1.0 Purpose

1.1 The purpose of this document is to outline the electrical system design
philosophy and describe the operating scenarios for the proposed electrical
distribution system for the Teg production facility.

1.2 It can also form the bases for the production of detailed safety, operating and
permit-to-work procedures.

2.0 Important Design and Operational Notes

2.1 The Teg production facility is a self sufficient complex that generates all its
own power requirements. There are no links with any external grid system or
spare incoming cubicles to facilitate an external connection.

2.2 Each gas engine generator is rated to supply the total load of the CPF and
the Base De Vie. The Operator has therefore the choice of operating the
facility with one generator running and one on hot standby, or with both
generators running and sharing the load. With one generator running, the
generator will be loaded at near full load, which is good for the gas engine
driver and it maximises service cycles. Loss of the generator however will
result in plant shutdown and loss of main power for several minutes. With two
generators running, the plant availability is high because, on loss of one
generator, the remaining generator can pick up the total load. However, in
normal operation, each generator will be half loaded and this may result in
increased number of maintenance cycles.

2.3 The gas engine generators are designed to be capable of supplying the whole
facility, including the Base de Vie and simultaneously starting the largest
drive. Two gas engine generators can be in service, operating in parallel,
subject to operational requirements and share the load. The switchboard El-
082001 is suitably rated for both gas engine generators and the emergency
diesel generator to operate in parallel without exceeding the switchboard
short circuit or continuous current rating.

2.4 If one gas engine generator is in service and trips out, the emergency diesel
generator will start and restore power to emergency consumers. Once the
diesel generator is on line, the second gas engine generator can be brought
on line.

2.5 If both gas engine generators are operating in parallel and one engine trips,
the remaining engine will support the entire load. Such a sudden step change
will overload the remaining gas engine, consequently the feeders to the Base
de Vie and CCR will automatically be shed to bring the load change within
permissible step limits. The Base de Vie and CCR feeders will automatically
reclose after a time period of up to 10 seconds. The load shedding and
reloading is done automatically, but the time period can be manually adjusted.

2.6 The emergency diesel generator has been sized to allow for the start-up and
operation of all emergency consumers (including the Base de Vie) and to be
able to start up one of the gas engine generators.

2.7 The emergency diesel generator may be paralleled with the two gas engine
generators for uninterrupted transfer of load and to periodically test the diesel
generator.

3.0 System Description

For the electrical system arrangement, refer to the following documents:

a) LB00-B-NND0-000-0001, single line diagram, power generation and


distribution.
b) LB09-B-NND0-082-0001, single line diagram, 400V switchboard
L-EL-082001.

3.1 400V System

3.1.1 The 400V switchboard comprises three busbar sections, “A”, “B” and “C”. The
incomers to sections “A” and “B” are directly supplied from a gas engine
generator, one generator per bus section. The incomer to section “C” is
supplied from the emergency diesel generator. Busbar sections “A” and “B”
feed the normal plant consumers whilst busbar section “C” feeds the
emergency plant consumers including the Base de Vie. Bus section circuit
breakers are provided to interconnect the different busbar sections together.

3.1.2 Each gas engine generator is rated to supply at least 100% of the facilities
peak electrical load and to enable the starting of the largest load without
excessive voltage drop on the system. Optional configuration can be for one
or two gas engine generators to be in service. If two are in service, it is
foreseen that the generators will operate in parallel and share the load
between the machines.

3.1.3 Power to the plant is supplied at 400V. On failure of the gas engine
generators, as detected by an under-voltage relay on the “C” bus for more
than 5 seconds, a signal automatically starts up the emergency diesel
generator. Before closure of the diesel generator circuit breaker, once the
generator is up to speed, the bus section “B-C” circuit breaker opens to
isolate the “C” bus of switchboard EL-082001.

3.1.4 Manual control of the incomer and bus section circuit breakers can be either
local in front of the panel or remote from the electrical workstation located in
the substation. The preference to be consistent and comply with the BP
recommended practices is to undertake all switching from the workstation.
With the selector switch in the remote position, control of the circuit breaker is
either from the electrical workstation or from the relevant generator control
panel, see section 4.7 for further details.

3.1.5 One automatic transfer system is provided with switchboard EL-082001, for
further details about permissive restrictions in switching operations, see
section 4.7.

a) The automatic transfer system, linking bus section breaker “B-C” and
generator incoming breaker “C”, provides for automatic starting of the
emergency diesel generator, automatic opening of bus section breaker
“B-C” and automatic closure of incoming breaker “C”, thus energising bus
section “C” and supplying the emergency plant consumers in case of
power loss.

4.0 Operating Scenarios

4.1 The Teg electrical power system can be operated in a number of modes
depending on:

a) The availability of the gas engine generators


b) The type of fault event or power interruption occurred
c) The position of the interconnecting circuit breakers

4.2 Some operating modes occur automatically, as a result of a particular system


fault or loss of power incident. Others are implemented following deliberate
Operator decision and intervention. This section will describe, in some detail,
the different operating scenarios and outline the required decisions and
interventions by the Operator.

4.3 Normal Operation

4.3.1 The single line diagram show the position of the circuit breakers for normal
plant operation.

4.3.2 Either one or both gas engine generators may be operating (see note 2.3),
with both bus section circuit breakers closed.

4.3.3 The emergency diesel generator is on standby.

4.4 Loss of a Gas Engine Generator With Two Operating In Parallel

4.4.1 If one of the two gas engine generators feeding the 400V switchboard EL-
082001 is lost (as a result of a generator failure, a cable fault or the opening
of the 400V incoming breaker), the respective time delayed under voltage
relay will initiate the automatic load shedding and reclosing scheme for the
feeders to the Base de Vie and CCR. The feeders will be shed for a preset
time of up to 10 seconds whilst the one remaining gas engine generator
accepts the remaining step change in load from the tripped generator. The
400V switchboard EL-082001 will remain energised throughout and all other
consumers will remain unaffected. The remaining gas engine is unable to
accept the additional load in one step without exceeding the engine capability,
hence the load shedding and reclosure of the Base de Vie feeder. To reduce
further the impact of step loading on the remaining generator, the Base de Vie
load has also been divided into two steps at the Base de Vie switchboard, the
second step connected after a short time delay.

4.4.2 The system can be manually restored to its normal operating mode (after
repairing the fault and resetting the relays) by closing the selected incoming
breaker, see section 4.7 for further details of the circuit breaker switching
scenarios.

4.4.3 A similar manual operation is used to isolate one of the incomers for
maintenance, see section 4.7 for further details.

4.5 Loss of Both Gas Engine Generators

4.5.1 The simultaneous voltage loss of both gas engine generators to the 400V
switchboard as detected on the “C” bus, will de-activate the automatic transfer
scheme and the breakers will remain in the position they were prior to the loss

of voltage. A signal will be sent to start the emergency diesel generator,


which when up to volts will close onto the “C” bus, after the bus section “B-C”
circuit breaker has been opened. The bus section “B-C” circuit breaker is
opened after 5 seconds by a signal from the P141 relay contained in the
incomer to section “C”. All emergency supplies (including the feeder to the
Base de Vie) will then be supported by the emergency diesel generator. The
time envisaged to bring the emergency diesel generator on line is in the order
of 30 seconds, consequently the facility will go into shutdown mode. If one of
the gas engine generators was in standby mode when the interruption
occurred, this machine could now be started by the emergency diesel
generator. The time required to bring one of the gas engine generators on
line is in the order of a minute or two.

4.6 Restoration Of A Gas Engine Generator

4.6.1 The plant is in shutdown mode, only supported by the emergency diesel
generator and with the bus section “B-C” circuit breaker in the open position. To
bring the first gas engine generator online, the following sequence shall be followed:

a) Start gas engine generator and bring up to speed


b) Close the generator incomer to switchboard EL-082001
c) Close the switchboard bus section “A-B”
d) Synchronise the gas engine generator with the diesel engine generator,
this can be done automatically via the synchro-check relay or manually
via the metering and synchroscope provided at the generator control
panel.
e) Close the switchboard bus section “B-C” circuit breaker
f) Open the diesel generator incomer to switchboard EL-082001
g) Turn the diesel generator off
h) Start second gas engine generator
i) Synchronise with the running gas engine generator
j) Close the incomer to the second gas engine generator to have both gas
engines running in parallel

4.7 Switching Conditions for EL-082001 Incomer & Bus Section Circuit
Breakers

4.7.1 Incomer to bus section “A” can only be operated under the following
conditions:

The circuit breaker can only be closed locally or from the PLC under the
following conditions:
a) Bus section “A-B” is open
b) Generator lock-out relay (86) has not operated
c) Closure is inhibited if the trip supervision function of the P141 relay
contained in the incoming panel detects an open circuit trip coil (52ST).

The circuit breaker can only be closed remotely under the following
conditions:
a) Remote close signal from the gas engine generator control panel which
automatically checks for synchronism or a dead bus condition before
sending the closure signal.
b) Closure is inhibited if the generator lock out relay (86) has operated.
c) Closure is inhibited if the trip supervision function of the P141 relay
contained in the incoming panel detects an open circuit trip coil (52ST).

The circuit breaker can only be opened under the following conditions:
a) Sending an open signal from the PLC.
b) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip
position.
c) Apply the remote open signal from the gas engine generator control
panel.
d) Apply the remote trip signal from the gas engine generator control panel.
This trips the circuit breaker via the lock out relay (86) and inhibits
closure of the circuit breaker until the relay is reset by hand.
e) Protection trip by one of the protective relays, this will also initiate the
lock-out relay that will have to be reset manually before the circuit
breaker can be closed again.

4.7.2 The bus section “A-B” circuit breaker can only be operated under the
following conditions:

The circuit breaker can only be closed locally or by a signal from the PLC
under the following conditions:
a) Bus section “B-C” is open, if the bus section “B-C” is closed then this
circuit breaker can not be closed.
b) Either the incomer to bus “A” or bus “B” is open, if both incomers are
open or closed, the bus section can not be closed.

The circuit breaker can only be opened under the following conditions:
a) Sending an open signal from the PLC.
b) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip
position.

4.7.3 Incomer to bus section “B” can only be closed under the following conditions:

The circuit breaker can only be closed locally or by a signal from the PLC
under the following conditions:
a) Bus section “A-B” is open
b) Bus section “B-C” is open
c) Generator lock-out relay (86) has not operated
d) Closure is inhibited if the trip supervision function of the P141 relay
contained in the incoming panel detects an open circuit trip coil (52ST).

The circuit breaker can only be closed remotely under the following
conditions:
a) Remote close signal from the gas engine generator control panel which
automatically checks for synchronism or a dead bus condition before
sending the closure signal.
b) Closure is inhibited if the generator lock out relay (86) has operated.
c) Closure is inhibited if the trip supervision function of the P141 relay
contained in the incoming panel detects an open circuit trip coil (52ST).

The circuit breaker can only be opened under the following conditions:
a) Sending an open signal from the PLC.
b) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip
position.
c) Apply the remote open signal from the gas engine generator control
panel.

d) Apply the remote trip signal from the gas engine generator control panel.
This trips the circuit breaker via the lock out relay (86) and inhibits
closure of the circuit breaker until the relay is reset by hand.
e) Protection trip by one of the protective relays, this will also initiate the
lock-out relay that will have to be reset manually before the circuit
breaker can be closed again.

4.7.4 The bus section “B-C” circuit breaker can only be operated under the
following conditions:

The circuit breaker can be closed by a signal from the PLC or locally under
the following conditions:
a) Bus section “A-B” and incomer “B” are both open and that incomer “C” is
closed.
b) Incomer “B” is closed and incomer “C” is open.
c) Bus section “A-B” is closed and incomer C is open.

The circuit breaker can be closed remotely by a signal from the diesel
generator control panel under the following conditions:
a) The generator control panel will check for synchronism or a dead bus
before sending a close signal to the ACB.
b) Closure will be inhibited if the trip supervision relay (74) detects an open
circuit trip coil (52ST).

The circuit breaker can be opened under the following conditions:


a) Sending an open signal from the PLC.
b) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip
position.
c) Apply the remote open signal from the diesel generator control panel.
d) In the case of loss of volts on the “C” bus, the P141 relay contained in
the incomer to bus “C” will trip the circuit breaker automatically after 5
seconds and before closing the diesel generator on to bus “C”.

4.7.5 Incomer to bus section “C” can only be closed under the following conditions:

The circuit breaker can only be closed locally by a signal from the PLC or
front of the panel under the following conditions:
a) Bus section “B-C” is open, if bus section “B-C” is closed, this circuit
breaker can not be closed from the PLC or from the front of the panel.
b) Generator lock-out relay (86) has not operated
c) Closure is inhibited if the trip supervision function of the P141 relay
contained in the incoming panel detects an open circuit trip coil (52ST).

The circuit breaker can only be closed remotely from the diesel generator
control panel under the following conditions:
a) Remote close signal from the gas engine generator control panel which
automatically checks for synchronism or a dead bus condition before
sending the closure signal.
b) Closure is inhibited if the generator lock out relay (86) has operated.
c) Closure is inhibited if the trip supervision function of the P141 relay
contained in the incoming panel detects an open circuit trip coil (52ST).

In the case of loss of volts on busbar C, detected by relay P141, located in


the incoming cubicle, a signal will be sent after 5 seconds to trip the Bus-
section “B-C” circuit breaker. Opening of Bus-section “B-C” will be detected

by relay P141. Providing that the Diesel Generator has run up to speed and
that incoming volts are available, Incomer C circuit breaker will now close.
Note that the starting signal and volts/frequency control are provided from the
Diesel Generator control panel.

The circuit breaker can only be opened by one of the following actions:
a) Sending an open signal from the PLC.
b) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip
position.
c) Apply the remote open signal from the diesel engine generator control
panel.
d) Apply the remote trip signal from the diesel generator control panel. This
trips the circuit breaker via the lock out relay (86) and inhibits closure of
the circuit breaker until the relay is reset by hand.
e) Protection trip by one of the protective relays, this will also initiate the
lock-out relay that will have to be reset manually before the circuit
breaker can be closed again.

For restoration of volts to bus section “B”, this incomer must remain selected
to remote. Bus section “B-C” must be closed as described in 4.7.4 above,
which enables the generator control panel to synchronise bus “C” to bus “B”.
The relay P141 in the incomer to bus “C” will detect that both it and bus
section “B-C” are closed and after a set time delay (typically 5 seconds), will
open incomer to bus “C” via the control open signal.

4.8 Base de Vie Transformer Feeder

4.8.1 The feeder to the Base de Vie can only be operated under the following
conditions:

The circuit breaker can only be closed under the following conditions:
a) Sending a close signal from the PLC.
b) A close signal can be sent from either of the gas engine generator
control panels.
c) Closure is inhibited if the trip supervision function of the P141 relay
contained in the incoming panel detects an open circuit trip coil (52ST.

The circuit breaker can be opened under the following conditions:


a) Sending an open signal from the PLC.
b) Sending an open signal from either of the gas engine generator control
panels.
c) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip
position.
d) Sending the remote trip signal from the Base de Vie panel. This
energises the inter trip relay which operates on the P141 relay to trip and
lockout the circuit breaker. The lock out relay inhibits closure of the
circuit breaker until the relay is reset by hand.
e) Protection trip by one of the protective relays, this will also initiate the
lock-out relay that will have to be reset manually before the circuit
breaker can be closed again.
f) Apply the remote trip signal from the transformer pressure relief device.
This operates on the P141 relay to trip and lockout the circuit breaker.
The lock out relay inhibits closure of the circuit breaker until the relay is
reset by hand.

Any protection or lockout trip of the P141 relay will operate the RLT relay
which trips the Base de Vie incomer.

4.9 Common Alarm Signals

4.9.1 Common control transformer failure alarms can be monitored across


terminals 17 & 18 of incomer A. The healthy condition is with the circuit open.
If the secondary voltage of any of the control transformers is lost, the
associated relay or contactor will open and terminals 17 & 18 will be made,
hence indicating a fault.

4.9.2 Common trip circuit supervision alarm – can be monitored across terminals
15 & 16 of incomer A. The healthy condition is with the circuit open. Should
there be a failure of any ACB trip coil (52ST) the associated supervision relay
will operate and terminals 15 & 16 will be made, hence indicating a fault.

4.10 Control Building (Motorised) MCCB Feeder

4.10.1 The feeder to the Control Building can only be operated under the following
conditions:

The circuit breaker can only be closed under the following conditions:
a) Under local position of the selector switch, check that the standby feeder
to open (both feeders are electrically interlocked for 1 out of 2), then
press the close button on the front of the compartment.
b) Under remote position, check that the standby feeder is open, then the
MCCB can be closed from the remote control panel.

During commissioning the MCCB can be closed manually as follows:


a) Open the compartment door.
b) Move the manual/auto switch on the front of the MCCB motor operator to
manual. This inhibits operation from the remote close/open signals.
c) Prime the closing spring using the charging handle.
d) Press the manual close button on the front of the MCCB

The circuit breaker can be opened under the following conditions:


a) Operation of the open button on the front of the compartment, this is
irrespective of the position of the local/remote selector switch.
b) Sending an open signal from the remote control panel, this is irrespective
of the position of the local/remote selector switch

During commissioning the MCCB can be opened manually as follows:


e) Open the compartment door.
f) Move the manual/auto switch on the front of the MCCB motor operator to
manual. This inhibits operation from the remote close/open signals.
g) The opening spring was charged by the previous closing action.
h) Press the manual open button on the front of the MCCB

4.11 Testing Of Circuit Breakers

4.11.1 All incoming and bus section circuit breakers can be racked into a test
position that isolates the contacts to enable simulation of switching to be
undertaken without affecting the system.

4.11.2 The circuit breakers can only be racked into the test position from the service
position if the circuit breaker is in the open condition.

4.11.3 Test simulation of the circuit breaker can be undertaken in either the local or
remote positions.

5.0 Generator Periodic Testing

5.1 The emergency diesel generator will be subjected to a periodic testing by the
Operator to verify its ability to start and deliver power when called upon to do
so in a real emergency situation. Testing of the machine can be done on-line
in parallel with the gas engine generators. Starting of the machine and
synchronisation is described in section 4.7 above.

Test Procedure for Incomers & Bus-sections of TEG 400V Switchboard L-EL-082001

The Air Circuit Breakers for this switchboard comprise 3off Incoming Cubicles (Incomers A,
B & C) and 2off bus-section cubicles (Bus-sections A/B & B/C). The normal operating
mode is for Incomers A & B (supplied from the Gas Engine Generator packages) to be
closed, along with both Bus-sections, hence supplying power to buses A, B & C. Loss of
volts on Bus C will result in Bus-section B/C being opened after 5 seconds by a signal from
the P141 relay in Incomer C. When the diesel generator is up to volts, Incomer C will close
thus powering the Essential bus. Restoration is by Manual / Automatic means from the
Generator control panels

1. Incomer A
Closing
i) Rack the ACB in to the Service Position. Select the local position of the Local/Remote
selector switch. Sending a close command from the PLC system will close the ACB via
output relay 6 of the P141 provided that Bus section A/B is open. If Bus A/B is closed, the
Incomer cannot be closed. Closure will also be inhibited if the Generator lock-out relay
(86) has operated, or the trip supervision function of the P141 detects an open circuit Trip
Coil (52ST).

ii) Rack-out the ACB to the Test Position. Select the local position of the Local/Remote
selector switch. In this position a carriage switch is now closed in series with the Trip-
Neutral-Close switch on the front of the ACB cubicle and the closing and opening
operations of the ACB can be proved using this switch.

iii) Rack the ACB in to the Service Position. Select the remote position of the
Local/Remote selector switch. The remote close signal from the Gas Generator control
panel (terminals 46 & 47) will now close the ACB as the Generator control panel will
check for synchronism or dead bus before sending a close signal. Closure will be
inhibited if the Generator lock-out relay (86) has operated, or the trip circuit supervision
function of the P141 detects an open circuit Trip Coil (52ST).

Opening
iv) Send an open command from the PLC. This will open the ACB via output relay 7 of the
P141.

v) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip position. This
energises the ACB Trip Coil directly and trips the ACB.

vi) Apply the remote Open signal from the Gas Generator control panel (terminals 1 & 2).
This energises the ACB Trip Coil directly and trips the ACB.

vii) Apply the remote Trip signal from the Gas Generator control panel (terminals 5 & 6).
This energises the Lock out relay (86) to trip the ACB and inhibit re closing until the relay is
reset by hand.

viii) Protection trip. This is generated by output relay 3 of the P141 and energises the shunt
trip directly. The lock-out function of this relay will have to be reset using the front keypad
before the ACB can be reclosed. The remote close signal from the Gas Generator

control panel is blocked by the control panel logic when a tripped signal is received
from the Switchgear Protection (Relay RLT).

2. Bus-Section A/B
Closing
i) Rack the ACB in to the Service Position. Select the local position of the Local/Remote
selector switch. Sending a close command from the PLC system will close the ACB via
output relay 3 of the P120, provided that Bus section B/C is open and either Incomer A
OR Incomer B is closed. If Bus-section B/C is closed, this Bus-section cannot be closed. If
Incomers A & B are both open or closed, this Bus-section cannot be closed.

ii) Rack-out the ACB to the Test Position. Select the local position of the Local/Remote
selector switch. In this position a carriage switch is now closed in series with the Trip-
Neutral-Close switch on the front of the ACB cubicle and the closing and opening
operations of the ACB can be proved using this switch.

Opening
iii) Send an open command from the PLC. This will open the ACB via output relay 1 of the
P120.

iv) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip position. This
energises the ACB Trip Coil directly and trips the ACB.

3. Incomer B
Closing
i) Rack the ACB in to the Service Position. Select the local position of the Local/Remote
selector switch. Sending a close command from the PLC system will close the ACB via
output relay 6 of the P141 provided that Bus-section A/B and Bus-section B/C are both
open. If either Bus A/B or Bus B/C is closed, the Incomer cannot be closed. Closure will
also be inhibited if the Generator lock-out relay (86) has operated, or the trip supervision
function of the P141 detects an open circuit Trip Coil (52ST).

ii) Rack-out the ACB to the Test Position. Select the local position of the Local/Remote
selector switch. In this position a carriage switch is now closed in series with the Trip-
Neutral-Close switch on the front of the ACB cubicle and the closing and opening
operations of the ACB can be proved using this switch.

iii) Rack the ACB in to the Service Position. Select the remote position of the
Local/Remote selector switch. The remote close signal from the Gas Generator control
panel (terminals 46 & 47) will now close the ACB as the Generator control panel will
check for synchronism or dead bus before sending a close signal. Closure will be
inhibited if the Generator lock-out relay (86) has operated, or the trip circuit supervision
function of the P141 detects an open circuit Trip Coil (52ST).

Opening
iv) Send an open command from the PLC. This will open the ACB via output relay 7 of the
P141.

v) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip position. This
energises the ACB Trip Coil directly and trips the ACB.

vi) Apply the remote Open signal from the Gas Generator control panel (terminals 1 & 2).
This energises the ACB Trip Coil directly and trips the ACB.

vii) Apply the remote Trip signal from the Gas Generator control panel (terminals 5 & 6).

4. Bus-Section B/C

selector switch. Sending a close command from the PLC system will close the ACB via
output relay 3 of the P120, provided that
(a) Bus section A/B & Incomer B are both open and Incomer C is closed.
(b) Incomer B is closed and Incomer C is open.
(c) Bus-section A/B is closed and Incomer C is open.

ii) Rack-out the ACB to the Test Position. Select the local position of the Local/Remote
selector on the front of the ACB cubicle and the closing and opening operations of the
ACB can be proved using this switch.

iii) Rack the ACB in to the Service Position. Select the remote position of the
Local/Remote selector switch. The remote close signal from the Diesel Generator control
panel (terminals 3 & 4) will now close the ACB as the Generator control panel will check
for synchronism or dead bus before sending a close signal. Closure will be inhibited if the
Trip Circuit Supervision Relay (74) detects an open circuit Trip Coil (52ST).

Opening
iv) Send an open command from the PLC. This will open the ACB via output relay 1 of the
P120.

v) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip position. This
energises the ACB Trip Coil directly and trips the ACB.

vi) Apply the remote Open signal from the Diesel Generator control panel (terminals 1 &
2). This energises the ACB Trip Coil directly and trips the ACB.

vii) In the case of loss of volts on busbar C, output relay 4 of the P141 relay in Incomer C
will close to energise the ACB Trip Coil directly and trip this Bus-section (buswired via
terminals 5&6).

5. Incomer C
Closing
i) Rack the ACB in to the Service Position. Select the local position of the Local/Remote
selector switch. Sending a close command from the PLC system will close the ACB via
output relay 6 of the P141 provided that Bus-section B/C is open. If Bus B/C is closed, This
Incomer cannot be closed if Bus-section B/C is closed. Closure will also be inhibited if the
Generator lock-out relay (86) has operated, or the trip supervision function of the P141
detects an open circuit Trip Coil (52ST).

ii) Rack-out the ACB to the Test Position. Select the local position of the Local/Remote
selector switch. In this position a carriage switch is now closed in series with the Trip-
Neutral-Close switch on the front of the ACB cubicle and the closing and opening
operations of the ACB can be proved using this switch.

iii) Rack the ACB in to the Service Position. Select the remote position of the
Local/Remote selector switch. The remote close signal from the Diesel Generator control
panel (terminals 46 & 47) will now close the ACB as the Generator control panel will
check for synchronism or dead bus before sending a close signal. Closure will be
inhibited if the Generator lock-out relay (86) has operated, or the trip circuit supervision
function of the P141 detects an open circuit Trip Coil (52ST).

iv) Rack the ACB in to the Service Position. Select the remote position of the
Local/Remote selector switch. In the case of loss of volts on busbar C (detected by 27),
output relay 4 of the P141 will close after 5 seconds to trip Bus-section B/C. Opening of
Bus-section B/C will be detected by input 6 of the P141. Providing that the Diesel
Generator has run up to speed and that incoming volts are available, Incomer C ACB
will now close. Note that the starting signal and volts/frequency control are provided
from the Diesel Generator control panel.

Opening
v) Send an open command from the PLC. This will open the ACB via output relay 7 of the
P141.

vi) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip position. This
energises the ACB Trip Coil directly and trips the ACB.

vii) Apply the remote Open signal from the Diesel Generator control panel (terminals 1 &
2). This energises the ACB Trip Coil directly and trips the ACB.

viii) Apply the remote Trip signal from the Diesel Generator control panel (terminals 5 & 6).
This energises the Lock out relay (86) to trip the ACB and inhibits re closing until the relay is
reset by hand.

ix) Protection trip. This is generated by output relay 3 of the P141 and energises the shunt
trip directly. The lock-out function of this relay will have to be reset using the front keypad
before the ACB can be reclosed. The remote close signal from the Diesel Generator
control panel is blocked by the control panel logic when a tripped signal is received
from the Switchgear Protection (Relay RLT).

x) For restoration of volts back to busbar B, this Incomer must remain selected to Remote.
Bus-section B/C must be closed as described under 4 iii), above which enables the
Generator control panel to synchronise busbar C to busbar B. The P141 in Incomer C will
detect that both it and Bus-section B/C are closed and, after a set time delay (5secs?),
will open Incomer C via the control open (output relay 7).

6. Base De Vie Transformer Feeder


Closing
i) Rack the ACB in to the Service Position. Sending a close command from the PLC system
will close the ACB via output relay 6 of the P141 provided that no trips are in evidence.

Closure will be inhibited if the trip supervision function of the P141 detects an open circuit
Trip Coil (52ST).

ii) Rack-out the ACB to the Test Position. In this position a carriage switch is now closed in
series with the Trip-Neutral-Close switch on the front of the ACB cubicle and the closing
and opening operations of the ACB can be proved using this switch.

iii) Rack the ACB in to the Service Position. The ACB can also be closed by the remote
close signals from the Gas Generator panels L-EG-082101 & L-EG-082201 (terminals 5 & 6).
Closure will be inhibited if any trips are in evidence or the trip circuit supervision function
of the P141 detects an open circuit Trip Coil (52ST).

Opening
iv) Send an open command from the PLC. This will open the ACB via output relay 7 of the
P141.

v) Turn the Trip-Neutral-Close switch on the front of the ACB to the trip position. This
energises the ACB Trip Coil directly and trips the ACB.

vi) Apply the remote Open signal from the Gas Generator control panel (terminals 1 & 2).
This energises the ACB Trip Coil directly and trips the ACB.

vii) Apply the remote Trip signal from the Base De Vie panel (terminals 32 & 33). This
energises the Inter Trip relay (ITR) which operates Input 4 of the P141 to trip and lockout
the ACB. The lock-out function of this relay will have to be reset using the front keypad
before the ACB can be reclosed.

viii) Protection trip. This is generated by output relay 3 of the P141 and energises the shunt
trip directly. The lock-out function of this relay will have to be reset using the front keypad
before the ACB can be reclosed.

ix) Apply the remote Trip signal from the Transformer Pressure Relief Device (terminals 28 &
29). This operates Input 2 of the P141 to trip and lockout the ACB. The lock-out function of
this relay will have to be reset using the front keypad before the ACB can be reclosed.

Intertrip
x) Any Protection / Lockout trip of the P141 will energise output relay 1 of the P141.This in
turn operates relay RLT which closes a contact between terminals 30 & 31 to trip the Base
De Vie Incomer.

7. Common Alarm Signals


i) Common Control Transformer Failure Alarm – can be monitored across terminals 17 &
18 of Incomer A (Cubicle D). The healthy condition is with the circuit open. If the
secondary voltage of any of the control transformers is lost, the associated relay or
contactor will open and terminals 17 & 18 will be made hence indicating a fault.

ii) Common Trip Circuit Supervision Alarm – can be monitored across terminals 15 & 16 of
Incomer A (Cubicle D). The healthy condition is with the circuit open. Should there be a
failure of any ACB trip coil (52ST) the associated supervision relay will operate and
terminals 15 & 16 will be made hence indicating a fault.

8. Control Building (Motorised) MCCB Feeder
Closing
i) Select the Local position of the Local/Remote switch. Check that the Standby Feeder is
open, as the two Control Building Feeders are electrically interlocked for 1 out of 2
operation. Operate the Close pushbutton on the front of the compartment to close the
MCCB.

ii) Select the Remote Position of the Local/Remote switch. Check that the Standby
Feeder is open. The MCCB can now be closed by the close signal from the remote
control panel (terminals 3 & 4).

iii) During commissioning, the MCCB may be closed manually as follows: -


Open the compartment door. Move the Manual/Auto switch on the front of the MCCB
motor operator to Manual. This inhibits operation from remote close/open signals. Prime
the closing springs using the charging handle. Press the Manual Close button on the front
of the MCCB motor operator to close the MCCB.

Opening
iv) The MCCB can be opened by operation of the Open pushbutton on the front of the
compartment, irrespective of the position of the Local/Remote selector switch.

v) The MCCB can also be opened by an open signal from the remote control panel
(terminals 1
& 2). Again, this is irrespective of the position of the Local/Remote selector switch.

vi) During commissioning, the MCCB may be opened manually as follows: -


Open the compartment door. Move the Manual/Auto switch on the front of the MCCB
motor operator to Manual. This inhibits operation from remote close/open signals. The
opening spring was charged by the previous closing function. Press the Manual Open
button on the front of the MCCB motor operator to open the MCCB.
