonic current
flow during energization will not exceed 20% f0 in all three phases during all energization attempts.
In these cases, this Harmonic Inhibit function will not be enabled in every phase and the Percent
Differential protection function in the UR T60 relay may inadvertently operate during energization. In
this case, preventing inadvertent UR T60 operation during transformer energization may require a
reduction of the Harmonic Inhibit Level setting and/or a change in the algorithm used in the harmonic
inhibit calculation.

The recommended settings of the primary and secondary (generator neutral) phase overcurrent
protection functions associated with this step-up transformer will allow the associated generator to
continuously operate at (or slightly above) its 126.875 MVA rated output capability. To allow for
temporary overloads or increases in generator output (such as might occur following disturbances
in the 240.75 kV transmission system supply) the recommended settings of the secondary phase
overcurrent and primary phase overcurrent protection functions will also theoretically allow this
generator to operate at 150% of its 126.875 MVA rated output capability for 10.0 seconds and
200% of its 126.875 MVA rated output capability for 4.4 seconds before initiating transformer
tripping.
For current flows above 250% of the rated output capability of the generator the primary and
secondary phase overcurrent protection functions associated with this step-up transformer will
utilize a 0.6 second Definite Time tripping delay. This tripping time delay will allow first-zone
(“instantaneous” tripping) or some second-zone (maximum 15 cycle delay) protective devices in the
240.75 kV transmission system to remove a multi-phase fault before initiating tripping of this step-
up transformer and the associated generator while still providing a reasonable level of overcurrent
(and through-fault) protection for this transformer.
In addition to the time delay type phase overcurrent protection functions described above, the
240.75 kV (primary) phase overcurrent protection function also includes recommended settings for
an instantaneous overcurrent trip. The recommended settings of this primary phase instantaneous
overcurrent protection function will allow energization (inrush) of this step-up transformer from the
240.75 kV transmission system supply while preventing tripping of this primary instantaneous
overcurrent protection function during multi-phase faults in its 11.5 kV transformer secondary
circuit.

Note that under some scenarios (for example generator output current flows between 175% and
250% of rated and/or multi-phase faults which result in generator terminal voltages significantly
lower than nominal) it is quite possible that the generator supplied from a GSU will be tripped by the
phase overcurrent protection function (51P) in the G60 relay(s) associated with the unit before the
GSU is tripped by its T60 relay(s). No attempt was made to coordinate the phase overcurrent
protection functions in the G60 and T60 relays associated with this GSU/Generator combination,
since achieving phase overcurrent coordination would likely have required higher G60 protection
function time delay (time multiplier) settings, reducing the phase overcurrent protection provided to
the generator by its associated G60 relays.

As stated previously, the step-up transformer secondary winding is rated 125,000 kVA ONAF, which
corresponds to an output current rating of 6276 Amperes at the rated secondary voltage of 11.5
kV. In addition, the generator connected to the step-up transformer secondary winding is rated
126,875 kVA, which corresponds to an output current rating of 6370 Amperes at the rated output
voltage of 11.5 kV.
Based upon the above and the setting philosophies described on previous pages, the Winding 2
Secondary Phase Overcurrent protection function (51S) in the UR T60 Transformer Management
Relays will utilize the following settings:

on the previous pages will result in UR T60 relay tripping times similar to the Winding 2 (Phase TOC3
and Phase IOC3) settings described previously at equivalent “% Rated Current” values. The Winding
1 Phase IOC2 protection function is set above the maximum “through-fault” current flow into the
step-up transformer (the current that would flow through the transformer for a bolted 3 fault at
the transformer secondary terminals) and is also set above the assumed maximum transformer
inrush current flow. For this analysis, the maximum expected through-fault current flow value for
this step-up transformer is calculated to be 2270 RMS symmetrical Amperes @ the 240.75 kV
primary voltage level, while the maximum Inrush current flow is 3597 Amperes @ 240.75 kV
(based upon a typical assumption that the maximum IINRUSH 12*IFL).
Note that the maximum expected through-fault current flow was calculated assuming an infinite
primary source, using the assumed primary winding to secondary winding Impedance (13.2% on a
125,000 kVA base). The actual maximum available through-fault current flow through this unit is
expected to be less than this calculated maximum value. In addition, note that the Phase
Instantaneous Overcurrent protection functions in the T60 relay will respond essentially only to the
fundamental (50 Hz) component of Inrush current flow. Since the fundamental component of
transformer inrush current flow is generally only a fraction of the total (RMS) inrush current value
setting the PHASE IOC2 protection function in this manner should not result in T60 relay tripping
during transformer energization.

transmission system fault. Therefore, the recommended Winding 1 (Primary) Ground TOC1 and
IOC1 settings summarized on the previous pages should result in UR T60 relay tripping times
0.60 seconds for all practical current flows through the 51TN protection function.

The philosophies used to determine recommended settings for the F650 Feeder Protection System
Relay being applied in conjunction with this 3000 kVA, “TL2” Auxiliary Supply Transformer will be
described in a subsequent section of this report. This F650 relay will provide the desired primary
phase overcurrent protection for this “TL2” auxiliary transformer. For current flows 300% of the
rated output capability of the auxiliary supply transformer the Winding 3 (11.5 kV Aux Transformer)
phase overcurrent protection function in the T60 relays applied with this GSU will be set to be
selective with the phase overcurrent protection function in the F650 Feeder Protection System
Relay, allowing the F650 relay the opportunity to detect and respond to overload/low-level
overcurrent flows into the auxiliary supply transformer first. For current flows above 300% of the
rated output capability of the auxiliary supply transformer the Winding 3 phase overcurrent
protection functions in these T60 relays will be set to provide similar or identical tripping time delays
as the associated F650 relay.

c) The Contact Input and Contact Output assignments associated with each of these T60 relays
(as previously listed under “Contact Input and Contact Output Data”) should be verified prior
to transformer startup/operation. Modifications of recommended relay settings will be
required if the actual Contact Input and/or Contact Output connections are different than
the listed Connections.
It is important that a field verification of actual (as installed) CT and VT Ratios, CT and VT connections
and Contact Input and Contact Output assignments as described in previous sections of this letter
report be completed prior to transformer startup/operation. Providing and maintaining the desired
levels of protection to this transformer by these installed T60 relays requires that the CT/VT Ratios
and connections along with the Contact Input and Contact Output assignments exactly match the
previously listed Ratios, connections and assignments.

a) During normal operation, LED 25, LED 26 and LED 27 on each of the T60 relay faceplates
should not be illuminated (these LED’s are labeled “Ph A 2nd Har Rest”, “Ph B 2nd Har Rest”,
Ph C 2nd Har Rest”). These LED’s may be illuminated for a short period of time during
transformer energization. If any of these LED’s are illuminated during normal transformer
operation the Phase Differential protection (87T) provided to the transformer may be
significantly compromised, and further evaluation will be required to determine if relay
setting modifications or other corrective actions are required.
b) During normal operation, LED 36 on each of the T60 relay faceplates should not be
illuminated (this LED is labeled “VT/VT Fuse Failure”). If this LED is illuminated during normal
operation the Over-Excitation protection (24) provided to the transformer may be
compromised, and further field investigation of possible VT Fuse or supply VT failure is
required.
c) It is important that all VT/VT Fuse Failures be addressed and corrected quickly. Proper
operation of the VT/VT Fuse Failure function in the T60 relays (and proper operation of the
VT/VT Fuse failure Alarm output) should be verified through test prior to Transformer
startup/operation.
d) During normal operation, LED 12 on each of the T60 relay faceplates should be illuminated
(this LED is labeled “Setting Group 1 On”). If this LED is not illuminated during normal
transformer operation the protection provided to the transformer may be significantly
compromised, and further field investigation of possible UR T60 relay failure is required.
e) During normal operation, LED 3, LED 7 and LED 11 on each of the T60 relay faceplates should
not be illuminated (these LED are labeled “Primary CB Trouble”, “CB 52G Trouble” and “TL Sec
CB Trouble” respectively). Further field investigation of possible 52a and/or 52b contact
input failure is required if any of these LED’s are illuminated during normal operation.
f) During normal operation, either LED 1 on each of the T60 relay faceplates (labeled as
“Primary CB Open”) or LED 2 (labeled as “Primary CB Closed”) should be illuminated,
depending upon the status of the 240.75 kV transformer primary circuit breaker. If neither
LED is illuminated during normal transformer operation further field investigation of the
possible failure of the 52a and/or 52b contact inputs from the 240.75 kV Primary C/B into the
T60 relays is recommended.

h) During normal operation, either LED 9 on each of the T60 relay faceplates (labeled as “TL Sec
CB Open”) or LED 10 (labeled as “TL Sec CB Closed”) should be illuminated, depending upon
the status of the 6 kV “TL2” Auxiliary transformer secondary main breaker. If neither LED is
illuminated during normal “TL2” Aux transformer operation further field investigation of the
possible failure of the 52a and/or 52b contact inputs from the 6 kV “TL2” Auxiliary secondary
main C/B into the T60 relays is recommended.

i) Note that the UR T60 relay has the ability to measure and display the Differential (operating)
and Restraint currents that the relay is using in the Percent Differential setting calculations.
Shown below is a copy of a portion of a page from the UR T60 Instruction Manual showing
the path available to view these currents.
When the GSU is normally operating and reasonably loaded each of the "Differential Currents"
values should be nearly zero and the "Restraint Currents" values should be non-zero. It is
recommended that the differential and restraint current values being measured by each of the
UR T60 relays be monitored during GSU startup/operation. Measured Differential Current
values which are non-zero could indicate an error in CT connections and/or UR T60 relay
setup which should be resolved prior to continued operation of the GSU.

3.1 Introduction

to determine recommended settings for the “Active” (in service) protection functions in the F650
Feeder Protection System Relay being applied in conjunction with the 800 kVA, 11.5/0.40 kV Unit 25
“TAM3” Auxiliary Supply Transformer. This Auxiliary Supply Transformer is associated with the
126.875 MVA Gas-Turbine Generator referenced in previous sections of this study report. Also
included in this section of the letter report is a summary of the significant assumptions used to
determine these recommended settings.

3.8.2 Discussion
The data supplied for this analysis did not include any information (types, settings, time versus
current tripping characteristics, etc.) for the 0.40 kV secondary main/feeder circuit breakers
presently installed in conjunction with this gas-turbine auxiliary supply transformer. In addition, the
study Workscope did not include performing any time versus current coordination analyses for this
“TAM3” 11.5/0.40 kV Gas-Turbine Auxiliary distribution system. As stated previously, the
recommended settings provided for the 11.5 kV primary phase overcurrent protection functions
were based upon; (a) allowing the gas-turbine auxiliary supply transformer to continuously operate
at its 800 kVA rated output capability, (b) allowing successful energization of the 800 kVA supply
transformer and (c) providing the level of through-fault current withstand protection for the 800 kVA
gas-turbine supply transformer described in the ANSI C57 transformer protection standards.
Depending upon the time versus current tripping characteristics of the presently installed 0.40 kV
transformer secondary protective devices these recommended primary phase overcurrent
protection function settings may also provide some coordination (selectivity) with these secondary
protective devices.
Note that for primary current flows less than 120 Amperes only the Phase TOC High 1 protection
function is effectively in service, since the minimum operating (Pickup) current of the Phase IOC Low
1 protection function is 120 Primary Amperes. For primary current flows equal to or above 120
Amperes but less than 980 Amperes both the Phase TOC High 1 protection function and the Phase
IOC Low 1 protection functions are effectively in service. However the Phase IOC 1 Low protection
function will normally respond first and provide a trip output before the Phase TOC High 1
protection function, since the Phase IOC Low 1 protection function utilizes a faster (Definite Time,
0.60 second) trip characteristic. For primary current flows equal to or above 980 Amperes the
Phase TOC High 1, the Phase IOC Low 1 and the Phase IOC High 1 protection functions are all
effectively in service. However the Phase IOC High 1 protection function will normally respond first
and provide a trip output before either the Phase TOC High 1 or the Phase IOC Low 1 protection
function, since the Phase IOC High 1 protection function utilizes a faster (“Instantaneous” or no
intentional time delay) trip characteristic.

Note that the Phase IOC High 1 protection function is set slightly above the maximum expected
“through-fault” current flow into the 800 kVA auxiliary supply transformer (the current that would
flow through the transformer for a bolted 3 fault at the transformer secondary terminals) and is
also set above the assumed maximum transformer inrush current flow. For this analysis, the
maximum expected through-fault current flow value for the 800 kVA auxiliary supply transformer is
calculated to be 893 RMS symmetrical Amperes @ the 11.5 kV primary voltage level, while the
maximum Inrush current flow is 321 Amperes @ 11.5 kV (based upon a typical assumption that
the maximum IINRUSH 8*IFL). Note that the maximum expected through-fault current flow was
calculated assuming an Infinite primary source, using the previously summarized winding
Impedance (4.5% on an 800 kVA base).

4.8.2 Discussion
The data supplied for this analysis did not include any information (types, settings, time versus
current tripping characteristics, etc.) for the 6.2 kV secondary main/feeder circuit breakers presently
installed in conjunction with this station auxiliary supply transformer. In addition, the study
Workscope did not include performing any time versus current coordination analyses for this “TL2”
11.5/6.2 kV Station Auxiliary distribution system. As stated previously, the recommended settings
provided for the 11.5 kV primary phase overcurrent protection functions were based upon; (a)
allowing the station auxiliary supply transformer to continuously operate at its 3000 kVA rated
output capability, (b) allowing successful energization of the 3000 kVA supply transformer and (c)
providing the level of through-fault current withstand protection for the station auxiliary supply
transformer described in the ANSI C57 transformer protection standards. Depending upon the time
versus current tripping characteristics of the presently installed 6.2 kV transformer secondary
protective devices these recommended primary phase overcurrent protection function settings may
also provide some coordination (selectivity) with these secondary protective devices.
Note that for primary current flows less than 450 Amperes only the Phase TOC High 1 protection
function is effectively in service, since the minimum operating (Pickup) current of the Phase IOC Low
1 protection function is 450 Primary Amperes. For primary current flows equal to or above 450
Amperes but less than 2700 Amperes both the Phase TOC High 1 protection function and the
Phase IOC Low 1 protection functions are effectively in service. However the Phase IOC 1 Low
protection function will normally respond first and provide a trip output before the Phase TOC High
1 protection function, since the Phase IOC Low 1 protection function utilizes a faster (Definite Time,
0.60 second) trip characteristic. For primary current flows equal to or above 2700 Amperes the
Phase TOC High 1, the Phase IOC Low 1 and the Phase IOC High 1 protection functions are all
effectively in service. However the Phase IOC High 1 protection function will normally respond first
and provide a trip output before either the Phase TOC High 1 or the Phase IOC Low 1 protection
function, since the PHASE IOC High 1 protection function utilizes a faster (“Instantaneous” or no
intentional time delay) trip characteristic.

Note that the Phase IOC High 1 protection function is set slightly above the maximum “through-
fault” current flow into the 3000 kVA station auxiliary supply transformer (the current that would
flow through the transformer for a bolted 3 fault at the transformer secondary terminals) and is
also set above the assumed maximum transformer inrush current flow. For this analysis, the
maximum expected through-fault current flow value for the station auxiliary supply transformer is
calculated to be 2510 RMS symmetrical Amperes @ the 11.5 kV primary voltage level, while the
maximum Inrush current flow is 1807 Amperes @ 11.5 kV (based upon a typical assumption that
the maximum IINRUSH 12*IFL). Note that the maximum expected through-fault current flow was
calculated assuming an Infinite primary source, using the previously summarized winding
Impedance (6.0% on a 3000 kVA base).

4.9 Observations/Recommendations
a) The Ratios and Connections of all Phase CT’s and Phase VT’s connected to this F650 relay (as
previously listed under “Input CT and VT Data”) should be verified prior to station auxiliary
supply transformer startup/operation. Modifications of recommended relay settings will be
required if the Connections or Ratios of any of the actual (installed) CT’s and/or VT’s are
different than the listed Connections/Ratios.
b) Following “TL2” auxiliary supply transformer energization, the Connections and Ratios of the
installed Phase VT’s should be further verified by comparing the phase-to-phase and phase-
to-neutral voltages measured/displayed by this F650 relay (using the Metering functions in
the relay) with phase-to-phase and phase-to-neutral voltages measured by other devices.
In addition, the Connections and Ratios of the installed Phase CT’s should be further verified
by comparing the phase current values measured/ displayed by this F650 relay (using the
metering functions in the relay) with phase current values measured by other devices.
c) The Contact Input and Contact Output assignments associated with this F650 relay (as
previously listed under “Contact Input and Contact Output Data”) should be verified prior to
station auxiliary supply transformer startup/operation. Modifications of recommended relay
settings will be required if the actual Contact Input and/or Contact Output connections are
different than the listed Connections.
It is important that a field verification of actual (as installed) CT and VT Ratios, CT and VT connections
and Contact Input and Contact Output assignments as described in previous sections of this letter
report be completed prior to transformer startup/operation. Providing and maintaining the desired
levels of protection to this transformer by the installed F650 relay requires that the CT/VT Ratios and
connections along with the Contact Input and Contact Output assignments exactly match the
previously listed Ratios, connections and assignments.
d) During normal operation, the “READY” LED on the relay faceplate should be illuminated. If
this LED is not illuminated during normal station auxiliary supply transformer operation the
protection provided to the transformer may be significantly compromised, and further field
investigation of F650 relay failure is required.

The recommended BE1-59N relay settings are also based upon an interpretation of existing setting
data supplied for the previously completed Tiaret Unit 6 GPP settings study. This supplied data
seemed to indicate that an existing 64B relay (type/model unknown) utilized the following settings:
Based upon the indicated value for Un (100/3 or 57.7 Volts), a setting of 20% Un would imply a
Pickup setting of (0.20)*(57.7) Volts or 11.6 Volts (12 Volts), with an indicated tripping time delay of
0.47 seconds (0.5 seconds).

As shown, one or more Test Points (shown in Green) have been provided for each of the active
overcurrent, under-voltage, over-voltage and over-excitation protection functions in each of these
relays. These Test Points summarize expected relay tripping times (in seconds) for various values of
relay input current (In Amperes) or input voltage (in Volts). The listed Test Points should be used
during relay calibration/test to verify the performance of each protective relay. Any discrepancies
between the tripping times shown on the attached setting tables and the actual tripping times
determined during relay testing should be resolved before these relays are placed into service.
Each setting sheet also includes one or more reference Notes. Some of the more significant setting
Notes are shown in Red, Dark Red or Violet on these sheets.
In addition, note that the “active” (in-service) Phase Time Overcurrent protection functions in the UR
G60 and UR T60 relays utilize Timed-Type Reset characteristics. In order to obtain accurate tripping
times during relay calibration, these Reset characteristics may need to be temporarily changed to
the Instantaneous type during testing/commissioning. Once relay calibration is completed this
Reset characteristic should be changed back to the Timed type prior to placing the relay in service.
Similarly, the Reset Rates associated with the Over-Excitation (24T) Trip protection functions in the
UR G60 and UR T60 relays may need to be temporarily changed to 0 seconds during relay
calibration to allow accurate tripping times to be obtained during testing of these protection
functions. Once relay calibration is completed the Reset Rates associated with these functions
should be returned to the originally programmed values.

Out-of-Step (78) Relay Setting Philosophy - the application follows the approach outlined in GE technical
reference GER-3179, Out-of-Step Protection for Generators. This approach utilizes two impedance relays
(OUTER unit and INNER unit) to track the impedance locus of the generator during an out-of-step swing. The
objective is to detect that the generator is going out of step and initiate separation from the system during the
first swing. Traditionally, a 120° separation has been considered the criterion to define an out-of-step condition.

The INNER unit is set at the points at which the generator and system are 130 and 260 apart. The OUTER
unit is set to avoid tripping on stable swings, and to initiate separation when the generator voltage approaches
°
295 with respect to the system. This assures that the maximum voltage angle across the breaker at the time

that it opens will be 65 or less.
The impedance locus of most out-of-step swings passes through the generator step-up (GSU) transformer,
or the generator itself (relatively closer to the line-side terminals). For this reason, GER-3179 suggests that with
the relay applied at the generator terminals and polarized to look toward the system, the reverse reach into the
machine should be two to three times the generator transient reactance (X'dv). The forward reach into the
system should extend well past the high-voltage terminals of the GSU, and forward reach settings typically fall
in the range of one to two times the GSU leakage impedance.

Relay Setting Philosophy: During loss of excitation, these relay functions will
detect Reactive Power flow from the system into the generator, provided that
a suitable source of Reactive Power (such as a utility tie) is available. An offset setting
of X’ DV / 2 is used to avoid misoperations during system faults. The 40-1 circle is set
at a Diameter of 0.7*XDV (time delay = 0.06 seconds) in order to detect loss of excitation at
full and moderate load, while not tripping for stable swings or regulator undershoot.
The 40-2 circle is set at a Diameter of XDV with a time delay of 0.6 seconds to provide tripping
for loss of excitation under a wider range of loading conditions or open circuit field,
while not tripping for stable swings.

Relay Setting Philosophy: This function provides backup system phase overcurrent protection
and is set to pick-up at 140% of rated current and operate in approximately 0.60 seconds for a GSU
High-Side fault based upon the calculated generator fault decrement curve. These pickup and time delay
setpoints were selected based upon past experience and typical application practices.
These setpoints will provide the generator with some ability to continue to operate
during periods of increased output current flows which might occur during otherwise stable system swings
while also providing some tripping time delay at high output (fault) current levels to allow downstream
phase fault protective devices the opportunity to remove a fault before generator tripping is initiated.
Note that the 51P protection function operating times shown on the curve following this discussion
are approximate, due to the varying (decaying) characteristic of the generator output current following
a three-phase terminal fault.
