THIS FORM IS TO BE COMPLETED AND SIGNED BY THE MASTER AND THE CHIEF ENGINEER. IT MUST BE MADE AVAILABLE
TO COAST GUARD OR ANY OTHER PORT STATE AUTHORITY AT At-N TIME AND POSTED DURING BUNKERING AT THE
BUNKER STATION.
ALTHOUGH REQUIRED BY THE USCG. THIS PROCEDURE MUST ALSO BE FOLLOWED IN ALL OTHER PORTS OUTSIDE THE
USA.
BEFORE STARTING BUNKERING OPERATION. BUNKERING UNES TO BE USED FOR OIL TRANSFERS. STATUS OF FUEL
VALVES AND OVERFLOW ARRANGEMENTS MUST BE CHECKED BY AT LEAST 2 DIFFERENT PERSONS. PRE- TRANSFER
CONFERENCE MUST BE HELD USING FORM 243. IN ORDER TO AGREE MUTUALLY WITH THE SUPPUER COMMUNICATION
FOR OIL TRANSFER OPERATIONS WITHIN THE VESSEL. REFER TO PIPING SYSTEM DIAGRAM AND CHIEF ENGINEER
STANDING ORDERS AS PER PART 155.750 (a). CODE OF FEDERAL REGULATIONS. TITLE 33:
a) HAZARDS: FIRE - FLAMMABLE. IGNITED BY HEAT. SPARKS OR OPEN FLAME. NO SMOKING OR OPEN UGHTS.
b) IN CASE OF ACCIDENT: SHUT OFF ALL IGNITION SOURCES. KEEP PEOPLE AWAY. KEEP UP WIND.
SHUT OFF THE LEAK IF POSSIBLE WITHOUT RISK. WEAR SELF CONTAINED
(2) A DESCRIPTION OF EACH OIL TRANSFER SYSTEM OF THE VESSEL INCLUDING (i) A LINE DIAGRAM OF THE
VESSEL'S OIL TRANSFER PIPING SHOWING THE LOCATION OF EACH PUMP. CONTROL DEVICE. AIR VENT WITH

OVERFLOW RETAINING INSTALLATION AND (ii) THE LOCATION OF THE SHUT-DFF VALVE OR OTHER ISOLATION
DEVICE THAT SEPARATES ANY BILGE OR BALLAST SYSTEM FROM THE OIL TRANSFER SYSTEM MUST BE
155.320 (2) (iii) THE VESSEL HAS A FIXED CONTAINMENT SYSTEM FOR ALL BUNKERING MANIFOLDS OR
THE CAPACITY OF EACH CONTAINMENT UNDER BUNKERING OR BUNKER STATIONS IS OF ABOUT 0.2 M3 (PORT

SIDE) AND 0.2 M3 (STB'D SIDE) THE CAPACITY OF CONTAINMENTS AROUND AIR VENTS IS AT LEAST 0.159M
(PORT/STBD).
THE CONTAINMENTS SYSTEM UNDER OIL MANIFOLDS CAN BE EMPTIED EITHER BY HAND PUMP INTO DRUMS
AND THEN INTO TANKS. OR BY MEANS OF BUCKETS THROUGH AIR VENT PIPES INTO THE TANKS. HAND
PUMPS CAN ALSO BE EMPLOYED DIRECTLY FROM CONTAINMENTS THROUGH AIR VENT PIPES INTO THE TANKS.
NOTE: THE BUNKER MANIFOLD MUST BE ATTENDED AT ALL TIMES DURING THE OPERATION.
CHIEF ENGINEER CONDUCTS THE PRE- TRANSFER CONFERENCE (SEE FORM 243). GIVES THE OK TO
START THE BUNKERING. MONITORS THE PROGRESS AND GIVES THE ORDER TO STOP.
SPILL, ASSISTS CHIEF ENGINEER, DOUBLE CHECKS, PRIOR BUNKERING, THAT AIR
CONTAINMENTS ARE PLUGGED OIL TIGHT. CHECKS THAT BUNKER TANK HIGH LEVEL
WITH THE PERSON IN CHARGE OF THE BUNKER BARGE OR SHORE FACILITY AND WITH

ASS. ENG. 1 THE DUTY ENGINEER. CHECKS FOR LEAKAGE IN THE ENGINE ROOM.
CHECKS THAT SCUPPERS AND OIL CONTAINMENTS ON DECKC ARE PLUGGED. CHECKS
THAT SAWDUST, RAGS, BUCKETS, DRUMS SHOVELS, FIRE EXTINGUISHERS, FIRE HOSE
WITH SPRAY NOZZLE AND NO SMOKING SIGNS ARE PLACED AND HANDY NEAR THE
BUNKER HOSE CONNECTION. HOIST THE RED WARNING FLAG (BRAVO) AND SWITCHES
CHIEF OFFICER ON THE RED WARNING LIGHT. CHECKS IF THE BUNKER STATION IS PROPERLY
VHF.
ASSISTS CHIEF OFFICER. SUPERVISES AND ATIENDS SHIP'S AND BARGE MOORINGS.
DUTY OFFICER
ASSANGES CONTINUOUS FIRE WATCH.
PLUGS SCUPPERS AND OIL CONTAINMENT DRAINS ON DECK, MOVES SAWDUST, RAGS,
DUTY A, B RIGS ADDITIONAL LIGHTS TO THE BUNKER STATION AND THE VARIOUS SOUNDING
(5) CREW MEMBERS ATTENDING THE VESSEL'S MOORINGS AND DUTIES ARE AS FOLLOWS:
RANK DUTY
THE DUTY OFFICER WITH THE STANDBY CREW WILL CHECK THE MOORING FREQUENTLY, FORWARD AND AFT,
THEY MUST ENSURE THAT THE VESSEL IS PROPERLY SECURED. THEY WILL ALSO CHECK BUNKER BARGE
MOORINGS TO THE SHIP. POWER FOR WINDLASS AND MOORING WINCHES IS TO BE KEPT ON AT ALL TIMES.
THE VESSEL. IS EQUIPPED WITH 4 MOORING WINCHES. PERSONNEL TENDING THE MOORINGS CAN BE
THE 2ND ENGINEER IS IN CONTINUOUS TWO- WAY VOICE CONTACT WITH THE PERSON IN CHARGE OF THE

BUNKER DELIVERY FACILITY DURING THE OIL TRANSFER OPERATION. THIS COMMUNICATION IS EITHER BY
VOICE OF MOUTH OR BY TWO- WAY RADIOS. ACTUAL SIGNS AND WORDING OF RELEVANT ORDERS (SEE
BELOW) MUST BE AGREED UPON, UNDERSTOOD AND REHEARSED IN ADVANCE BETWEEN THE PARTIES AT
READY = STAND- BY
COMMENCE = START
GRADUALLY = SLOW
STOP RUMPING = STOP
ALL PERSONNEL INVOLVED IN THE OIL TRANSFER MUST KNOW THE EMERGENCY SHUT DOWN PROCEDURE
WHICH MIGHT BE BY VOICE(SHOUTING STOP), BY TWO- WAY RADIO, ACTIVATING HAND HELD AIR HORN,
ON THIS VESSEL, SWITCHING TO ANOTHER TANK OR STOPPING THE TRANSFER WILL TAKE PLACE LATEST
ONCE 90% OF THE CAPACITY OF ANY TANK IS FILLED. WHEN A FUEL TANK REACHES 80 PERCENT CAPACITY

(BY VOLUME), THE SOUNDING MAN REPORTS TO THE PERSON IN CHARGE (2 ENGINEER) WHO INSTRUCTS
THE PUMPMAN ON THE BUNKER BARGE/SHORE TERMINAL TO SLOW DOWN THE PUMPING RATE. SOUNDINGS
ARE TAKEN EVERY 5 MINUTES DURING TOPPING UP. TO ENSURE AGAINST OVERFILLING, THE DUTY ENGINEER
WILL BE STANDBY CLOSE TO CONCERNING VALVES IN ORDER TO OPERATE THEM QUICKLY, TIMELY, AND AD
REQUIRED TO FILL THE NEXT TANK OR STOP THE TRANSFER AFTER THE LAST TANK. ONCE REACHING 80% OF
THE CAPACITY OF THE LAST TANK, PUMPING RATE MUST BE REDUCED TO STRICT MINIMUM AND/OR
INTERMITTENTLY STOPPED. MAXIMUM FILLING OF ANY TANK MUST NEVER EXCEED 95% OF THE CAPACITY BY
(8) CHIEF ENGINEER ENSURES THAT 2ND ENGINEER HAS MADE A SAFETY CHECK TO VERIFY THAT ALL VALVES
USED DURING TRANSFER ARE TIGHTLY SHUT. THAT ALL BLANKS AND SOUNDING PIPE CAPS ARE REFITTED
TIGHTLY.
(9) IN CASE THAT, NOTWITHSTANDING ALL PRECAUTIONS TAKEN, OIL IS DISCHARGED INTO THE WATER. IT MUST
BE REPORTED IMMEDIATELY TO THE U. S. COAST GUARD BY CALLING THE TOLLFREE TELEPHONE NUMBER:
+1- 800- 424- 8802 ANYWHERE IN THE UNITED STATES, OR CHANNEL 16 ON VHF (156.8 Mhz), PORT
AUTOHORITIES AND THE LOCAL AGENT (IMPORTANT CONTACT NUMBERS MUST BE OBTAINED AND DISPLATED
PRIOR STARTING BUNKERING). TAKE NOTE OF TIME, RANK AND NAME OF PERSON ACCEPTING THE MESSAGE.
IF OIL IS DISCHARGED INTO THE WATERS OF ANY OTHER COUNTRY, THE CONTACT NUMBERS OF THE
VARIOUS AUTHORITIES HAVE TO BE OBTAINED FROM THE LOCAL AGENT PRIOR BUNKERING AND DISPLATED.

(10) (b) (c) UPON REVIEW OF ABOVEPROCEDURES, THE COASTGUARD OR OTHER COMPETENT AUTHORITIES
(WHEN IN A PORT OUTSIDE THE USA) MAY REQUIRE CHANGES OR ADDITINS. ANY REQUIRED CHANGES WILL
ADDITIONAL TO OIL TRANSFER PROCEDURE OR CENERAL COMMNTS OIL SPILL CONTINGENCY PLAN:
ALL THE PERSONNEL INVOLVED IN THE BUNKERING MUST BE TRAINED BY THE 2ND ENGINEER. FOR EVERY
b) MINIMUM 6 PERSONS ARE FORMING THE POLLUTION PREVENTION TEAM AD PER "SMPEP"

ON BOARD THIS VESSEL. THE PERSON IN CHARGE OF ALL BUNKERING OPERATIONS IS THE CHIEF ENGINEER.
IF FOR ANY REASON THIS PERSON CANNOT PERFORM HIS DUTIES. THE 2ND ENGINEER WILL TAKE OVER HIS
RESPONSIBILITIES.

INTERNATIONAL SAFElY MANAGEMENT CODE (ISM-CODE). REFER TO THE BUNKERING MANUAL AND THE
