Operations & Maintenance of Computer network for Two Tolling locations.

National Highways Authority of India intends to start computerized toll collection at following
locations. Tenders are invited for supply, installation and maintenance of computer
hardware/network in two sealed covers (a) Technical bid and (b) Financial bid.

1. Samakhiali Toll Pla za at km 309 on NH-8A in the state of Gujarat Rs. 100/- Rs. 10,000/-
2. Ahmedabad-Vadodara Expressway Phase-I on NE-1 near Rs. 100/- Rs. 10,000/-
Ahmedabad at km 2.8 in the state of Gujarat

1. Scope of work inter alia includes (a) supply, installation, cabling and conduit for Local
Area Network at toll plaza(s) (if not already installed), (b) supply on monthly rental
basis computers, dot matrix printer, UPS, CVT & HUB etc. (if not provided by NHAI)
(c) AMC of hardware and (d) supply of skilled manpower for server and local area
network administration on the site. The work will be for a period of one year which can
be extended further.

2. Firms who are eligible to bid shall meet all the following criteria.

a. Average annual turnover of Rs. 50 lakh in last two financial years i.e. 2000-01 &
2001-02.
b. Firm should have experience of similar nature i.e
(i) operation and maintenance of computerized toll booths and generation of
required reports and/or
(ii) maintenance of computer hardware, renting of computers and supply of skilled
manpower for desktop, server and local area network administration for round
the clock computing environment at remote locations.

Bidder should furnish self attested copy of at least one contract agreement/work order
(including the detailed statement of work) and certificate from the client that contracts
listed at (b) above were successfully completed by the bidder. The minimum value of
such work should be Rs. 5 lakh and it must have been executed during the last three
financial years i.e. 2000-01, 2001-02, 2002-03.

3. Bidders can quote for either of the works or can quote for both the works by applying
separately for each tolling location along with separate application fee and EMD. The
pre-qualification conditions would remain the same for either of the work(s). Bid
submitted without EMD and/or application fee will summarily be rejected.

4. Details of work are given in the bid document, which may be purchased during working
hours from the address given below on payment of application fee of Rs. 100/- (non-
refundable) in the form of Demand Draft drawn in favour of National Highways
Authority of India and payable at New Delhi. Alternatively, bid documents can also be
downloaded from NHAI’s website filled-up and submitted along with application fee in
the prescribed manner. If the bid document is desired by post, additional amount of Rs.
50/- be sent towards postal charges. However, NHAI will not be responsible for any
postal delay in receiving the document.

5. Duly filled tender documents along with Earnest Money Deposit of Rs. 10,000/- in the
form of Demand Draft drawn in the manner prescribed above should reach following
address on or before 13.6.2003 at 3.00 p.m. Technical bids will be opened the same day
at 3.30 p.m. Financial bids of short listed firms will be opened on a later date after
informing them.

6. NHAI will not be responsible for any delay in receiving the bid document and reserves
the right to accept or reject any or all the bids without assigning any reason whatsoever.
NHAI also reserves the right to award the work to a single firm or divide the same
among two or more firms.
