EXECUTIVE SUMMARY

The Local Government Unit of Barangay Malamig in Bustos, Bulacan is dedicated to


cultivating a dynamic, inclusive, and sustainable community through the delivery of proficient and
impactful public services. It aims to encourage civic participation and prioritize the welfare of our
residents.
The local government unit of Barangay Malamig in Bustos, Bulacan, offers a range of
services to its residents. These services include conducting a census every six months, maintaining
and documenting incidents and complaints in an official blotter, issuing barangay clearances,
providing indigency certificates, issuing residency certifications, and facilitating the issuance of
business permits. The requisite documents are typically prepared by the barangay secretary and
clerk. Management of blotter cases falls under the responsibility of the head of the barangay public
safety officer, while cases pertaining to Violence Against Women and Children (VAWC) are
referred to VAWC help desk officer for appropriate handling.

Microsoft Office serves as the primary software utilized by the secretary and clerk for the
generation and issuance of necessary documents for residents. Documents such as Barangay
Clearance and Certificate of Residency necessitate a payment of 50 pesos. The fee for the Business
Permit varies according to the nature of the business. The office is equipped with three computer
units, three printers, and a high-speed WIFI connection, which is accessible to all individuals
within the vicinity.

Barangay Malamig is a part of the municipality of Bustos, and its population has seen
significant growth, increasing from 2,479 in 1990 to 7,658 in 2020. The barangay covers an
estimated 19.3 hectares, situated 63.3 meters above sea level. The name "Malamig" is reflected in
the barangay's logo, which highlights the residents' reliance on agriculture, particularly grains,
corns, and mangoes. The area is known for its cool climate and wide farmlands. Additionally, the

residents are skilled in sewing, contributing to the community's local creations. The barangay
continues to thrive and expand.

The Barangay Information System holds promise in enhancing local administration,


fostering increased community participation, and elevating service delivery. Its distinguishing
features, such as efficient data management, timely response to citizen inquiries, and transparent
information sharing, set it apart from competitors and contribute to enhanced community
engagement and communication.

As technological advancements progress, different data and information are mostly stored
in a database. Despite this trend, the local government unit of Barangay Malamig adheres to
traditional manual record-keeping practices, relying solely on log books and Excel files. This is
time consuming as it does not allow them to organize and filter the records easily. For this reason,
the project team proposed a Barangay Information System (BIS). The barangay officials approved
the idea because of the need. This Barangay Information System has a database for adding,
updating, deleting and storing records.

The Barangay Information System stands out by transforming local administration through
better community engagement and service delivery. Its key features include efficient data
management, quick response to citizen inquiries, and transparent information sharing. It addresses
issues stemming from inefficiencies and communication gaps in traditional local administration
systems, which hinder community participation and timely information exchange, resulting in
subpar service delivery. The system's goal is to utilize technology to bridge these gaps and enhance
communication between the local government and residents.

time consuming as it does not allow them to organize and filter the records easily

REASONS
● The clerk manually checks the blotter report log book for someone who needs Barangay
Clearance that will lead to slow process of documents.
● The clerk doesn’t have any basis in giving certificate of indigency to citizens who needs
it.
● The barangay volunteers manually recording resident information every 6 months.

● Manual information system is prone to errors and data inconsistencies due to human
mistakes and the physical deterioration of paper records that leads to inaccurate
information about residents.
● Manual information system may be violating data privacy act due to manually storing of
information within the barangay hall.

BUSINESS OPTIONS
● The barangay will stick to the old way or manual process
● Use the propose system to be less hassle and have a better system of the barangay
information system.

EXPECTED BENEFITS
The following benefits are feasible if the Barangay Information System were modified.

Figure 2.1 and 2.1 shows the Total of the One Time Cost that there is a total of P306,000.00
in the Breakdown of One Time Cost Worksheet to start the project that will serve as the initial
investment for this project. The recurring cost of P20,000.00 that will be additional expenses on
the Barangay for the implementation of the said project.

The figure 3.1 shows the Breakdown of the Tangible Benefit Worksheet that shows a total
of P7,800.00 Supplies Cost Reduction and P192,000.00 for labor cost reduction in employees
salary due to a decrease number of employees compared to the labor cost allotment for the existing
system and a Total Cost Reduction of PHP 199,800.00.

The figure 3.2 shows the total Additional Cost Reduction of employee’s salary which is
P39,627.12 showing that there’s a reduction of employment salary compared to the existing
employment salary.

the Barangay Information System will be implemented.

The figure 4.1 shows the Break-Even Analysis Table of Barangay Information System
detailed computation of the NPV of both Cost and Benefits to come up with the calculation of ROI
and payback period or break-even point as stated in the figure.

According to Break-Even Analysis table the result of Actual Break-Even period is on Year
2, 7 months and 17 days. The project will be implemented on December 7, 2023 and it will give a
return of investment on July 24, 2026.

MAJOR RISK
Lack of security measures poses a significant risk to the confidentiality and integrity of
sensitive data. Unauthorized access could result in the leakage of residents’ personal information,
compromising their privacy and potentially leading to identity theft or other malicious activities.

RECOMMENDATION
In an ROI of 28% for an initial investment of PHP 306,000.00 and a payback period of 2
years, 7 months and 17 days. Therefore, this project is feasible to be implemented at the LGU
Malamig as their Barangay Information System.
