The scanned copy of BG/NSIC or MSME Registration Certificate shall be
uploaded as EMD exemption document on the e-tender portal. The EMD
BG in original shall be delivered through Post/ Courier/ in Person by
Bank/ the Bidder to the office of Tender Inviting Authority within seven
(07) working days from the date of opening of technical bids. Tenders
without EMD are liable to be rejected.

Proof of annual turnover shall be submitted in the form of audited balance
sheet of three preceding financial years i.e. F.Y. 2020-21, 2021-22 & 2022-
23. If the Bidder is not required to get its accounts audited under Section
44AB of The Income Tax Act, 1961, certificate from a Practicing Chartered
Accountant towards the turnover of the Bidder along with copies of
Income Tax Returns for preceding three financial years shall be submitted.
(बी) यिद िकसी िवदे शी बोलीदाता की लेखापरीि त िव ीय रपोट भारतीय पये के अलावा
अ मु ा म है , तो वािषक कारोबार की गणना के िलए संबंिधत/वां िछत आं कड़े बोलीदाता
की लेखापरीि त िव ीय रपोट म अं केि त पां तरण कारक को मानते ए समक
भारतीय पये म प रवितत िकए जाएं गे । यिद पां तरण कारक को इं िगत नही ं िकया गया है ,
तो संबंिधत िव ीय वष , िजसके िलए बोली लगाने वाले ने िव ीय प रणाम ु त िकए ह, की
अं ितम ितिथ की पां तरण दर को माना जाएगा। पां तरण दर एसबीआई टीटी िव य दर
या आरबीआई/अ अनुसूिचत बक/सीमा शु अिधसूिचत िविनमय दर पर आधा रत
होंगी।
If a Foreign Bidder’s Audited Financial Report is in currency other than INR,
the respective/ desired figures for calculation of Annual Turnover shall be
converted into equivalent INR considering the conversion factor indicated
in Bidder’s Audited Financial Report. In case the same is not indicated, the
rate of conversion as on last date of respective financial years, for which
the bidder has submitted the financial results, shall be considered. The
conversion rates shall be based on SBI TT selling rate or RBI/ Other
scheduled bank/ Customs Notified exchange rate.
(सी) उन िनिवदाओं के मामले म, िजनकी बोली समापन ितिथ चालू िव ीय वष के 30
िसतं बर तक है और यिद त ाल तीन िपछले िव ीय वष के ले खापरीि त िव ीय प रणाम
उपल नही ं ह, तो बोली लगाने वाले के पास उससे ठीक पहले के तीन वष के
ले खापरीि त िव ीय प रणाम जमा करने का िवक है । जहां भी बोली की समापन ितिथ
चालू िव ीय वष के 30 िसतंबर के बाद है , बोलीदाता को अिनवाय प से िपछले तीन
िव ीय वष के िलए लेखा परीि त िव ीय प रणाम ु त करना होगा। तदनु सार, त ाल
पूववत िव ीय वष िनधा रत िकए जाएँ गे । ऑिडट िकए गए िव ीय प रणाम बोली जमा करने
की तारीख पर या उससे पहले ऑिडटर ारा मािणत िकए होने चािहये ।
In case of tenders having the bid closing date up to 30th September of the
current financial year, and, in case audited financial results of the
immediate three preceding financial years are not available, the bidder has
an option to submit the audited financial results of the three years
immediately prior to that. Wherever the closing date of the bid is after
30th September of the current financial year, bidder has to compulsorily
submit the audited financial results for the immediate three preceding
financial years. The immediate preceding financial year shall be

 considered, accordingly. The audited financial results shall be certified by
an auditor on or before the date of bid submission.

Bidders to note the following:

shall be inclusive of Service Tax/GST.
• यिद बोलीदाता ारा ु त काय आदे श एक से अिधक मु ा/गै र भारतीय पये म है , तो
इसे एसबीआई टीटी िव य दर/आरबीआई/अ अनु सूिचत बक/सीमा शु अिधसू िचत
िविनमय दर के आधार पर संदिभत आदे श जारी करने की तारीख की पां तरण दर को
मानते ए समक भारतीय पये म प रवितत िकया जाएगा।
In case the work order submitted by the bidder is in multiple currency/ non
INR, the same shall be converted in equivalent INR considering the
conversion rate as on the date of issue of the reference order(s) based on
SBI TT selling rate or RBI/ Other scheduled bank/Customs Notified exchange
rate.

The qualification document should include work order (WO) along with
Completion certificate as main contractor or as approved sub-contractor,
clearly specifying W.O. no. Final executed value & Duration of Contract.
Copy of TDS Certificates has to be submitted in case of sub-contract work
orders or in case where the tender issuing authority specifically asks for
the same.

• बोलीदाताओं को यह सु िनि त करना आव क है िक उनके ारा दशाए गए पूण काय का

मू , काय के मू और लागू जीएसटी/सेवा कर को अलग-अलग दशाता है । तदनु सार,
बोलीदाता ारा ुत पूणता माण प म पूण िकए गए काय के मू म शािमल सेवा
कर/व ु एवं सेवा कर रािश को अलग से दशाया जाएगा या संबंिधत ाहक से एक अलग
माण प बोलीदाता ारा ुत िकया जाना चािहए, िजसम िवचाराधीन पूण काय के मू
म शािमल से वा कर/व ु एवं सेवा कर रािश, यिद कोई हो, का उ े ख होगा।
Bidders are required to ensure that the value of completed job indicated
by them depicts separately the value of completed job and GST/Service tax
as applicable. Accordingly, the completion certificate submitted by the
bidder shall separately indicate the Service tax/ Goods and Services tax
amount included in the value of completed job OR a separate certificate
from the respective client, mentioning the Service tax/ Goods and Services
tax amount if any, included in the value of completed job under
consideration should be submitted by the bidder.

 In case Service tax/Goods and Services tax amount/component is not
specified in the submitted completion certificate, then it shall be presumed
that the amount mentioned in the certificate is including goods and
services tax/service tax (whichever is applicable) and the offer shall be
evaluated accordingly.

The intending tenderers shall have to furnish proof of their pre-qualification & experience along with Part-I Techno-
10 commercial bid. Copies submitted in support of credential shall be self-attested. Pre-qualification criteria will be checked at
the time of techno-commercial evaluation of the offer.

Notwithstanding any other condition/ provision in tender documents, bidders are required to submit complete documents
pertaining to Pre-qualification criteria along with their offer. Failure to meet Pre-qualification criteria will render bid to be
summarily rejected.

Only e-submission is permissible. Physical Bids shall not be accepted. The
Bidders shall upload the legible scanned copies of the pre-qualification
documents on the e-tendering portal along with their offer as stated in
the Instructions to the Bidders for participation in e-Tendering.

IOCL reserves the right to cancel tender in full/part, extend e-tender download/submission date,
etc. without assigning any reasons thereof. No compensation shall be payable for the efforts
made by the Bidders. Reasons for rejection shall be disclosed on written representation by the
concerned Bidder whose bid is rejected.

All the intending Bidders shall visit IOCL’s website for any corrigendum/ amendment and take
these into cognizance before submitting the tender. Failure of the Bidder to submit tender
without taking cognizance of corrigendum/ amendment issued by IOCL shall make the bid liable
for rejection.
