2.0 INTRODUTION

In CDPNL operations, movement of personnel and/ or materials/tools/ equipment is unavoidable.


Movements or journeys could be short distance or long distance, depending on the point of origin and the point
of destination.
A lot of road mishaps or negative exposures are encountered and therefore, there is the need to map out
strategies or plans that will ensure a safe and conducive of personnel/ products from a point of origin to a point
of destination.
Therefore, a journey management plan/procedure will be made to ensure smooth running of CDPNL
operations.

3.0 OBJECTIVES

• To achieve zero RTI


• To ensure safe movement or delivery of material/products

4.0 RESPONSIBILITIES

The responsibility and accountability for managing transport safety rests on the HSEA, in liaison with
the Project Manager.

5.0 JOURNEY MANAGEMENT PLAN

The journey management plan will focus on the general transport system of CDPNL, in line with Clients’
requirements, with special emphasis on the competence of vehicle drivers, vehicles (cars, buses, trucks,
lorries, etc. ) employed for transportation, emergency situations and controls, and the company’s method
of transportation.

To ensure the workability of the journey management plan;


• All CDPNL drivers will be trained, tested and certified.
• Regular training and re- qualification will also be conducted.
• The HSE department, in conjunction will external safety instructor, will offer a defensive driving
program for all drivers and self- driven executives, on periodic basis.

Upon qualification, the company’s driving permit will be issued to competent drivers, which could
equally be with-drawn, if violated.

These competent drivers will be expected to adhere strictly to CDPNL’s traffic rules and conditions for
effective journey management. These conditions include;

• The use of seat belts and driving within CDPNL’s specified speed limits (100 km/ hr. for cars,
80 km/ hr. for buses, 56 km/ hr. for trucks/ Lorries) will be enforced.

• No driving or journey will be allowed outside driving hours/work schedules without the
permission of the CDPNL HSE Advisor.

• Only qualified drivers will be allowed to drive all CDPNL’s vehicles.

• All vehicles must be certified by client during pre- mob.

• Adequate planning of journey/ movement will be made. There will always be prompt take- off
time to avoid running late.

• Night driving/ journey will not be allowed.

• All vehicles must be checked before all movements. All faults and complaints will be made to
the appropriate quarters (the maintenance department).

• Routine vehicle maintenance will be encouraged to enhance road worthiness of CDPNL’s


vehicles. Maintenance schedule standards will be worked out.

• Vehicles will be selected based on specific requirements and applications. For example, buses
for mass transits only, trucks and pickups for loads etc.

• To minimize exposures on the roads, driving communications system (G.S.M.) will be provided
for all operators relevant to the CDPNL/CLI operations.

Plans for long distance journeys are usually made. For instance, drivers will be assigned mates, stop-over
points will be decided before embarking on any journey. CDPNL will employ the services of armed
Police men, FRSC and RSRTMA as escorts during the journey.

5.1 Movement of Loads & Materials Between Base Office and Clients’
Site, And from Lagos to Site.

5.1.1 Movement of Loads Between Base Office and Clients Site.


There will be movement of loads between the base office (Chemical Yard) and the Client’s
worksites during project execution period.
Loads/ materials to be fabricated or under fabrication will be conveyed with CDPNL’s
trucks or with approved third party trucks. The capacity of vehicle to be used will depend
on the size and weight of load to be conveyed.

In situations where the loads are wider than the conveying vehicles, traffic wardens and
escorts will be employed to clear the roads of all traffic and also to control road traffic to
avoid causing accidents/ incidents during the movement.

5.1.2 Movement of Loads from Lagos to Site (Outside Lagos)


Heavy loads (usually finished products) being moved from Lagos to site will be provided
escorts, who are usually armed, to control and monitor traffic especially for an over-sized
load.

A journey management plan/ arrangement will be drawn to ensure effective and successful
conveyance of the products from origin to destination. In this arrangement, certain
considerations are made. These are:
• Take-off time from base.
• Expected time of arrival to destination.
• Means of transport.
• Route to be taken.
• Details of item to be transported.
• Route survey in order to identify potential hazards, obstructions etc.
• Vehicles employed for the journey.

All movements will be made in daylight.

5.1.3 AIR TRANSPORT SAFETY

All passengers should sit calmly and fasten their seat belt.
The life jacket pounce should be stepped around your waist.
Wear your earmuffs and obey all instruction from the pilot and crew.

Disembark only when instructed by the pilot and crew.


Walking around the back of the aircraft is prohibited, to carry the running rotor blades.
Long objects should be carried horizontally and light items to be properly hand carried
Do not inflate your life jacket until you are out of the helicopter.

5.1.4 SWAMP TRANSPORT SAFETY


Drowning is a high fatality factor in Swamp borne operations. Swamp safety therefore
deserves much attention by all concerned.
All employees involved in swamp borne operations must be certified swimming as the
company adopts swimming ability as a pre-condition for employment for its workforce for
swamp borne operations. Certain precautions and measures have been established to
enhance Land safety, these includes:

JOURNEY MANAGEMENT (JMS) PROCEDURE GUIDE

Journey management is the action taken by a person to authorize, plan, monitor and close
out a journey so that any risk to health safety or environment are identified, assessed and
controlled. It is also such that recovery measures are made available in the event that the
journey is not completed as planned for any reason.

Journey management form is a written document that details the timing, journey route,
identification of vehicle, driver / passengers name and various other checklist.

This procedure guide detailed measures that must be followed by all employee whenever
embarking on a journey to a location or any destination outside the city limit, the
responsibilities of the various personnel involved in managing a journey and what should
be done in the event of non-compliances.
Journey Management is necessary and compulsory for the following reasons:
Reduce Risk and number of accident
Reduce Risk and number of security incidents

Journey Management responsibility lies with the supervisor initiating the journey.
Journey Management System procedure shall be strictly adhered to on all trips outside
Client’s base;

*To any job location outside the city limits


*Greater than 40Km from the Base.
No night journeys (1830-0600hrs) shall be undertaken without the Managing Director’s
or Management Representative’s approval in writing.

RESPONSIBILITIES
GENERAL
Four persons are generally involved in a journey, each with certain responsibilities:
• The authorizing person
• The journey manager
• The Quartermaster
• The passenger

AUTHORIZING PERSON:
The authorizing person is responsible for compliances with the journey Management
standard by his subordinate, and for arranging for the briefing of supervisors and crew
members. His responsibilities also extends to those journeys which he does not
individually and specifically authorized, as he is the person whom authorizes the journey
Management used by staff reporting to him.

The designated person to authorize Journey Management shall be the operations manager
and in his absence, the general manager. When presented with Journey Management form
of authorization, the operations manager should check the information on the form is
correct and also with;
- The proposed estimated time the driver will report his arrival
- Sign the form
- Ensure copy submitted to the security is duly filled.

JOURNEY MANAGER
The journey manager is the receptionist and is responsible for monitoring analysis of a
journey and managing the return or onward journey. He shall ensure that the journey plan
always ends either at a point of origin where further journey plan can be made. The journey
manager is responsible for implementing any emergency procedure when he is notified of
an accident by contacting the relevant people or Group Chairman and shall remain on duty
to assist with emergency procedures as requested.
The designated journey manager shall be as follow;
For journeys originating from the clients operated jetty: beach master dispatcher.
For journeys orientating from a third party jetty: the dispatcher of the contractor. For
journeys originating from our own jetty: supervisor in charge.

THE QUARTER MASTER


The quarter master is responsible for his vessel, load and passengers, and driving safely
according to the journey plan. The quarter master shall not depart until he has received and
understood the journey plan, in addition to the manifest and any relevant SHOC card
(when load is hazardous).
Before departing from the base, the Quarter master shall get proper briefing on the journey
he is undertaking from his supervisor, (dispatcher or beach master), properly fill the
journey Management Form, get it duly approved and submit a copy of the signed Journey
Management Form to the Journey Manager. On arrival at or departure from the destination,
the Quarter master shall contact the Manager immediately on phone or radio. The
Quartermaster shall also contact the journey Manager, if and when there is any problem or
difficulties enroute, and when he returns to Base.

THE PASSENGERS
Passengers shall not divert the Quartermaster to change from the journey plan and
instructions except for safety reasons. Passengers must abide strictly to departure times,
ensure Quartermaster adheres to the journey plan and operates in a safe manner. Passengers
shall ensure no unauthorized passengers aboard the vehicles, and must have certified
swimming passport.

SECURITY AT THE GATE OF THE BASE


The duties of the gate personnel shall include the following;
- Collect the journey Management form before allowing any Quartermaster out of the base.
- Log the relevant information on journey management form before allowing driver out of
the base.
- Handover the journey management form to the journey manager to file and follow-up.

BEFORE DEPARTURE ON A JOURNEY

(A) Crew leaders or driver must report to journey manager of field services management to
Collect and complete a detailed journey management form.
(B) On the journey management form, the following must be provided;
• Purpose of journey
• Date of journey
• Vehicle information; type, registration number, etc.
• Exact route to be taken

• Estimated distance from base to destination


• Estimated travel time
• Estimated time of arrival and when arrival times will be communicated back to the base on
radio or telephone
• How or where arrival time will be reported
• Names of crew members or passengers taking part in the journeys
• Cargo information and its hazards (if any)

(C) Check vehicle for any defect and ensure all necessary materials and documents are
available for the journey.
(D) Ensure correct and safe loading of equipment and material
(E) Journey manager or authorizing person to check the information journey management form
and ensure that the form has been properly filled.
(F) Have journey Management form duly authorized by field services manager or general
manager or operations manager.
(G) Submit copy of signed journey management form to the security before departing base (the
security will not allow anyone to leave base on a journey without submitting a journey
management form).
(H) The security will log relevant information for reference on a white board detailing essential
information and journey management to the journey manager.
(I) Journey manager will file form and monitor the time the expected call and in the event that
is goes beyond this time will by reference to the journey management produce guide
instigate first stage initial emergency response by contacting the field service manager or
general manager.

ONE RETURNING TO BASE FROM A JOURNEY


(J) River or crew leader to have a debrief with the field services manager and note any hazard
found enroute on journey management form.

(K) Any hazard found enroute should be noted on the white board at the security room or
reception.

PRE-JOURNEY MANAGEMENT
All marine journeys involving Client’s personnel and equipment shall be subjected to
marine journey management. No night journey (1800hours) shall be undertaken without
the general manager’s approval in writing before embarking on any marine;
(A) The journey manager or field services manager or operations shall have a written
plan, have it approved and give the quarter master a copy while the original copy shall
remain with the journey manager.
(B) The following information MUST be provided on the journey management
form;
Purpose of journey
Destination
Date/time of journey
Vessel information; type, name etc.
Exact route to be taken
Estimated distance (nautical mile) from take-off jetty to destination
Estimated travel time
Estimate time of arrival
When arrival time will be communicated back to base on radio or telephone
How and where arrival time will be reported
Names of crew members or passengers on board
Cargo information and its hazards (if any)
How hazards can be prevented.

(C) Check vessel for any defect and ensure all necessary materials and document are
available for the journey
(D) Ensure correct and safe handling of equipment and materials
(E) Field services manager or authorizing person to check information on the journey
management form and ensure it has been properly filled.
(F) Have journey management form duly authorized and signed by field services manager
or supervisor.
(G) Submit a copy of signed journey management form to field services managed or
supervisor before departing take –off jetty

POST JOURNEY MANAGEMENT


Upon arrival from a journey, the boat quarter master must ensure that post journey
information is properly filled in the marine journey management form and the journey
monitoring officer properly briefed of any hazards encountered or observed during the
journey.
The following MUST also be reported;
*Date and time of arrival from journey
*Actual distance of the journey
*How successful journey was
*Hazards encountered enroute
*Boat defects (if any)
*How ready is boat/vessel for next operation?

JOURNEY MANAGEMENT SYSTEM VIOLATIONS


The following acts of commissions by users are deemed violations. Violations which
include deviations from a journey plan will be monitored defaulters will face the
appropriate Line Review Panels or Accidents Review Panel for disciplinary actions
*Sailing vessel without authority or competence
*sailing vessel without the Quartermaster’s prescription glasses.
*Sailing under influence of alcohol

*Sailing a vessel during curfew hours without prior authorization. (The ban of light
sailing forbids sailing between the hours of 1800 to 0600 hours without senior
management approval.
*Failure to adhere to ETA/ETD.
*Unauthorized deviation from an approved route to a destination
*Non-reporting or concealment of an accident or incident.
*Any false entry in the Journey management Form *Breach of statutory
regulations.
*Failure to inspect boat before use to ensure sea worthiness.
*Carry an unauthorized passenger.

WORKING IN SWAMPY AND SWAMP BORNE AREAS


1. While working in a swamp installation, make sure you report to site supervisor/Engineer
for instructions and safety briefings.

2. Read and become familiar with all safety rules/regulations and emergency procedures in
effect at the swamp borne/swamp areas/installation.

3. It is mandatory/compulsory that all workers working in swamp borne installations


participate in all safety drills such as:
a) Man –overboard drill
b) Boat abandonment drill
c) Fire drill
d) Medevac drill other emergency drills

4. Workers are not to work alone on swamp borne operations. They should keep close
watch for their safety and safety of their colleagues. In other words, they should be their
“brother’s keeper” in order to minimize drowning incidents.

5. All Land traffic protective wears such as life jacket/ work vest, must be worn by
personnel working on the swamp borne installation at any time there is the risk of failing
into Land.

6. Always obtain permit before commencing your work in swampy and Land borne
Installation

TRANSPORTATION IN SWAMP BORNE AND SWAMPY AREAS


1. It is forbidden to smoke during transportation period because of the danger of outbreak
of fire
2. Anyone seeing a worker failing over-board should sound an alarm and throw the nearest
life buoy in his direction and place himself in a position so that he cannot lose sight of the
man. The alarm should be man-overboard.
3. ABANDON PROCEDURE: When Continuous alarm (e.g. bell) is sounded for abandon
position and all staff should prepare for abandoning the site and the order to prepare for
evacuations has given, one on board must abide by the safety procedures as follows:
a) Abandon position and prepare to muster point for all roll can and evacuation. b) Put on
warm clothing.
c) Put on life jacket or work vest
d) Loosen your ties, laces, belts and shoes
e) Follow the laid down procedure to evacuate when instructed to do so. Leave the boat
without luggage

4. When jumping into offshore for safety and survival purposes, please abide by all safety
precautions/procedures as listed hereunder:
a) Put on your life jackets or work vests and tie it firmly before jumping into Land.
b) Look properly on the safest area to jump to avoid falling on dangerous objects,
obstructions, or other dangerous materials.
c) Place a hand over the mouth and nose. Firmly grasp the life jacket over either should
with the other hand
d) Jump with feet first, keeping your erect and legs together.
e) Keep your elbows downwards tightly against the chest take a deep breath before
f) Upon surfacing, make every effort to stay together with others and assist of the survival
of your colleagues if necessary.

SWAMP BORNE OPERATION EMERGENCY HOUSEBOAT SINKING


- Do not panic, keep calm and remember all safety precautions that you know
- Put on your life jacket and remove your safety shoes.
- Connect Land pump and pump Land out.
- Augment with buckets and human chain
- Try as much as possible to save valuable items.
- Endeavour to stop leak using any material like foam sheet etc.
- Abandon house immediately danger to life is imminent and use prescribed routes.
- Assemble at muster point for head count.

HOUSEBOAT DRIFTING
- Do not panic.
- Notify emergency command personnel immediately.
- Put on life jacket or work vest and remove shoes.
- Sound alarm “HOUSEBOAT DRIFTING”.
- Arouse/wake all sleepers.
- Ware red flag or flash a light at any passing aircraft.
- Open all emergency exists.

NOTE: ability to swim to survival level is one of the prerequisites for employment of all
workforce in Land borne operations.
Night sailing is prohibited. Ensure that No journey/voyage is undertaken in the night.
ACTION: supervisors/project Engineers.

DISCIPLINE: Every staff must be made to realize that disregard for safety rules and
regulations can harm oneself or colleagues. All stipulated company’s safety rules and
regulations must be strictly adhered to /religiously carried out.

5.2 Movement of Personnel

All personnel will be conveyed in convenient vehicles such as case and buses.
The travel/ movement distance could be long or short. It is expected that all personnel be given
every travel comfort either within base office or outstation.

Cars will be provided for CDPNL executives, self- driven or chauffeur- driven. Clients’
representatives will also be provided cars for use, based on contract agreements.

Where there are many personnel, who are to be conveyed simultaneously, buses will be provided
for the journey.

The movements of personnel to distances within base office area or outstation will be effectively
managed when all CDPNL’s traffic rules and conditions are adhered to.

6.0 EMERGENCY SITUATIONS

Situations may arise, which will require urgent assistance/ response. These situations include road traffic
accidents/ incidents, armed attack of CDPNL/ CNL vehicles/ personnel, local authorities like the Police,
FRSC, and RSRTMA’s disturbances.

6.1 Road Traffic Incidents


Road traffic incidents will be subjected to investigations to judge preventability and
accountability, and decide if disciplinary follow-up is needed, and also identify
lessons for other drivers.

6.2 Armed Attack


Attackers could come in form of highway robbers or community hooligans during vehicular transit.
During armed attacks, vehicle drivers are expected to remain calm and accede to whatever
demands their assailants will make to avoid being harmed or even killed, and report thereafter to
vase or the nearest CDPNL worksite. They are not expected to argue or engage in a fight with any
armed attacker.

6.3 Local Authorities’ Disturbances


Local authorities like the Police, Customs service or traffic agents like the FRSC, RSRTMA etc
could pose a problem in the smooth running of operations by arresting a CDPNL/ Client vehicle
driver or seizing a vehicle for one reason or the other. During such situations, the vehicle driver
will be expected to contact the base office or worksite as quickly as possible, so as to resolve such
issues or problems.
