MUNICIPAL ORDINANCE NO. 09

WHEREAS, Republic Act 9485, otherwise known as the ‘’Anti-Red Tape


Act of 2007’’ and RA 110032 otherwise known as “Ease of Doing
Business and Efficient Government Service Delivery Act which require all
Government agencies including LGUs to set up their own service
standards known as the Citizens Charter;

WHEREAS, there is a need to establish and adopt continuous and


progressive system of frontline services of the local government which
will generate customer satisfaction;

WHEREAS, it is the declared policy of the Municipal Government of


Panamao, Sulu to be pro-active in the delivery of services to the
inhabitants and constituents;

NOW, THEREFORE, on motion of Hon. Abraham S. Sarab, be it:

RESOLVED, as it hereby resolved, to enact the following ordinance:

‘’AN ORDINANCE PRESCRIBING FOR SYSTEMS AND


PROCEDURES,SERVICE STANDARDS AND COMMITMENTS IN THE
DELIVERY OF MUNICIPAL GOVERNMENT FRONTLINE SERVICES TO
THE PUBLIC THROUGH THE ADOPTION OF THE CITIZENS
CHARTER OF THE MUNICIPALITY OF PANAMAO, SULU’’

Be it enacted by the 8TH Sangguniang Bayan of Panamao, Sulu:

SECTION 1.
ADOPTION OF CITIZEN’S CHARTER.
The Municipal Government of Panamao , Sulu hereby adopts a Citizen’s
Charter that will institutionalize the quality of delivery of public services
of the local government unit.

SECTION 2.

DIFINITION
Citizen Charter- is na official document, a service standard, or a pledge
that communicates, in simple terms, information on the service provided
by the Municipal Government to its citizens through its existing offices ,
units, section. It Describes the steps step-by-step procedures for availing
a particular service, and its guaranteed performance level that the public
may expect from the service.

SECTION 3.

COMPONENTS OF CITIZENS CHARTER

The Citizen Charter contains the following:


1. Mission and Vision;
2. Frontline service and offered and recipients of such services;
3. Step-by-step procedures to obtain a particular service;
4. Officer/employee responsible for each step;
5. The amount of fees, if necessary;
6. Procedure of filing complaints; and
7. Feedback mechanisms.

a. The MUNICIPAL GOVERNMENT FRONTLINE SERVICES which are


divided into two (2) major frontline services categories, the
economic related services contains list of service rendered in the
area of business and investment, infrastructure, agriculture and
fisheries, transport, livelihood and other related services. Social
and related services on the other hand, contain a list of services
along the areas of administration, planning, civil registration,
social welfare and other related services.
b. SERVICE STANDARD AND PERFORMANCE PLEDGES provides
information about the service, the requirement involved , fee, or
charges in pursuance to the provisions of the Anti-Red Tape Act
OF 2007. The performance pledges expresses the commitment of
the service provider.
c. COMPLAINT AND REDRESS MECHANISM shall be provided, but
not limited to, the establishment of information or service desk,
putting-up or suggestion boxes in officers and making accessible
customers feedback forms.

SECTION 4.
BUDGETARY REQUIRMENTS.
The Local Government shall provide in its Annual Budget and
Appropriation, Ordinance sufficient funds necessary to implement,
sustain and update the Citizen’s Charter of the Municipal Government of
Panamao, Sulu.

SECTION 5.
SEPARABILITY CLAUSE

If for any reason, any section or provision of this Ordinance shall be


held to be unconstitutional or invalid by competent authority, such

judgment or action shall not affect or impair the other sections or
provisions thereof.

SECTION 6.
Repealing Clause.

All ordinances, rules and regulations, or part thereof, in conflict


with, or inconsistent with any provisions of this Ordinance are hereby
repealed or modified accordingly.

SECTION 7.
Effectivity.
This Ordinance shall take effect after fifteen (15) days following its
publication in three (3) conspicuous places within the municipality.

ENACTED by the 8th Sangguniang Bayan ng Panamao, on its


third and final reading during 26th Regular Session held on January
14, 2021
