RE: Updated Citizens Charter Effective Second Semester 2023

Pursuant to Republic Act 9485 also known as the “Anti-Red Tape Act of 2007” and
Republic Act 11032 otherwise known as the “Ease of Doing Business and Efficient
Government Service Delivery Act of 2018,” the Municipal Planning and Development
Office (MPDO) has established its service standards known as “Citizen’s Charter/Service
Charter.” Initially published last 2017, the MPDO Citizens Charter underwent review
and revisions this 2023 as required under Section 4, Rule IV of the latter’s Implementing
Rules and Regulations.

The attached shows the improvements resulting from process reviews of frontline
service delivery at the MPDO. A copy of the updated MPDO Citizen’s Charter is being
distributed to all concerned offices as this will be implemented and effective beginning
Second Semester of Fiscal Year (FY) 2023.
