This section covers all the work instructions for worksite staff including operatives/operators,
drivers and contract workers, to carry out their work efficiently and without errors. Worksites are
allowed to make minor modifications (e.g. using colour code instead of word or colour code plus
word or providing translation to vernacular languages) to the instruction to further clarify the
work instruction. They need to put up only the relevant work Instruction at the work locations.
In all cases, they have to signify that the relevant work instructions have been duly authorised by
the Distribution Finance Manager as per this Manual.

WATER DRAINING (MAIN PRODUCTS) AFTER TANKER DISCHARGE
1. AFTER TANKER DISCHARGE, CLOSE TANK INLET & OUTLET VALVE AND PADLOCK
TO PREVENT ACCIDENTAL ISSUING AND RECEIPT.
ALLOW TWO HOURS SETTLING TIME FOR VERTICAL TANKS AND 1 HOUR FOR
HORIZONTAL TANKS.
3. MAKE SURE WATER DRAIN TANK BOTTOM VALVE AND SAMPLING DRAIN LINE
VALVE IS SECURELY SHUT, (THE SAMPLE DRAIN VALVE IS NORMALLY
LOCATED IN THE CENTRE OF THE DRAINING LINE ABOVE SPLLAGE DRAIN)
BEFORE OPENING VALVE LEADING TO WATER DRAINING TANK.
4. FLUSH DRAIN LINE QUANTITY INTO WATER DRAINING TANK BY CRACKING OPEN
SPRING LOADED VALVE AND INLET VALVE TO WATER DRAINING TANK.
(DRAIN LINE QUANTITY IS STATED ON DRAIN LINE OR AT TANK DRAIN
VALVE).
5. MAKE SURE QUANTITY FLUSHED DOES NOT EXCEED DRAIN TANK CAPACITY
(TANK CAPACITY SHOULD BE CLEARLY STATED ON WATER DRAINING TANK)
AND OVERFLOW.
10. WHEN WATER IS COMPLETELY REMOVED OPEN WATER DRAINING TANK OUTLET
VALVE AND PUMP OIL BACK INTO STORAGE TANK.
11. FINALLY CHECK ALL VALVES STARTING FROM TANK INLET TO QUICK FLUSH
WATER DRAINING TANK AND ENSURE VALVES ARE TIGHTLY CLOSED THEN
PADLOCK.
12. RECORD IN RECORD BOOK AND DAILY RECORD CHECKLIST APPENDIX B.2 B
QUANTITY DRAINED.
FOLOW ABOVE PROCEDURE, INSTEAD OF DRAINING INTO WATER DRAIN TANK WATER
CAN BE DRAINED INTO DRUMS. WORKSITE TO ENSURE THESE CONTAMINATED PRODUCT

7. EMPTY DRUMS MAY BE USED FOR STORING SLUDGE, WASTE OIL/USED OILS OR
TOXIC PAINT WASTE, OR FOR FILLING PACKED MOGAS AND SOLD.
HOWEVER, PRECAUTIONS MUST BE TAKEN TO ENSURE CORRECT
LABELLING IS DONE BEFORE DRUM IS FILLED WITH PRODUCT.

Objective : To increase product (Gas oil) electrical conductivity (reduce risk factor from
‘Increased’ to ‘Standard’ as documented in OP.98.42179 document)
These additional steps are to be taken immediately after the procedure written in 1.3.13 of Manual of
Worksite Operations (WOM) Volume 2 of 12
5. Make a volumetric composite sample of the individual tank’s composite sample that will be
discharged at the site.
6. Measure the product electrical conductivity using an approved conductivity meter (Maihak/Emcee
meter). Ensure the meter is clean from any contamination before conducting the measurement.
Method of using these meters can be found in SAOM (Appendix 02.03.06.1 and 02.03.06.1).
7. Record the electrical conductivity reading in the “Bulk Cargo Receipt Log” page 3 of 9 for the
composite sample.
8. If the sample’s electrical conductivity is less than or equal to 70pS/m, do the following:

7. If the affected Gas Oil stock remained in the storage tank for more than a month, the electrical
conductivity of the product should be tested once a month:
8. Sample product at gantry during the coldest time of normal operation (i.e. morning/night)
9. Measure product electrical conductivity of product using either Maihak/Emcee meter.
Record the measurement reading into the tank dip book (remark column).
10. If the electrical conductivity falls below or at 50pS/m, dope the affected product at the
storage tank with Stadis 450 (as per procedure above).
11. Record the Stadis 450 doping amount into the tank dip book (remark column).
12. Note such depletion and adjust doping amount accordingly during the next Gas Oil
shipment.

WORK INSTRUCTION
SUBSIDY CLAIM
1. The due date for submission of subsidy claim to local Customs for any month is on or
before the 15th of the following month.
2. Fax or letters of Customs subsidy rates and duty rates for all products are obtained from
Head Office Stocks Accounting Dept for current month.
3. MPSS is signed off after month-end closing and sent off to Head Office Stocks
Accounting Dept After the end-month closing, worksite compiles the “Lampiran
A”. Worksite gets confirmation via e-mail from Head Office Stocks Accounting
Dept for all commercial customers (PDA7) on the agreed amount to claim for each
worksite.
4. The “Lampiran A” is sent to the local Customs together with supporting copies of
delivery documents (e.g. invoices, delivery tickets), MPSS, sales summary,
subsidy/duty rates, K1 form, gatepass report and MDTCA subsidy permits. The
supporting documents required by each area’s local Customs may vary.
5. Retail stations qualify for full subsidy subject to quotas. Where quotas are exceeded,
duty penalties may be imposed on the retail stations.
6. Subsidy permits are issued by MDTCA to land transport commercial customers and
fisheries.
8. Head Office Stocks Accounting Dept issues credit notes to qualifying commercial
customers.
9. Worksite engages with local Customs on discrepancies arising from the subsidy claim.
10. Worksite follows up with local Customs on the despatch of the subsidy claims by local
Customs to Customs Head Office.
