The pandemic has changed the political landscape of the Philippines. Many
voters have seen how leaders acted on their mandate to lead and bring
about much needed support and governmental interventions on the difficulty
of their daily lives. Hence, it has magnified the need for leaders to know their
people to bring about institutional change and meaningful programs.
The easing down of the pandemic is seen as light at the end of the tunnel and
hope that the difficult times are finally over. But the face of the daily struggles
of our citizenry has not changed. Now, the prices have skyrocketed and the
peso-dollar exchange rates are to its historic lows. This has a far-reaching
trickle down effect on the society especially on the vulnerable sectors.
People are looking and observing how the leaders and executives cope up.
People are waiting for their leaders to tell them how they could come out of
the poverty cycle. People are anxious to know how the leaders will treat the
society’s illnesses, all the more of how to fully understand the root cause of the
society’s problem.
Furthermore, the CBMS aims to fully arm our leaders with powerful tools for
evidence-based decision making, a tool to pinpoint with great accuracy and
detail how it can proactively plan the needs of the people, a tool to reach
our marginalized communities, and a tool to be very responsive in times of
crisis.
The Phillippine Statistics Authority (PSA), as the lead agency of CBMS, has
come out with Memos that have set guidelines for LGUs in the conduct of
CBMS with the help of private institutions (third-party). The memo targets LGUs
that would engage with third parties like LGUSUITE to solve limited manpower,
technical expertise, and resources in conducting this highly-technical,
resource and management heavy project. LGUSUITE is the only established
and most experienced private institution that partners with LGUs in the
establishment of CBMS. It has partnered with more than 100 LGUs in Luzon,
Visayas, and Mindanao.
As many of our people are still coping with the pandemic and the great
inflation, the project also aims to provide temporary local employment to our
people.
The following pages will walk you through the details of the project.
