Course Description

1. Health economics is the study of how scarce healthcare resources are allocated
among competing interventions and among groups in society. This course introduces
basic concepts and practical issues faced by decision makers at all levels in the health
system in allocating scarce resources so that the choices they make maximise health
benefits to the population. This course has four main learning modules each
comprising a set of lectures and problem-solving practicals: (1) An introduction to key
concepts of health economics (e.g. opportunity costs), the demand for and supply of
health services, fundamentals of markets and the price mechanism with a focus on the
healthcare market; (2) An introduction to economic evaluation in healthcare, with an
emphasis on identifying, measuring, valuing and analysing health outcomes and costs.
(3) This module focuses on presentation and interpretation of the results of economic
evaluation and the use of economic evaluation to inform funding decisions (4) An
overview of the organisation of health care (provision and funding).

6. What I Expect From You

As the person responsible for this course, I have certain hopes and expectations of you. I
hope that:

6.1 You will be present for all classes. Attendance is important for an understanding of the
content of the course. University policy requires that you be present for at least 80% of
the classes. Absences will only be excused if there is a valid M.C letter or reason and
should be emailed to the lecturer.

6.2 You will participate actively in all discussions by asking questions, providing answers,
sharing personal experiences and contributing actively towards your own learning. You
are not expected to sit passively in class

6.3 You are expected to exercise ethics and academic honesty at all times. In particular,
copying work of others (from your friends or any books) without acknowledgement is
strictly forbidden, especially in written work. All relevant works has to be cited for
accordingly.

6.4 You are expected to read about the topic before class and review the lessons after
class. You have to follow up in areas that you need to. Any homework or assignment
given must be completed before the next class to be discussed

6.5 If you need to leave the class for any reason, do ask for permission.

6.6 Finally, please put your cell phone in silent mode during class.

6.7 Be responsible for the assessment submission and submit the assessment according
to the due date as provided.
