1. INTRODUCTION
The Department of Public Works and Infrastructure’s focus is on public land and building
assets and infrastructure and the way in which they can be stimulated and sustain
economic growth in the built environment.
As one of the three Building Works Inspector at Free State Department of Public Works
and Infrastructure at the Lejweleputswa District in Welkom, I am involved in most of the in
the region. My role in the project is either as a quality control inspector for building works
or as a project manager/ leader. The project are either maintenance work or appointment
of contractors
Maintenance work involves procuring construction material and construction work is done
by In-house personnel which involves works inspectors (Building, Electrical and
Mechanical), administration and also Artisans (Building, plumbing, carpentry, painting,
tiling, electrical and mechanical). All the directorates in the section work as a team.
Other projects tender documents are compiled and contractors are then appointed to do
the works. In this instance, my role is as project manager and a quality control inspector.
In my five years of service at Public Works and Infrastructure I have been involved in a
total of seven (10) projects of which 6 have been completed, one (1) is in progress and
three (3) are in the planning stage.

2. JOB ROLE
2.1. Render basic inspection services of work done on minor new and existing structure
on a project basis. Including:
2.1.1. Check new maintenance work undertaken on project sites are compliant with
regulations and legislations
2.1.2. Quality control of works undertaken
2.1.3. Compile estimate and repairs and costs for minor new work
2.1.4. Maintain electronic records of outstanding and finalized work
2.1.5. Develop a bill of quantities
2.2. Analyse and compile relevant documentation for work to be done on minor new
and existing structures, through inter alia the following:
2.2.1. Development and interpretation of plans and sketches
2.2.2. Draw-up quotations documents and compile specifications, bill of quantities
and bid documents and sit in for Bid-specification meetings
2.2.3. Participate in the adjudication process and provide recommendations on
quotations
2.2.4. Liaise with relevant stakeholders in respect to technical aspects
2.3. Oversee/ manage the activities of contractors on project sites through inter alia the
following:
2.3.1. Inspect the work done by contractors and if it is in compliance with the
relevant standards
2.3.2. Advice and guide contractors in respect of relevant legislations and
regulations
2.3.3. Compile and process payment documents
2.3.4. Compile and process variation orders and request for extension of deadlines
2.3.5. Ensure effective administration
2.3.6. Develop progress reports on projects
3. PROJECT PROCESSES
State owned buildings are identified by Property management units. Then as a building
inspector my job is to do a condition assessment of the building, this is to check the extent
of damage the building has incurred over the years. My job is to identify whether the
damage in the building requires day-to-day maintenance or construction work needs to be
done. The condition assessment report consist of a photo report of the building; building
assessment where the rating of the building is done, the rating is from very poor to
excellent; assessment cost estimate, this is the estimate cost of the work required to be
done on the building; and a classification and budget estimate, this section is to classify
the budget of the building if it is either emergency maintenance, schedule maintenance or
minor capital work therefore a new project.
This report is then submitted and a budget will be allocated for the building which an
assessment was one and then the next step begins.

3.2. Analyse and compile relevant documentation for work to be done
After budget allocation, the next step is compiling relevant documentation for the work to
be done. At this stage there are two project types to be considered:
After delivery of material, I then draw up a scope of work for the project and construction
works program using MS Projects or Excel.
Then site handover meeting is arranged and all stakeholder are invited to the meeting.
Then construction team starts the work. I will then setup progress meeting, issue
instructions on site, approve quality of work, compile EOT’s if they are required. Then
when the project is complete, will issue a Practical Completion certificate and compile and
submit a closeout report.
Capital works (Tendered Projects)
I will then present the tender document to Bid Specification Committee which will all sit in a
meeting to look through the tender document and to assist if any mistakes are found and
where assistance is needed be given.
The tender document will then be advertised and a contractor is then appointed to do the
works on site. As the Project Manager I will then, hand the site over to the contractor and
manage the project. I will then oversee the contractors work, approve the works program,
assist in compiling a safety file, assist in quality control of the works, compile and process
payment documents, variation orders and EOT’s if needed, measure works on site for
payments, Chair progress meeting and later issue practical completion for projects and
compile closeout reports.

4. PROJECT INITIATION PHASE
Plan each task with the team to cover the scope of work to meet overall goal
Draw up Bill of Quantities and specification for the works
Estimate the project cost including P’s & G’s, Escalations and contingencies
Compile Tender document to align with the scope of work and project type
Attend Bid Specification Meetings to finalise tender document
Advertise the tender and appoint contractor
Compile a works program for In-House Massification projects
Receive material delivered by supplier

9. PROJECTS - Upgrade of Welkom Lejweleputswa Regional Office Guardroom
Scope of work
The work consisted of Upgrading the Guardroom from a metal structure to a brick and
mortar structure, installation of a new Toilet with basin, new kitchen unit, energy saving
lights, tiling, ceiling and external works such as paved area, gutters and down pipes and
sealing of roof. The project was to improve the working conditions of the security officers at
the department.

10. PROJECTS - Renovations and Upgrade of Bothaville Agriculture Offices
Scope of work
The work consisted of Upgrading of one of the houses into office space for the Department
of Agriculture. This project was to create office space for Agriculture. The building was an
old asbestos building. The asbestos roof was then removed, and IBR roof sheets were
installed. Among other things, a Hybrid Solar System was installed and Back-up water
supply to adhere to the green energy initiative implemented by the National Department of
Public Works.

11. PROJECTS - Renovations and Upgrade of Odendaalsrus Agriculture Offices
Scope of work
The work consisted of Upgrading and Renovations of office space for the Department of
Agriculture. This project was to renovate the offices for Department of Agriculture to
improve their service delivery since the offices were not operational for about 3 years.
Among other things, a Hybrid Solar System was installed and Back-up water supply with a
booster pump to adhere to the green energy initiative implemented by the National
Department of Public Works.

Scope of work
The work consisted of Upgrading of one of the offices for Department of Agriculture.
Kopano complex was an old hospital. The upgrade and renovations was to remove the
hospital feel to make the office space more suitable for office use.
