SYLLABUS
STRATEGIC PLANNING FOR
INFORMATION SYSTEM

Description
This course focuses on the development and implementation of strategic planning for
information systems in an organization. SPIS explores the understanding of Information
Systems (IS) and Information Technology (IT) and their impact on business performance.
It describes methodologies, methods, techniques, tools, processes, and management
frameworks to align strategies for IS and IT with business strategy. Beside that, SPIS
analyzes strategic options of organization and new opportunities through innovative
deployment of IT.

The deployment of IS/IT should be an integrated resource within the organization which
contributes to the organization’s core competencies which may result in sustainable
competitive advantage. This deployment should be inclusive in SPIS, and cannot be
considered as a one-off or occasional event. It is a continuous sustained process, as we plan
and re-plan and respond to changes in the business environment.

The course will to a large extent deal with how to develop Strategic Planning for
Information Systems so that an organization can manage its IS/IT strategically, improve
the competitiveness, and deliver benefits. Besides that, this course will explore the role of
IS/IT that have moved from having a peripheral function in business (just a support system)
e.g. like catering, to having a core function in driving profitability in many ways (enabler)
- producing new products, speeding up time-to market, producing cost efficiency,
promoting or creating customer loyalty. This integration between business and its IT/IS
requires an integration between the IS/IT functions and the rest of the business.

Course Objectives
The objectives of the course are 1) to understand the background of why SPIS is needed,
2) to understand process of SPIS development 3) to explore various approaches in
developing SPIS and 4) to exercise the development of SPIS in the real world.

Method of Delivery

The lecture will be delivered using dual-mode (combination of face-to-face and online
through learning platform: Zoom, e-learning). All the sessions’ materials will be
available in e-learning.

Required Reading

Ward, John and Joe Peppard. 2003. “Strategic Planning for Information Systems”. 3rd
Edition. John Wiley and Son Ltd.

Additional readings will be assigned during class session.

Assignments

Readings. Readings are an essential part of your effort to understand the


materials. I suggest that you read ahead and use class time to ask questions that weren’t
clear in the readings or to share your thoughts with the class. Share your thoughts in e-
learning discussion forum as well.

Class Participation. Class participations consist of question and answer (Q/A)


session, and class present. Q/A will be delivered in class as well as through e-learning.

Quizzes. There will be quizzes delivered in class as well as through e-learning.


It may no notification being made in advance to deliver quiz. You have to be ready anytime
for a short time quiz as a medium for immediate feedback.

Case Analysis. The purpose of the case analysis is to summarize your thought
processes and communicate them in writing. Detailed instructions will be given in class.

Group Project and Class Presentation . Each group will develop a strategic
planning for information systems at an organization or unit level. The project will be
carried out step-by-step according to its phase. The progress will be monitored accordingly.
The project shall address a particular problem facing the organization or unit, actions
proposed to address the problem, organizations involved, a description of how the project
meets the objectives and technical needs of the IS/IT and action plan that contains a rough
budget estimate and time line. The project shall include a roadmap to thefuture of IS/IT of
the organization. Each group consists of four to five persons. Toward the end of the
semester, each group makes a class presentation.

Exam. The midterm exam will cover the first eight to nine weeks of the course
materials. The final exam will determine later.

Evaluation

Your final grade will not rest on one or two assignments but will be based on how many
points you accumulate throughout the semester. My view is that this would better reflect
your learning process and would minimize anxiety associated with exams. The weights
assigned to each component are as follows:

Class Policies

Attendance. Students are expected to attend class regularly. There are 75%
minimum attendance requirements, and attendance sheets will be passed out and will be
factored into your class participation grade. In the case of absence, students are responsible
to stay current on information regarding materials covered in class and any changes in
schedule.
Late Assignments. For each day an assignment is turned late, the total grade
will be deducted 5 (five) points.
Academic dishonesty and Incompletes. Each student should be familiar with
the Code of Student Ethics for issues pertaining to academic dishonesty such as plagiarism
and cheating. There will be a severe penalty for plagiarism and cheating. The grade for the
course is automatically set to E.
