We hope this letter finds you well.

We are LGUSUITE, Inc., a private data technology company. We are writing to humbly propose for a more
robust approach in the completion of Community-Based Monitoring System (CBMS) institutionalized through
RA 11315 or more commonly referred to as the CBMS Law. CBMS is an organized system of collection,
validation, and processing of disaggregated data using census-like methodology to provide evidence-based
decision-making and data-driven planning, program implementation, and policy making. The Philippine
Statistics Authority (PSA) is the lead agency of the government in crafting standards and methodologies for the
CBMS. LGUs will be the one to cover the expenses, collect, validate, and manage the project. However, as
many LGUs have limited manpower, technical expertise, and resources in conducting this highly-technical,
resource and management heavy project, PSA already manifested that they are open for LGUs to contract third
party service providers.

Currently, LGUSUITE is the most experienced, if not the only company, to give this service nationwide. We
have completed this project in more than 50 LGUs in Luzon, Visayas, and Mindanao. During the current
pandemic, the project proved to be useful in the provision of aids, services, and prioritization in vaccination and
other programs as it gave our partner-LGUs an overall picture of the locality that makes them more responsive
in providing services anchored on a reliable database.

As an additional backgrounder, the project will host a comprehensive but locally-applicable master
database to generate reliable indicators along with relative analytics which is also essential to the
formulation of the following LGU Plans:

● Comprehensive Development Plan (CDP);

● Comprehensive Land-Use Plan (CLUP);
● Local Climate Change Action Plan (LCCAP);
● Local Disaster Risk Reduction and Management Plan (LDRRMP);
● Peace and Order and Public Safety Plan (POPS Plan); and
● Ecological Solid Waste Management Plan (ESWMP) among others.

It also highlights information critical to mainstreaming:

● Gender and Development (GAD);

● Conflict Sensitive and Peace Promotion (CSPP);
● Tourism and Heritage Conservation;
● Child and Business-Friendliness; and
● Bio-diversity management among other sectoral and thematic concerns.
 As we are experiencing a prolonged period of uncertainty and unrest, our team intends to commence the project
for the household profiling for the whole municipality with a 10-12 weeks quick completion time. Aside from
the project output, this can also be deemed as a temporary employment program since we will be getting local
manpower.

In general, we believe that we can maximize the protection of the people by providing ample and credible data
that magnifies the existing condition of your community during the pandemic. Specifically, we would like to
help in establishing plans and programs to benefit the critical industries, employment, vulnerable sectors, health,
and other areas that took a hard-hit during this health emergency and are in need of intervention by your good
office. It has been proven that the National Government Agencies look for the help of Local Government Units
on these kinds of data and having a very recent and comprehensive database is a powerful tool in resilient,
efficient, and effective government service.

Below are the details of our proposal which should be finished in 3 months time:

Based on the 2020 PSA CENSUS, the population of Barili, Cebu is at 80,715, annual growth rate of 1.88%
and average household size of 4.7 (2015 PSA CENSUS).

Projecting these data to 2022, the following figures can be estimated at:

● Projected 2022 Number of Households of 17,915

intend to get 48 locals as our project manpower.
