The Constitution and Bye-Laws of the BUCCANEERS CONFRATERNITY

(To be cited as The Compass 2010 Version 2019)


➢ Cognizant of our origins at the University of Ibadan. Nigeria in 1972 operating as a symbolic sailing
ship on a voyage in search of treasures of pure Organization in accordance with the following
principles of ODAS IS ODAS, NO FRIEND NO FOE, NO BORAS IN THE WOODS, BLOOD FOR BLOOD.
➢ Focused on our desire to mould fine gentlemen in the service of self and society at large through
regimented discipline.
➢ Resolute in our belief in social justice and human rights advocacy for all without boundaries or
barriers.
➢ Committed to improving our immediate environment, fighting societal ills and stamping out
corruption and oppression while promoting equal opportunity for all
➢ Recognizing the effective use of our diverse talent pool for the service of a more vibrant and just
society.
➢ Remembering our foregone terrors and our tenacity and resolve to excel in their memory.
We the members of the Buccaneers Confraternity aka BAN in order to promote our aims and
objectives, promote the general welfare of our members, enshrine fairness and justice in our system,
enshrine accountability, establish a smooth and effective system of administration, do establish this
Constitution, to be referred to as the BAN Compass, for Brothers Across Nigeria.

CHAPTER ONE

Name: The organization shall be known as BUCCANEERS CONFRRATERNITY aka


Brothers Across Nigeria and this Compass cancels, supersedes or abrogates any
previous Compass or constitution

Motto: BROTHER DELIVER BROTHER

ABBREVIATIONS
In this Compass any abbreviation is taken as meaning the full phrase to which it refers and in
particular, Headgear includes a Yellow Beret specifically approved by the Grand Eye.

AIMS AND OBJECTIVES:


a. To promote the bond of solidarity and Organization among its members across the board and to
achieve the items listed in the preamble aforementioned.
b. To promote the economic and intellectual welfare of its members through referral, job placements
and mutual support
c. To instil leadership qualities and excellent civic and social responsibilities among its members
d. To promote lifelong commitment to teamwork and community service
e. To mentor youths and tertiary-institution age adults and guide them to achieve their fullest potential
f. To champion philanthropy, social justice causes and human rights for all without boundaries or
barriers
g. To condemn corruption in private and public, service and promote transparency in governance and
all realms of responsibility
h. To foster quality relationship across the boundaries of race, ethnicity, class, religion and all other
limiting factors that deter a progressive society
i. To interact with any other bodies or organizations with similar objectives or interests
j. To ensure that members relate to each other in such a way as to achieve the ultimate fairness

CHAPTER TWO

SUPREMACY CLAUSE:

a. This Compass is supreme and its provisions shall be binding on ALL members of Brothers Across
Nigeria.

b. If any decision, pronouncement or resolution is inconsistent with the provisions of this compass, this
compass shall prevail and such decision, pronouncement or resolution shall, to the extent of the
inconsistency, be void.

c.

For avoidance of doubt, only a subsequent Grand Eye can declare an act, decision,
pronouncement or resolution of the Grand Eye null and void if and only if it offends this Chapter
of this Compass.
However, this clause is without prejudice to any provision dealing with the removal of a Grand Eye.

CHAPTER THREE

1. ORGANIZATIONAL STRUCTURE:

The Organization shall have a four-tier structure for governance and operation. These
are the Deck, the Frigate, the Galleon and the Headquarters.

a. DECK:
The Deck is the Organization structure that caters for the sealords that are enrolled and sailing in
tertiary institutions. The maximum strength of a deck is 25. The leadership of a deck shall comprise
of 6 sealords to be known and called Deck Masters, as follows:
• Big Eye…. Deck Coordinator
• Steerer…2nd in command to the Big Eye. He deputizes for the Big Eye in his absence and performs
other functions as lawfully delegated to him by the Big Eye.

• Hauler… Disciplinarian and Drill Master 3ic to BE
• Killer and Maker of Souls (KMS)… Publicity Secretary 4ic to BE. He is responsible for the preparation
of everything necessary for sallys such as Regs, Brew, Flesh and general refreshments at sallys.
• Fast Fingas… Financial Secretary 5ic to BE. . He is responsible for the financial affairs of the Deck e.g.
collection of fingas, keeping of financial records and any other task that the Big Eye may assign to
him. • Silly Jean… Song Master 6ic to BE

The rest of the sealords constitute the Deckhands. They must respect and obey the Deck masters on
their Deck and on any other Deck in the lawful discharge of their functions.
They must at all times respect and defer to every Sealord who is a salted Sealord.

i. This group of sealords needs continuous guidance and orientation on the tenets and philosophy of
the Organization.
ii. ii. Any member of any Deck who spends more than 1 saga over the number of sagas required to
complete his course of study, except for extenuating circumstances such as ill-health, bereavement,
lack of funds or any other reason but not failure to follow his studies, shall be reported by the BE in
that Deck to the Frigate Captain, who shall immediately place that Sealord on a Single Black Spot and
inform the Galleon Master who shall immediately place him on a Double Black Spot, which cannot be
bleached until he actually graduates from an Institution with a Degree, HND or the equivalent. The
facts shall immediately be reported by the GM to the Grand Eye. Failure by any officer to comply
with this section amounts to grave gross misconduct, which attracts an immediate Yellow Spot. iii.
The Big Eye and the Fast Fingas shall be responsible for the financial accounts of a deck. They must
render a full statement of the deck’s financial account at the end of every Quarter of each year. iv.
No person shall be recognized as a Sealord unless he has been duly initiated into the Organization at
an authorized and recognized initiation ceremony and he is an active member of a recognized Deck,
Frigate or Galleon within the organization.
v. The only recognized initiation into the Organization is that conducted at the National Convaj or as
directed in writing by the Grand Eye. vi. No student shall be initiated into the Organization if he has no
more than one academic year of his study left in any tertiary institution. vii. No Student shall be
initiated into this Organization unless he is an undergraduate in a University or a college of Education or
a recognized Polytechnic where he is pursuing at least a Bachelor’s Degree or he is in the first year of a
Higher Diploma (such as HND) or he is a student in any other Institution where he is undertaking a
course leading to at least a Bachelor’s Degree or its equivalence. viii. No person, not being a student,
shall be initiated into this Organization unless he has already obtained a terminal qualification obtained
from an institution of learning as stated in vii above.

B. Eligibility for the office of Big Eye in the Organization.

(i) A candidate for this position must have spent a minimum of 2 sagas on deck with no academic
problems. He must be of good character and learning with no previous record of a punishment
within the organization. He must be well respected within and outside the Organization. Unless
there is no qualified person satisfying the requirements, no person shall be selected as a Big Eye if he
will not be in the final year of his course of study during the saga when he will be a Big Eye. The

Frigate Captain of the area, and the anchoring Big Eye shall conduct the selection of a new BE. The
anchoring Big Eye shall recommend 3 deckhands to the FC, who shall appoint one of them as Big Eye.
(ii) All other deck-masters shall also be appointed by the Frigate Captain on the recommendation of the
Big Eye.
(iii) A Big Eye may be de-cloaked by the Frigate Captain overseeing his deck where there is sufficient
evidence that the proper efficient administration of the deck requires it or such a Big Eye has been
involved in acts unbecoming of the position he so holds or he behaves in a manner which is
incompatible with the status of a Buccaneer. Such acts maybe defined within the context of what
amounts to indiscipline or any kind of misconduct in the Organization. The Frigate Captain must
immediately set up a committee of 3 Lords to conduct the process.
(iv) In all matters affecting the deck, the Big Eye must first report to the Frigate Captain who shall advise
the Big Eye before any such matter is taken before the Galleon Master or to the Headquarters, if
necessary.
(v) Every Big Eye must keep a list of all Sealords on his deck at all times. In any event, every Big Eye must
submit a list of all members of his deck to the Frigate Captain within 14 days of the beginning of
every Saga and again not later than 14 days before the end of each Saga. Every Frigate Captain shall
ensure that this section is complied with. Failure to adhere to this clause amounts to gross
misconduct, which must be punished with an immediate Double Black Spot on the offender whether
he be the Big Eye or the Frigate Captain who has not ensured that the clause is complied with or who
has not punished the erring Big Eye.
(vi) Where the position of a Big Eye becomes vacant for any reason, the Frigate Captain in control of that
deck shall immediately take steps to select another Big Eye to conclude
the tenure of the last Big Eye. Where the Frigate Captain determines that it is not practicable to
comply with this clause, a co-ordinator may be appointed by the Frigate Captain for not more than
two months. A coordinator for the time being shall have all the powers of a Big Eye.

C. Frigate:
i. The Frigate is the Organization structure that caters for the sealords who are alumni of tertiary
institutions. The membership include those who were sealords on deck and others who may be
directly initiated after they had graduated from a tertiary institution but were never members of
any other fraternity in a tertiary institution. The territorial area of a Frigate is the town or city
including a cluster of small towns or the area within any designated geographical areas of the
above as the Grand Eye may determine. The minimum number of sealords that would constitute a
Frigate is fifteen (15).

ii. The leadership of a Frigate comprises salted sealords, collectively called the Pieces of Four. They
are:
• Frigate Captain…….Coordinator
• Frigate Scribe…..Secretary 2ic to FC. He is responsible for maintaining the Frigate Secretariat,
organizing meetings, keeping records of meetings, liaison with members, announcement of the FC’s
decisions to members and other tasks as the FC shall deem fit.

• Frigate Crier……Publicity Secretary 3ic to FC. He is responsible for the Frigate’s image, liaison with the
Galleon and other BC organs or bodies and external bodies within the Galleon as the GM may from
time to time assign to him through the Galleon Mascot. He is responsible for the preparation of
everything necessary for sallys such as Regs, Brew, Flesh and general refreshments at sallys.
• Frigate Purse….. Treasurer 4ic to FC. He is responsible for the financial affairs of the Frigate e.g.
collection of fingas, keeping of financial records and any other task that the GM may assign to him.

iv. A candidate for the position of Frigate Captain must have spent a minimum of 2 sagas as a Frigate
salted Sealord in any Frigate recognized in BAN. He must possess a terminal degree from a tertiary
institution equivalent to a Bachelor’s degree. In the case of OND holders, the Sealord should have
been a Frigate Salted for a minimum of 6 sagas.
Selection is by election by all qualified Frigate Members who are willing and who attend to vote.
Where there is a tie, the outgoing Frigate Captain shall have a casting vote. A candidate for FC must
have verifiable source of income and means of livelihood
v. A Frigate Captain may be de-cloaked by the Galleon Master where there is sufficient evidence that
the proper efficient administration of the Frigate requires it or Two-thirds of the Sealords entitled to
vote in a Frigate election demand his removal on grounds of disobedience to constituted authority,
corruption, inefficiency or misadministration or such a Frigate Captain has been involved in acts
unbecoming of the position he so holds. Such acts maybe defined within the context of what
amounts to indiscipline or any kind of misconduct in the Organization. Upon receipt of the petition.
vi. A Frigate Captain shall have the power to appoint and de-cloak any of his Pieces. vii. On any matter
affecting the Frigate and its Decks the Frigate Captain must report to the Galleon Master and obey
his Odas. The Galleon Master must report to the Grand Eye and obey his Odas on matters that affect
the Frigates and Decks in his domain.
v. Every Frigate Captain must keep a list of all Sealords in his Frigate and decks under his Frigate at all times.

Vi. Every Frigate Captain must take control of and regulate the activities of all Decks and members in
institutions of Higher Education within his Frigate. Failure to adhere to this provision amounts to
Gross Misconduct.

Vii. Where the position of a Frigate Captain becomes vacant for any reason other than efflux ion of
time; the Galleon Master in control of that Frigate shall promptly inform the GE and immediately
take steps to elect another Frigate Captain to conclude the tenure of the last Frigate Captain. Where
the Galleon Master determines that it is not practicable to comply with this clause, a co-ordinator
may be appointed by the Galleon Master for not more than two months. A coordinator for the time
being shall have all the powers of a Frigate Captain.

D. Galleon:
i. The Galleon is the collection of Frigates usually within a state or region or some other administrative
division that comprises several cities and towns in a wider geographical area provided that unless
there are more than one Galleon within the state or Town or region or some other administrative
division no two Frigates in the same Town or state or region or

other administrative division that comprises several cities and towns in a wider geographical area
shall belong to different Galleons.
ii. The Galleon oversees the Decks and Frigates within its domain and the leadership of the Galleon
comprises salteds, collectively called Pieces of Five. They are:
• Galleon Master…………..Chairman
• Galleon Pen Mate…………………Secretary and 2ic to GM.
He is responsible for maintaining the Galleon Secretariat, organizing meetings, keeping records of
meetings, liaison with members, announcement of the GM’s decisions to members and other tasks
as the GM shall deem fit.
• Galleon Mascot……………………PUBLICITY SECRETARY and 3ic to GM.
He is responsible for the Galleon image, liaison with Frigates in the Galleon and other BC organs or
bodies and external bodies within the Galleon and any other task as the GM may from time to time
assign to him. He is responsible for the preparation of everything necessary for sallys such as Regs,
Brew, Flesh and general refreshments at sallys.
• Galleon Purse…TREASURER and 4ic to GM.
He is responsible for the financial affairs of the Galleon e.g. collection of fingas, keeping of financial
records and any other task that the GM may assign to him.

iii. Galleon Master: A candidate for this position must have spent a minimum of five sagas as a Frigate
salted sealord. He must possess a terminal degree from a tertiary institution equivalent to a
Bachelor’s Degree. In case of OND holders the Sealord should have been a frigate Salted sealord for
a minimum of 7 sagas. He must not owe the Brotherhood any debt, due, levy or any other financial
obligation as at the date of his election. Selection is by election by all qualified Sealords from every
Frigate in the Galleon who are willing to vote. Where, at the conclusion of counting of votes, there is
a tie, the outgoing Galleon Master shall have a casting vote. A candidate for GM must have verifiable
source of income and means of livelihood
viii. A Galleon Master may be de-cloaked by the Grand Eye where there is sufficient evidence that
the proper and efficient administration of the Galleon requires it or Two thirds of the Sealords
entitled to vote in a Galleon election demand his removal on grounds of disobedience to constituted
authority, corruption, inefficiency or misadministration or such a Galleon Master has been involved
in acts unbecoming of the position he so holds such a Galleon Master has been involved in act(s)
which is (are) incompatible with the status of a Buccaneer. Such acts maybe defined within the
context of what amounts to indiscipline or any kind of misconduct in the Organization.
iv. On any matters affecting the Galleon, the Galleon Master must report to the Grand Eye and take
instructions from him.
v. Every Galleon Master must keep a list of all Sealords in his Galleon that is to say Frigate and decks
under his Galleon at all times. In any event, every Galleon Master must submit a list of all members
of his Galleon to the Grand Eye within 30 days of the beginning of every Saga and again not later
than 30 days before the end of each Saga.
vi. Where the position of a Galleon Master becomes vacant for any reason, the Grand Eye shall
immediately take steps to elect another Galleon Master to conclude the tenure of the last Galleon
Master. Where the Grand Eye determines that it is not practicable to comply with this clause, a

coordinator may be appointed by the Grand Eye for not more than two month. A co-ordinator for
the time being shall have all the powers of a Galleon Master.

STOP-GAP REPORTING DUTY

1. Where any officer that is to say: The Big Eye or Frigate Captain or Galleon Master has not filed any
mandatory Report the duty immediately falls on any Co-ordinator or any other Sealord selected by
the appropriate officer to manage the affairs of the affected unit. The outstanding Report must then
be filed not later than 30 days of the change in leadership of that unit. Failure to adhere to this
clause amounts to gross misconduct
11. For avoidance of doubt in relation to the reporting duties mentioned in this Compass, a saga
starts from the date an officer was cloaked.

E. Headquarters:

The Headquarters is the Executive Directorate of the Organization and implements the decisions of
the legislative arm of the Organization called the SUPREME BAN COUNCIL (SBC).
It houses the apex leadership of the Organization, which runs the global administrative affairs of the
Organization and ensures that the various structures of the Organization are operating within the
confines of the provisions of the Compass.

The leadership of BAN HQ comprises of salteds collectively known as Pieces of Eight (PO8). The head
of the Pieces of Eight, known as the Grand Eye is also the head of the entire Organization. Without
prejudice to the fact that every member of the Po8 reports to and takes odas from the GE, the
Pieces of Eight are constituted as follows:
• Grand Eye……………… President
• Scroller………………Secretary/2ic to the Grand Eye. He is responsible for maintaining the HQ
Secretariat, organizing meetings, keeping records of meetings. He keeps all the records of
membership, the Scroll and performs any function from time to time assigned to him by the GE.
• Preacher………………….Publicity Secretary/3ic to the Grand Eye. He is responsible for the
Organization’s image, liaison with Frigates and Galleons and other BAN organs or bodies and external
bodies, announcement of the GE’s decisions to members and performs any other task as the GE may
from time to time assign to him.
• Fingas Mate. Book Keeper and Cahier/Accountant of the Brotherhood and Treasurer. He is
responsible for the financial affairs of the Organization for example collection of fingas, keeping of
financial records and any other task that the GE may assign to him.
• Shylock………Internal Auditor. He verifies the authenticity of purchase prices and vets receipts and
vouchers. He is the Organization’s Internal Auditor in every English Language and general
Administrative meaning of ‘Internal Auditor’
• Lascar………………….Welfare Officer. He is responsible for the welfare of Sealords generally. He is the
Chairman of The BAN HQ WELFARE COMMITTEE. He is responsible for the preparation of everything
necessary for sallys such as Regs, Brew, Flesh and general refreshments at sallys.

• 1st Petty Mate. He is the 1 st Chief Provost Marshall of the Organization. He enforces all Odas and
ensures that all procedures or laid down instructions and provisions of this Compass are complied
with; He is the
Hauler/Enforcer; He performs any other duty as directed by the Grand Eye.
• 2nd Petty Mate. He is the 2nd Chief Provost Marshall of the Organization. He and the 1 st Petty Mate
perform the same functions.

2. OTHER KEY STRUCTURES:


BAN shall have the following structures or Organs or Bodies. No additional Structure, Organ or Body
can be validly created without amending this Compass

House of Sealords:
This is a general assembly and is open to all Sealords and can be called by the Grand Eye or by a
decision of the SUPREME BAN COUNCIL to discuss important issues concerning the Brotherhood
which are specified by the Grand Eye or the SBC. It shall be coordinated by the PO8 in conjunction
with the hosting Galleon.

SUPREME BAN COUNCIL (SBC)

a. This is the highest Policy making body of the Organization.


b. The SBC is presided over by the Grand Eye, who shall be the convener.
c. There are no proxy votes or representations except for members who sail in Overseas frigates.
d. The members of this body include:
Grand Eye and his Pieces, Galleon Masters, Frigate Captains, All members of the Order of Scarlett
Buccaneers (OSB), all members of the Order of Rugged Buccaneers (ORB), All Members of Orders of
Rustic Scarlets Buccaneers (ORSB)

a. No decision of the SBC shall be valid unless it was taken at a meeting at which there was in
attendance not less than 20 members of that Body.
b. Except it is otherwise provided in this Compass, decisions at the meetings of the Body shall be
decided by a simple majority of those attending and voting.
c. There shall be at least three meetings of the SBC in any one saga.

BANADR At each level of the organization from the Frigate to the HQ, there shall be an
ALTERNATIVE DISPUTE RESOLUTION BODY known as BANADR whose function shall be the
resolution of personal or private disputes between SeaLords arising from their social,
economic, political or other activities other than disputes relating to the actions or inaction of
a Lord in his position as a Frigate Captain, Galleon Master or Grand Eye.

a. The composition at the Frigate level shall be 5 members made up of Scarlets chosen by a simple
majority of the FC and the Scarlets in that Frigate for a tenure of 4 years. If there are not up to 5
available Scarlets in that Frigate, then the number shall be made up by the oldest Lords in the order
of their date of lawful initiation. Any aggrieved Lord can send a written petition to the Body. Upon
receipt of such petition, the Body shall summon all the parties to the dispute and seek to settle
them. If there is no agreement by the parties, then the Body shall adjudicate and make their findings
available to all the parties and the Frigate Captain. Unless there is an appeal, all parties to the
dispute must abide by the decision of the Body. It is gross misconduct to fail or refuse to abide by the
decision when there is no appeal against it or to refuse to participate in any proceedings commenced
by the
Body. Any Appeal will go to the BANADR in the Galleon. The quorum is

b. The members at the Galleon level shall be 7 members made up of Scarlets chosen by a simple
majority of the GM and the Scarlets in that Galleon for a tenure of 4 years. If there are not up to 7
available Scarlets in that Galleon, then the number shall be made up by the oldest Lords in the
order of their date of lawful initiation. Any aggrieved Lord can send a written petition to the Body.
Upon receipt of such petition, the Body shall summon all the parties to the dispute and seek to
settle them. If there is no agreement by the parties, then the Body shall adjudicate and make their
findings available to all the parties and the Galleon Master. Unless there is an appeal, all parties to
the dispute must abide by the decision of the Body. It is gross misconduct to fail or refuse to abide
by the decision when there is no appeal against it or to refuse to participate in any proceedings
commenced by the Body. Any Appeal will go to the Lorenzo Committee whose decision shall be
final and any Lord who fails or refuses to participate in its proceedings or abide by its decision or
impedes its implementation commits a gross misconduct and shall be summarily given a Yellow
Spot by the Grand Eye. The quorum is five

THE OSB COUNCIL

1. This is a Body consisting of Scarlet sealords only. Its functions are primarily to advise and assist the
GE and to protect the core values of the Organization in addition to any other function specifically
assigned to it by this Compass or by the Grand Eye.

2. The Council shall regulate its own activities, procedures and call its own meetings.

3. The Council shall elect a Chairman, a Secretary and a Financial Secretary for a term of 2 sagas for the
day to day running of its affairs.

4. There shall be a Committee known as the Lorenzo Committee consisting of all SeaLords initiated
between 1972 and 1976 inclusive together with all members of the Order of Long John Silver and the
Grand Eye. This Committee is exclusively charged with the responsibilities of initiating a new Grand
Eye whenever this is lawfully required, serving as the final arbiter in any dispute or disputes other
than official BAN issues between SeaLords in which case its decision is final and any Lord who refuses

to take part in proceedings before it or who refuses to accept and or if required to do so, take part in
the implementation of its decision commits a gross misconduct in respect of which a summary
Yellow Spot pronounced by the Grand Eye SHALL apply and there shall be no right of appeal against
such a Yellow Spot. A decision made by a simple majority of members attending is the only valid
decision provided that a minimum of 5 (five) members attend to make such decision.

OTHERS

1. A. There shall be a standing Committee known as BAN Property Development Committee


(BANDEVCOM). It shall consist of 5 members one of whom shall be from the PO8 who shall be the
Chairman. The other members should consist of not more than one Scarlet Buccaneer. They must be
Sealords who are professionals or who have proven experience in property development or
acquisition professionals with impeccable characters and who have proven dedication to the cause
of the Organization as members. The Committee members shall be appointed by the Grand Eye and
ratified by SBC. Except for the HQ whose service shall be terminated at the pleasure of or at the end
of the tenure of the appointing Grand Eye (whichever is sooner), all other members of
the Committee can only be replaced by the SBC upon good reasons being adduced by any Sealord.
The
tenure of the Committee shall be 5 sagas, the quorum shall be 3 and its decisions shall be carried by
simple majority votes of its members

b. The responsibility of this Committee shall be to receive from the HQ and manage in a designated
"Property Development Account" the Development levy paid by each Sealord, conceive of property
development plans, present the plans to the SBC for approval, oversee the development of the
Organization's properties, publish projects for quotations, present development project budgets to
the SBC and supervise any approved development.

c. The Committee shall report its activities and accounts to the SBC at each physical or extra-ordinary
SBC mit.

2. a. There shall be a standing Committee known as BAN HQ Welfare Committee ("HQ Welfare
Committee"). It shall consist of 5 members one of whom shall be the Lascar who shall be the Chairman.
The other members should consist of not more than one Scarlet Buccaneer. They must be Sealords who
are organized, meticulous or who have proven experience in Human Resources management and
Capacity Development, Sealords with impeccable characters and who have proven dedication to the
cause of the Organization as members. The Committee members shall be appointed by the Grand Eye
and ratified by SBC. Except for the Lascar whose service shall be terminated at the pleasure of or at the
end of the tenure of the appointing
Grand Eye (whichever is sooner), all other members of the Committee can only be replaced by the
SBC upon good reasons being adduced by any Sealord. The tenure of the Committee shall be 5 sagas,
the quorum shall be 3 and its decisions shall be carried by simple majority votes of its members

b. The responsibility of this Committee shall be to receive the mandatory 20% welfare money from the
HQ, promulgate the mandatory HQ part of the Welfare Policy to be approved by the Grand Eye and
ratified by the SBC, implement the policy and drive for fundraising in any category as enshrined in
the Welfare
Policy when required or as agreed with or directed by the Grand Eye, monitor and regulate the
Frigates' and Galleons' compliance with their individual Welfare Policies.

c. The Committee shall report its activities and accounts to the SBC at each physical or extra-ordinary
SBC mit.

3. A. There shall be a standing Committee known as BAN Political Action and Empowerment
Committee (BANPAC). It shall consist of 5 members one of whom shall be from the HQ Pieces who
shall be the Chairman. The other members shall consist of not more than one Scarlet Buccaneer.
They must be Sealords who are organized, meticulous or who have proven experience in Human
Resources management and Capacity Development, Sealords with impeccable characters and who
have proven dedication to the cause of the Organization as members. The Committee members shall
be appointed by the Grand Eye and ratified by SBC. Except for the HQ whose service shall be
terminated at the pleasure of or at the end of the tenure of the appointing Grand Eye (whichever is
sooner), all other members of the Committee can only be replaced by the SBC un good reasons being
adduced by any Sealord. The tenure of the Committee shall be 5 sagas, the quorum shall be 3 and its
decisions shall be carried by simple majority votes of its members

b. The responsibility of this Committee shall be to identify means of getting Sealords into
positions in Politics and Public Service Employment Sector in addition to employments and
opportunities in the Private Sector.

c. The Committee shall report its activities and accounts to the SBC at each physical or extra-
ordinary SBC mit.

CHAPTER FOUR

a. MEMBERSHIP RIGHTS & DUTIES:


Membership of BAN is open to adult males of impeccable character and unparalleled social
conscience that are students or graduates of tertiary institutions. Before admission into the
Organization they must be seen to demonstrate and completely subscribe to the tenets, beliefs and
the Objectives of the Organization and demonstrate loyalty to its cause. They must not have
belonged or belong to any other Campus Confraternity. To belong to BAN a member who if accepted
will generically be known as a Sealord or Buccaneer shall:

1. Subscribe to the ideals of this compass that is to say:


a. Demonstrate his aspiration and desire to become a sea sealord by applying in his own hand in RED
INK (CRY BLOOD, CRY PAPER).

b. Completes the formal requirements laid down by the constituted authority guiding the membership
process.

2. Every sealord shall be entitled to all rights and privileges that may accrue to the
Organization
i. Except where it is otherwise provided in this Compass or directed by a relevant constituted Authority
every sealord shall be entitled to attend all events of the Organization both within his specific deck,
and other outposts of the Organization and be entitled to hold views and opinions that are allowable
subject to the leadership of the constituted authority in charge. ii. Except where it is otherwise
provided in this Compass every sealord shall be entitled to vote and be voted for subject to the rules
guiding the specific election or issues at hand.
ii. It shall be incumbent on every sea sealord to participate and contribute effectively either by
assignment or by inherent duty in any of the activities of the Organization. iii. Every sealord has
equal protection under the provisions of this compass subject to the powers granted to appropriate
officers by this compass.
iv. Every sealord on initiation shall choose a deck name by which he would be known to other sealords.
Any name chosen must rhythmically match our traditional voyage sea call containing all five distinct
syllables.
v. Once initiated by a name, no change of name is valid unless the original name does not comply with
the provisions of this Compass or the name has already been used by another Sealord or, in
exceptional circumstances, the Sealord applies to the GE in writing giving substantial and exceptional
reasons for wanting a change and the GE approves of the change in writing and informs Buccaneers
Worldwide. vi. Upon the initiation of any person as a Buccaneer, he shall be given all the
Paraphernalia of a Sealord; vii. Once validly initiated into the Organization, a person shall become,
synonymously, a Buccaneer, lord or Sealord. ix. The Burden of proof of the validity of a Sealord’s initiation
lies on the Sealord. The Standard of proof is ‘Beyond Reasonable doubt

b. Membership Stratification:

Whilst the Organization frowns at discrimination amongst members based on age of initiation into
the Organization, respect must at all times be given to one’s senior within the Organization. The
Organization shall be stratified into (5) five main orders that is to say:

i. SEALORDS ON DECK. All members of this order shall sail from the Deck in the Higher Institution in
which they are Students.
ii. SALTED SEALORDS: This order is for sealords who have spent a minimum of 2 sagas and have
successfully completed their bachelors’ degree program or its equivalent. In case of OND holders
they require additional 2 sagas post OND to complete their salting requirements. All members of this
order shall sail from the Frigate in the geographical area in which they are habitually resident.
Members who are still students but have no deck in the area where they are resident shall be deck
observers in the Frigate in which they reside. They are not full Frigate members and cannot vote in
the Frigate or Galleon mits. They are not salted and are not entitled to the privileges of a salted.
Unless they complete their studies within 3 years of observing in the Frigate, the Frigate Captain of

that Frigate must place them on a Single Black Spot and report the facts to the GM who shall place
them on a Double Black Spot until they complete their studies.

iii. SCARLET SEALORD:


a. Members of this order shall be called Scarlet Buccaneers with the Title of ‘OSB’.
b. Every Sealord shall treat members of this Order with utmost respect and priority must be given to
them in all matters and benefits. In return, members of this Order must show integrity, perform their
duties to the Organization in full without failure or delay. They are required to ensure discipline and
play the leading role in compliance with all Rules and requirements of the Organization.
c. To attain this level, a sealord must have put in a minimum of 20 uninterrupted sagas as a Sealord and
must be widely known, provided that where he has been initiated twenty years or more but he has
not put in 20 uninterrupted years, he has good and substantial reasons for his absence such reasons
to be adjudged by the Council and he has put in at least 5 uninterrupted years since he resumed
sailing. To demonstrate his commitment since returning to sail, he must have held an official position
as a member of the Pieces or served meritoriously as a Committee member in a Frigate, Galleon or
the HQ; he must not have resigned from any position he held; he must have paid all his dues and any
levy to his Frigate, Galleon and the HQ. Further, he should have influenced or impacted positively the
lives of sea sealords in his Frigate and Galleon, he should be of impeccable character with provable
means of livelihood and he must have paid his OSB initiation dues and any other dues or levy
specified by the Grand Eye, his Frigate Captain, his Galleon Master or the constituted Authority of
the Scarlet Order.
d. He satisfies any other condition stated in writing by the OSB Council and published to the
HQ or to Sea Lords by one of its officers
e. Or the Sealord has served as a Grand Eye in which case membership is automatic.
f. Or the Sealord was initiated between 1972 and December 31 1980 in which case membership is
automatic.
g. Recommendation is by frigates to Galleons to the GE in council who shall propose the sealord to the
OSB Council which will make the final decision to initiate a Sealord into the Order of Scarlets. Such
recommendation to the osb Council must be in writing to contain at least the year of initiation of the
Sealord, his Deck of initiation, positions he has held in the Brotherhood, whether he was ever
removed or he ever resigned from a position he held, his whereabouts for the last 20 years
immediately preceding the recommendation, letter from his Frigate Captain and Galleon Master that
he satisfies all the requirements in this Compass.
h. Notwithstanding any other provision of this Compass, no Sealord shall be eligible to be
recommended to the OSB council for consideration where he or his Frigate or Galleon owes any
money to any unit of the organization. Money owed includes but is not limited to dues, levies, and
pledges.
i. The burden of proof of eligibility rests on the Sealord being proposed. The
Standard of proof is ‘Beyond Reasonable Doubt.’
j. Initiation into this Order shall take place only at an anchor convaj unless otherwise decided by the
OSB Council. Such decision shall be in writing and circulated to Buccaneers worldwide. Provided that
it shall be deemed as a lawful initiation where any person was previously initiated by the regime

immediately preceding the regime during which this proposal was amended and he has been found
to be eligible and approved by the OSB Council after this amendment has been done. Where the OSB
Council fails to conclude its selection process within 14vdays from the date the Grand Eye sent the
list and information to the Chairman, it shall be lawful for the Grand Eye to pronounce the names of
the people he has selected in accordance with the criteria set out in the Compass and determine
how to proceed with their initiation including deeming any or all of their previous initiation as
effective.
k. For avoidance of doubt, the requirements for eligibility into the membership of the Council are
mandatory. Any initiation into the Order/Council which fail to comply with
the requirements as stated in this Compass shall be null and void, and a sealord who agrees to be so
initiated or a Frigate Captain or Galleon Master who puts the Sealord forward or deliberately,
negligently or recklessly allows such a Sealord to be put forward and initiated commits a misconduct
which carries a mandatory Double Black Spot.
l. Nominations from the GE-IN-COUNCIL shall be made to the Council not later than three months
before the Anchor Convaj and the Council shall make the decision not later than two months before
the Anchor Convaj. Where the Council does not make the decision within the time stipulated, there
shall be no valid initiation of any member into the Order.

m. Only the Grand Eye acting of his own volition or on the recommendation of the OSB Council can spot
a Scarlet Buccaneer. However, in addition, the Grand Eye can decloak a Scarlet if the scarlet is not
living up to expectations of the Council. A Galleon Master can impose sanctions other than a spot on
a Scarlet. any Scarlet can be concurrently or additionally disciplined by the OSB Council where he has
not lived up to the expectations of the Council, his Frigate or Galleon where he sails in terms of his
financial contributions, attendance at Organization functions, discharge of assignments allocated to
him or where he generally behaves in a manner, which in the opinion of the Council is incompatible
with the status of a Scarlet Buccaneer including, but not limited to, disobedience to the lawful ODAS
of, and rudeness to, the constituted Authorities of the Organization.
n. Any Petition against a Scarlet Buccaneer shall be sent in writing to the Chairman and the Secretary of
the Council who shall cause such complaint to be sent to each member of the Council by publishing it
on the OSB Forum.
o. Unless it is not reasonably practicable and in any event unless the Petitioner agrees otherwise,
where a Petition is filed by any Buccaneer against any Scarlet Buccaneer it must be dealt with by the
Council not later than 3 Months from the date of the Petition.
p. The penalties which the OSB Council can impose include but it is not limited to a fine, suspension
from the OSB Council, de-cloaking as an OSB, recommendation to the Grand Eye that a spot should
be administered or any combination of the above. Where a sealord is suspended from the Council,
he shall cease to be an OSB for the duration of his suspension and where a Sealord is decloaked as a
member of the Council, he shall never be re-cloaked as a member.
q. Decisions on the penalties to be imposed shall be binding only where it is taken at a meeting of the
Council duly convened by the Chairman or through his Secretary who has been authorized in writing
by the Chairman to convene the meeting and there are at least 20 votes on the issue including votes
by post or through the internet from members residing outside the shores of Nigeria.

r. The Quorum for meetings for disciplinary action against a Scarlet Buccaneer shall be 25(Twenty five)
members physically or by a virtual attending the mit and both the Petitioner and Respondent must
have been afforded adequate Notice and opportunity to attend and where this is not done, any
decision reached at that mit shall be null and void.
s. The decision on the Petition against a member of the Scarlet Order shall be legal and binding if it is
taken by a simple majority of the votes cast on that issue.
t. Only members of the Executive Council or as selected by the council itself can validly initiate a
Sealord into the Order. An objection shall be valid for consideration if it is communicated to the
Chairman or the Secretary of the Council in writing or posted on the OSB Forum within 14 days of the
publication of the applicant’s names on the OSB forum.
u. Where any member of the Order objects to the initiation of a Sealord into the Order, it shall be an
act of Gross misconduct for any Sealord including any member of this Order to disclose the fact of
the objection and the objector to any other Sealord. It shall also be an act of Gross misconduct for
any Sealord to utter the fact of the objection and the objector.
v. At all times, members of this Order are required to be the epitome of the features of a Model
Sealord.
w. Each member of this Order must mentor at least one Sealord not biologically related to him at the
tertiary institution level with a view to achieving the Objectives of the organization.
x. Except where it is otherwise provided in this Compass, each member of this Order must satisfy all of
his obligations to the Organization in all respects including, but not limited to, payment of BAN dues,
his Frigate dues, his Galleon dues, any levy lawfully imposed by the Grand Eye, his Galleon Master or
Frigate Captain, attendance at Frigate and Galleon and HQ mits and functions unless specifically
excused by the appropriate Officer in writing.

y. Except where the Grand Eye and the Chairman of Council make Odas in writing to the contrary, all
members of this order shall sail from the Deck in the geographical area in which they are habitually
resident. Such Odas shall be published to all members of the Council in writing on the OSB Forum for
the time being in use and it shall state the name of the Scarlet Buccaneer in question, the Frigate
where he is sailing from, the Frigate where he ought to be sailing from and the reason for the
exception.

iv. COUNCIL OF THE ORDER OF RUGGED BUCCANEERS (ORB)

The functions of ORB are iv.1 Primarily to advise and assist the GE and to protect the core values of
the Confraternity in addition to any other function specifically assigned to it by this Compass or by the Grand
Eye. iv.2 This Order will determine and elect its officials for a term of 2 sagas for the day-to-day running of its
affairs. No member shall serve for more than two terms. iv.3 Any changes to the Rule of the Council shall be
approved by the SBC.
iv.4 Members of this order shall be called “Rugged Buccaneers” with the Title of ‘ORB’. A
Rugged Buccaneer shall be a member of the Frigate and Galleon Council and every Sealord shall treat
members of this Order with utmost respect and priority must be given to them in all matters and benefits.

iv.5 To qualify to be admitted into the Order of Rugged Buccaneers, a Sealord must meet the following
conditions
iv.5.1 Be a Sealord who has been initiated for not less than 30 sagas.
Iv.5.1.a. Be a Sealords who had been initiated into the Order of Scarlet Buccaneers for not less
than 5 years and is certified by the Authorities of that Order to have fulfilled all his obligations to
that Order continuously for that period
iv.5.2 Except for Sealords who qualify by the year of ini and have been on the census for not
less than 5 years as at the date of amendment of this Compass who become automatic members
with immediate effect, Initiation into this Order shall be every two (2) years and at the anchor of
the Grand Eye or as the Council and the Grand Eye may deem fit.
Iv5.3 Have paid saga dues up to date and he is not indebted to any arm of the adventure.

iv.5.4 Evidence of having developed in a career path or entrepreneurship.


iv.5.5 Must be willing to mentor of a Sealord; iv.v.6 Meet all other condition
set by the Council of the Order Rugged Buccaneers iv.5.7 The Grand Eye acting of
his own volition or on the recommendation of the
Council of Rugged Buccaneers or Rustic Scarlet Council can spot and decloak
A Rugged Buccaneer. However, the Council of Rugged Buccaneers where Rugged Buccaneer has not
lived up to the expectations of this order can discipline any Rugged Buccaneer
iv.5..8 Notwithstanding provision of the Compass, a Member of the Order can be suspended or expelled from
this order when he exhibits behaviour inconsistent with the values of the Confraternity and or
outside the set rules of the Order

iv._ ORDER OF RUSTIC SCARLET BUCCANEERS

V.1 This is highest level in the order of membership in the Confraternity. Members of this order shall be
called “Rustic Scarlet Buccaneers” with the Title of ‘ORSB’.
A Rustic Scarlet Buccaneer is a custodian of the core values of the confraternity and shall at all-time
be and act as Ambassador of the Confraternity. Every Sealord shall treat members of this Order with
utmost respect and priority must be given to them in all matters and benefits. Also,
v.2 Every Rustic Scarlet Buccaneer shall be acknowledged and recognized at all functions of the
confraternity
v.3 Members of this Order must show integrity, perform their duties to the Confraternity in full without
failure or delay.
v.4 They are required to ensure discipline and play the leading role in compliance with all Rules and
requirements of the Confraternity
v.5 Only the Grand Eye acting of his own volition or on the recommendation of the Rustic Scarlet Council
can spot a Rustic Scarlet Buccaneer. However, any Rustic Scarlet can be disciplined by the Rustic
Scarlet
Council where he has not lived up to the expectations of the Council;
v.6 Notwithstanding provision of the Compass, a Member of the Order can be expelled when he exhibits
behaviour inconsistent with the values of the Confraternity and or outside the set rules of the Order
v.7 Members shall sit at the front row of the SBC and other official and ceremonial events with special
invitation of the Grand Eye.

v.8 To qualify as a Rustic Scarlet Buccaneer, the Sealord must; Have been initiated for not less than 40 years
and be a Sealord who had been initiated into the Order of Rugged Buccaneers (ORB) for not less
than 5 years
v.9
v.10 And is certified by the Authorities of that Order to have fulfilled all his obligations to that Order OR he is
a Sealords who qualifies to be a member of the Supreme EYE Group.

There is no compulsion to attend a Frigate meeting or galleon meeting except at their discretion.
v.8.1 Meet all other condition set by the Council of Rustic Scarlet
Buccaneers
v.8.2 Except for Sealords who qualify and are on the census as at the date of amendment of this
Compass who become automatic members with immediate
effect, Initiation into this Order shall be every two (2) years at
any selected special function organized by members of this
order and approved by the Grand Eye

v.8.3 _ Members of this order are exempted from dues and levies of the
confraternity
v.8.4 Members of this order are barred from campaigning, voting or being involved in any elections
in this confraternity.

v.11 THE RUSTIC SCARLET COUNCIL

This Council of the Confraternity shall act and ensure compliance with the Compass of the
Confraternity. The Council shall protect the core values of the Confraternity in addition to any other
function specifically assigned to it by this Compass or by the Grand Eye.

The Rustic Scarlet Buccaneers shall


1 Determine the membership and any subsequent change to its composition shall be approved by the
SBC.
2 The Council shall regulate its own activities, procedures and call its own meetings.
3 The Council determines and elects its officials for a term of 2 sagas for the day to-day running of its
affairs.
4 Any changes to the Rule of the Council shall be approved by the SBC

BAN CUSTODIAN FUNCTIONS OF THE ORSB COUNCIL

Notwithstanding any other provision of this Compass to the contrary no change in any the core
values of the Organization or the provisions of this Compass is valid unless ratified by two-thirds
majority of all Order of Rustic Scarlets Buccaneers present physically and/or by Electronic/Social
media/Internet voting for amendment at the same meeting where the other SBC members voted or
at a special meeting called by the Grand Eye for the purpose of ratification and where a special
meeting is called and the members of this Council failed to attend up to 5 which shall be quorum,
the Amendment shall be deemed ratified.

CORE VALUES

The core values include but are not restricted to the following:
1) This Compass
2) The Scroll,
3) Mode of greetings & salutations.
4) Identification,
5) Structure of Deck Names,
6) Colours (Black, Red, Yellow, white) of the Organization,
7) Logo (Skull with two long daggers either side of it pointing downwards in a triangular way and
piercing a femur underneath the skull. The Skull weeps Blood),
8) Regalia (yellow scarf, black waistcoat with the logo emblazoned on the left chest and on the back,
tied with a red waist ribbon, Black trousers, white long-sleeved shirt, yellow hose and white canvass).
The waist ribbon shall be Purple for OSBs. The GE wears a Red Cape. The GM wears a Blue Cape. The
FC wears a black cape.
9) Every other Sealord wears the full reg. At a micro sally, the mode of dressing is a Red head band. The
full reg is used at any major sally, convaj or ceremonial function.
10) There can be no sally of any kind where there is no FC or GM or GE or a member of the Po8 or PO4 of
the galleon present. Any breach of this clause is misconduct and shall attract a minimum of a Single
Black Spot.
11) Every Sealord must give priority to a sailing Buccaneer over any Lubber or lagging Lord in all matters
and at all timed.
12) A Buccaneer must never cheat another Buccaneer or behave to him in any unbrotherly manner.
13) If any personal issues arise between a Buccaneer and his brother, he must not keep malice. Instead,
he must report the matter to the appropriate ADR.
14) A Buccaneer must not address another Buccaneer by his Deck Name in the presence and/or to the
hearing of a Lubber
15) A Buccaneer must never discuss Buccaneers’ matters in the presence of and/or to the hearing of a
Lubber. It is not their business and our affairs are private and exclusive.
16) A Buccaneer, especially cloaked officers starting from the Grand Eye down, must always comply with
the rules of the Confraternity no matter who he is or his position.
17) All cloaked officers must show respect to the Confraternity by obeying its rules at all times. They are
to lead from the front and show good examples

SUPREME EYE:

This is a ceremonial position reserved for a founding father of the Organization or a Sealord
initiated between 1972 and 1977 in the order of seniority and positions held whilst on Deck
during the relevant time. Provided that a SeaLord who has held the position of Grand Eye shall

always have priority over a SeaLord who has not where there are not more than 2 sagas between
them in their order of being initiated into this Organization.

Upon the death of a Supreme Eye, the body of ORSB shall decide on appointing
A successor to the office of the Supreme Eye on the basis of seniority. If a successor is appointed, the
position shall only be ceremonial and spiritual with no administrative or legislative control over the
Grand Eye. A valid decision in this regard shall be Two-thirds affirmative votes of Rustic Scarlets
active and sailing who attend the meeting called by the Grand Eye for this purpose including those
residing outside the shores of Nigeria whose votes shall be taken by the electronic means for the
time being in use by the Adventure

i A Supreme Eye is the Spiritual inspiration of the Organization. Accordingly, he must be treated
absolutely specially with priority in all matters, brotherliness and Hospitality. He is exempt from each
and every ODAS, Dues and other levies which may be imposed on Sealords by an appropriate Officer.

ii Every Sealord who qualifies as a founding father or a Sealord initiated between 1972 and 1977
inclusive shall rank behind a Supreme Eye for the time being alive.
iii Except where it is otherwise provided in this Compass every Sealord who qualifies as a founding
father or a Sealord initiated between 1972 and 1977 shall stay above the day-to-day management of the
Organization and he shall neither vote nor be voted for. Furthermore, he shall not support, encourage or
discourage any Sealord’s ambition to hold any office in this Organization or otherwise get involved in the
process of selecting or electing any Officer of this Organization.

House of Sealords:

This is a general assembly and is open to all Sealords and can be convoked by the Grand Eye or by a
decision of the SUPREME BAN COUNCIL.

Order of Long John Silver

There shall be or continue to be an Order of Long John Silver comprising of ex-Grand Eyes.

CHAPTER 5

ELECTIONS AND PROCEDURES

A. Notwithstanding any provision in this Compass to the contrary, no Sealord shall be appointed as a
Scroller if he is not a member of the Order of Scarlet Buccaneers or Order of Rugged Buccaneers.
B. The term of office for all officers in the Organization shall be two (2) sagas except the Big Eye who
shall be selected for only one (1) saga. A saga is a calendar year from the date of election of the
relevant officer.

GRAND EYE

● At least three months before the anchoring of an incumbent GE, the SBC shall appoint an Elections
Committee to coordinate the election of his successor in office.
● The committee shall have at least 3 members none of whom shall be a member of the anchoring
Pieces or a member intending to run for the position being vacated and each of whom shall be a
Sealord from any Waters who is logged, has paid 100% of all of his dues in the 2 sagas immediately
preceding the election.
● No person shall be eligible to contest the position of the Grand Eye unless he is presented by his
Galleon provided that a Galleon shall present no more than one candidate and the Galleon has paid
all of its dues, levies, pledges or any other financial obligation to the Organization.
● Upon their appointment, the Electoral Committee shall within 7 days call for nominations and set a
firm date not less than 60 days to the date of election for close of nominations.
● No member shall be eligible to vote and be voted for in an election of a Grand Eye if he is a person
who , owes any debt to the Organization be it dues, levy, pledge or any other money as at the
moment of closure of nominations or submission of intent to contest as dictated by the Elections
Committee appointed by the SBC for that Election ● All elections shall be by secret ballot.
● In any election into any position, where there is a tie after counting all valid votes, the outgoing
officer shall have a casting vote. Casting vote does not exclude the person from voting in the first
instance.
● A candidate for the position of the Grand Eye must be a member of the Scarlet Order or Rugged
Scarlet Buccaneer. A candidate for GE must have verifiable source of income and means of
livelihood. He must have previously held a position in the Pieces of a Frigate, Galleon or the HQ.
● A candidate must have attended at least 75% of SBC Mits during the tenure of the outgoing Grand
Eye.
● On attendance at sbc mits alone, Except members based outside the Federal Republic of Nigeria
every sealord whose name is contained in Ban census, and is not indebted to his Frigate, Galleon, HQ
as at the close of nomination and or any of the Orders who has attended at least 50% of the SBC
meetings in the sail of the relevant current administration can vote in the election of a G.E provided
that any fraction shall be counted as a whole figure in favour of the SeaLord. No postal, internet,
email vote is allowed except for members that are based outside Nigeria.
● The bid to host BAN Headquarters is a Galleon affair. For a galleon to bid to host the Headquarters,
that galleon should have attended a minimum of 75% of the SBC mit in all of the sagas of the current
administration. Attendance means that at least one member from that Galleon qualified to attend
SBC Mits does attend. There shall be no delegation of attendance to unqualified Sealords except in
extraordinary situations in which case the SBC permits the attendance of such Sealord to represent
his Galleon.
● Except where it is provided in this Compass no candidate for any elective office in this Organization
shall be required to pay any money for contesting in an election.

GALLEON MASTER
1) Not later than 3 (Three) months before the term of a Galleon Master elapses, he shall appoint not
less than 3 (Three) Sealords none of whom is or has served as a member of his Pieces and who are
eligible to vote and be voted for into the position of a galleon master into an electoral Committee

who shall have absolute conduct of the election in accordance with the provisions of this Compass
for the purpose of conducting an election to fill the position of the next Galleon Master. For
avoidance of doubt, the Galleon Master may appoint any Sealord from any frigate for this purpose.
2) Upon their appointment, the Electoral Committee shall within 7 days call for nominations and set a
firm date for close of nominations not later than 21 days thereafter.
3) A member shall not be eligible to vote and be voted for in an election of a Galleon Master unless he
is a member of that Galleon and he is not a person who owes any debt to the Organization be it
dues, levy, pledge or any other money or who has failed to attend at least 50% of the mits and
functions of the Galleon in the 12 (Twelve) months immediately preceding the election in question
provided that any fraction shall be counted as a whole figure in favour of the SeaLord.
4) Not later than 14 days before the election, the Committee shall publish to the entire
Galleon a list of members who are eligible to vote and be voted for. The
Committee may update this list by including or excluding any Sealord who becomes eligible or
otherwise after the publication. No updating shall be done at a time less than 24 (Twenty Four Hours
to the election.
5) All elections shall be by secret ballot.
6) In any election into the position of the Galleon Master, where there is a tie after counting all valid
votes, the outgoing Galleon Master shall have a casting vote.
Casting vote does not exclude the person from voting in the first instance.
7) Any absence which was excused by the GM shall count as attendance

FRIGATE CAPTAIN.
1) Not later than 3 (Three) months before the term of a Frigate Captain elapses, he shall appoint not
less than 3 (Three) Sealords none of whom is or has served as a member of his Pieces and who are
eligible to be members of a Frigate, vote and be voted for into the position of a Frigate Captain into
an electoral Committee who shall have absolute conduct of the election in accordance with the
provisions of this Compass for the purpose of conducting an election to fill the position of the next
Frigate Captain.
2) Upon their appointment, the Electoral Committee shall within 7 days call for nominations and set a
firm date for close of nominations not later than 21 days thereafter.
3) A member shall not be eligible to vote and be voted for in an election of a Frigate Captain unless he
is a member of that Frigate and he is a not a person who owes any debt to the Organization be it
dues, levy, pledge or any other money other money or who has failed to attend at least 50% of the
mits and functions of the Frigate and Galleon in the 12 (Twelve) months immediately preceding the
election in question provided that any fraction shall be counted as a whole figure in favour of the
SeaLord.
4) Not later than 14 days before the election, the Committee shall publish to the entire Galleon a list of
members in that Frigate who are eligible to vote and be voted for. The Committee may update this
list by including or excluding any Sealord who becomes eligible or otherwise after the publication. No
updating shall be done at a time less than 24 (Twenty Four) Hours to the election.
5) All elections shall be by secret ballot.

6) In any election into the position of Frigate Captain, where there is a tie after counting all valid votes,
the outgoing Frigate Captain shall have a casting vote.

OVERRIDING FINANCIAL REQUIREMENTS FOR ELIGIBILITY TO CONTEST ELECTIONS

Notwithstanding any other provision of this Compass, no Sealord shall be eligible to vote or be voted
for in respect of an election into the offices of the Grand Eye where he or his Frigate or Galleon owes
any money to any unit of the organization as at the cut-off date for signifying intentions to contest
the election. Money owed includes but is not limited to dues, levies, and pledges.

DISPUTE AS TO ELIGIBILITY TO HOLD AN OFFICE

Where any issue arises as to the eligibility of a Sealord to contest or hold an office, the burden of
proof of his eligibility lies on the Sealord and the standard of proof is beyond reasonable doubt.

CHAPTER SIX

PUNISHMENTS/SANCTIONS

Disciplinary measures within the Organization shall be imposed through any of the following
methods:
a. Warning, final warning: These are admonitions seeking to alert the SeaLord that he has
committed an offence but is not being punished on that occasion and that he should mind his
conduct.
b. Fines: This is levying of a monetary payment as a form of punishment for infractions in the
Organization.
c. Spot: This is a suspension of membership or outright expulsion from membership of the
Organization.
d. Hauling: This is a form of physical punishment without body contact.

There are three types of spots:

(a) Single Black Spot:

This is a suspension for a minimum period of 3 months. After which it should be reviewed. It may be
renewed if the sealord refuses to show remorse with an Undertaking to mend his ways. Single Black
Spot can be issued by a Big Eye, FC, GM, and GE. An offender who is penalized in this way is not
entitled to any relationship as a Sealord. Any Sealord, who interacts with such an offender as a

Sealord except for facilitating the offender’s appeal, is guilty of Gross misconduct which carries a
mandatory penalty of a Higher SPOT. Once a Single Black Spot is bleached, the Bleached Sealord is
liable to pay all his dues as if he was never suspended. This can be applied by an appropriate officer
at his discretion for general misconduct.

(b) Double Black Spot:

This is a suspension for an indefinite period but minimum of 6 months. The Sealord who has not
shown remorse after 6 month is then recommended with full details of his membership and offence
committed to BAN HQ for yellow spot. Double black spot can be issued by a G.M and GE. An offender
who is penalized in this way is not entitled to any relationship as a Sealord. Any Sealord who
interacts with such an offender as a Sealord, except for facilitating the offender’s appeal, is guilty of
Gross misconduct which carries a mandatory penalty of YELLOW SPOT. Once a Double Black Spot is
bleached, the Bleached Sealord is liable to pay all his dues as if he was never suspended. This can be
applied by an appropriate officer at his discretion for a serious misconduct.

(c) Yellow Spot:

This is expulsion from the ORGANIZATION and can only be issued by the GE. It is meant for very
SERIOUS offences such as Gross misconduct and other offences specifically mentioned to merit the
punishment in this Compass. This spot is unbleachable. Any Sealord that is yellow spotted and
desires to return to the fold must go through three fresh jaw jaws and an initiation with a new deck
name. This signifies a re-birth into the Organization and his membership shall, for all purposes, be
taken as having commenced on the date of his initiation following the relevant Yellow Spot.
i. Unless it is not reasonably practicable to do so, BEFORE a Sealord is yellow spotted, he must be given
a reasonable opportunity to defend any allegation(s) against him.

ii. An offender who is penalized in this way is not entitled to any relationship as a Sealord. Any Sealord
who interacts with such an offender in the BAN or Buccaneering way, except for facilitating the
offender’s application for readmission or appeal, is guilty of Gross misconduct which carries a
mandatory penalty of YELLOW SPOT.

iii. Without there being checkable exceptional compassionate reasons such as


certificated ill-health, where a Sealord fails to honour an invitation to appear before the SBC for his
disciplinary proceedings, the offence shall be taken as proven against him.

iv. Any Sealord who is Yellow Spotted without their having been a hearing may ask for a hearing within
one year of the pronouncement of the Yellow Spot by the GE by writing to the GE through his GM. In
this event, his case must be dealt with at the SBC meeting immediately after his letter was received
by the GM. The SBC may, in its absolute discretion, confirm, revise, reduce or quash the punishment.

e. Hauling: This is a form of physical punishment with no body contact.

f. Where any Sealord is spotted, the spotting officer must immediately cause to be published to
Sealords World-wide the full details of the spotted Sealord and the full details of his offence.

In this section, interaction means any, each or a combination of the following that is to say
knowing that the offender is on a spot and discussing BAN matters with or in the presence of the
offender, extending any BAN greetings or BDB to the offender, sallying with the offender or
relating with him in such a manner which is incompatible with his status as a spotted Lord.

PUBLICATION OF PUNISHMENT

Where any Sealord is sanctioned in any manner, the sanctioning Authority shall immediately cause
to be circulated to all Buccaneers worldwide through the usual media the name of the Sealord
sanctioned, his deck, Frigate and Galleon, full details/particulars of his offence, the sanction imposed
and the name of the officer imposing the sanction

Bleaching of a Spot:

1. A remorseful spotted sealord, other than a Sealord who has been yellow-spotted, who has atoned
for his offence to the satisfaction of an officer of equivalent status as the spotting authority may be
forgiven and his membership rights fully restored through a process called Bleaching provided that
only the appropriate authority in the Frigate or Galleon where he was spotted or the Grand Eye at
the time of bleaching can bleach a spot. The process of bleaching may involve one or all of the
following depending on the offence and the authority in charge – fines, hauling, providing
refreshment to fellow sealords and any other term as the bleaching authority deems fit to impose.

2. A yellow spotted sealord who has either not appealed against his yellow spot or whose appeal has
been turned down can only be accepted back into the Organization with the permission of the GE
whose decision is final and not before a period of nine months has elapsed since his Yellow Spot. The
member in question must undergo fresh jaw-jaw and fresh initiation with a new Deck name. This
process signifies a rebirth into the Organization and his membership days begin to count afresh.

i. Unless it is impracticable to do so, no Sealord should be handed any spot without:


ii. First being told of his offence and that disciplinary action are contemplated
against him.

iii. Being afforded a reasonable opportunity to defend himself and argue his own case as to why he
should not be spotted. A reasonable opportunity is a question of fact depending on the nature of the
offence, the place where the alleged offence is committed, the location of the Sealord, whether the
Sealord is accessible to the authorities and any other circumstances.
iv. The disciplinary procedure being conducted openly and transparently.

Offences in the Organization:

In addition to other offences specifically stated in this Compass, the following acts constitute
offenses in the Organization and could trigger a disciplinary measure. Any offence which has been
described as gross misconduct anywhere in this Compass amounts to gross misconduct. Gross
misconduct includes the following that is to say:- Illegal initiation, making false allegation against a
brother, challenging a cloak officer openly, making snide or derogatory statement against a Cloaked
officer, mutinous act such as declaration and Grand standing, the name of this Organization for
violence or any illegal purpose, deriding the Organization in any way, interacting with spotted
Sealords, Violence, fighting, drunkenness, loitering, dealing in or using illegal narcotics and hard
drug, slovenliness, illegal businesses, human rights abuses, absenteeism, without reasonable cause,
to Organization functions, none payment of dues or levies, stealing, as a Scarlet Sealord failing to
attend Frigate, Galleon or HQ functions and paying promulgated dues and levies; disrespect by a
Sealord to constituted authority within and outside his deck, Frigate, Galleon or the Organization,
disruptions at Organization activities, unauthorized disclosure of the Organization documents and
confidential matters, records, activities, materials or other classified information to none members
or unauthorized entities, failure/refusal to be brotherly towards a Sealord, refusal to aid fellow
sealords in danger, refusal/failure to carry out allocated Buccaneers functions diligently or at all,
disrespect to constituted authority of the Organization; as an officer, failure to adhere to the
provisions of this Compass. There can be no sally of any kind where there is no FC or GM or GE or a
member of the PO8 & PO4 present. Any breach of this clause is misconduct and shall attract a
minimum of a Single Black Spot.

i. Misconduct is any act which a relevant authority reasonably deems to be misconduct. ii. Any other
Gross misconduct is any act which a relevant authority perceives as more serious than misconduct. iii.
Serious misconduct is what the spotting Authority considers to be so.
iv. A Big Eye can only punish a member of his Deck or any Deckhand who commits an offence on his
deck. The maximum he can give is a Single Black. He may then recommend a stiffer penalty to his
Frigate Captain.
v. Subject to other provisions of this Compass, a Frigate Captain can only punish a member of his
Frigate or any Deckhand who commits an offence in his Frigate. The maximum he can give is a Single
Black. He may then recommend a stiffer penalty to his Galleon Master. vi. Subject to other
provisions of this Compass a Galleon Master can only punish a member of his Galleon or any Sealord
commits an offence in his Galleon. The maximum he can give is a Double Black. He may then
recommend a stiffer penalty to the Grand Eye. vii. For avoidance of doubt, no officer not specifically
mentioned as having a power to impose a penalty has the power to impose any punishment.
viii. Where an Officer has no power to punish an offender but is satisfied that an offence has been
committed, he shall immediately report the offence in writing to an appropriate officer, Body or
Organ of the Organization who has the powers to discipline the offender.

Appeal Procedure:
i. All the spotting authorities retain the inherent power to punish or spot any sealord that commits any of the
offences in the Organization save that only the GE can spot a Scarlet. Any Sealord who is dissatisfied with any
decision to spot him shall within 3 days of being notified of the decision, submit in writing an appeal to the
decision maker who must pass the appeal to the next higher authority not later than 7 days from the date of

receipt of the appeal. If the decision maker fails to adhere strictly to this timeline, the appeal is deemed to
have been allowed. ii. Upon receipt of the appeal, the next higher authority shall look into the merits of the
appeal. The Higher Authority shall decide whether to allow or dismiss the appeal iii. This procedure applies to
appeals from decisions at Deck, Frigate and Galleon levels. iii. In order to ensure fairness in our disciplinary
procedure, a spotting officer may be prevailed upon by the SBC to rescind a spot if the Sealord is spotted
without being told of his offence
and given adequate opportunity to make representations for his defence. iv.
Next level of authority shall be construed to mean the next level of authority above the
officer issuing the spot that is to say from Big Eye to Frigate Captain to
Galleon Master to Grand Eye to the SBC. No other officer shall have the power to pronounce a spot
and the power to pronounce a spot cannot be delegated.
v. Once spotted, a Sealord remains on spot until every appeal procedure is exhausted. He ceases to enjoy the
membership privileges of this Organization. iv. If a Sealord is found to have been wrongly spotted, such a
Sealord shall have reasonable compensation from his Deck or Frigate or Galleon or the Headquarters as the
case may be within the context of the undue hardship caused him by having his membership wrongfully
taken away from him.
v. No appeal shall lie in respect of a lawful disciplinary decision of the OSB Council

REMOVAL

GRAND EYE:
The GE having been elected becomes the chief propagator and embodiment of the Organization
within the provisions of this compass. He can only be removed for gross misconduct which includes
but is not limited to gross and persistent violation of the provisions of this compass, an act or acts
which threaten the existence of the Organization, embezzlement of the funds of the Organization,
conviction for a Criminal offence, or death, or ill health which renders him incapable of performing
the functions of the office of GE, he becomes a member of any other confraternity with its origin in
any Institution of learning or he resigns from office provided always that:
A. In the case of removal of the GE for gross misconduct, this can only be validly done if the following
events occur in the order in which they are here listed, that is to say, two thirds of the number of
Logged Sealords from two thirds of recognized Frigates sign a petition or petitions on the same
subject matter seeking the removal of the GE and stating clearly the reason(s) for the request, the
petition(s) is(are) presented to the ORSB COUNCIL , who must within 7 days of the presentation of
the petition(s) to the ORSB Council serve it(them) on the GE, the Chairman calls an emergency
meeting of the ORSB Council which meeting must hold within 28 days of the presentation of the
petition(s), the Chairman informs the GE in writing about the meeting as he informs every other
Council member to attend the meeting at which the GE must be present (if practicable), the ORSB
Council at that meeting calls upon the GE to respond to the petition(s), the ORSB Council debates
the petition and the GE’s response in the presence of the GE (where he is in attendance), the ORSB
Council reaches a decision by a simple majority from at least 10 ORSB members who are eligible to
vote in the Organization’s election present and voting in person. The decision reached by the ORSB

Council becomes final and it is binding on every Sealord. Under this section, any person who is
required to do anything and he fails to do it within the time stipulated for doing that thing commits a
gross misconduct.
In the case of removal of the GE for reasons of resignation, ill-health which renders him incapable of
performing the functions of a Grand Eye or death, the Chairman of the ORSB Council shall convene
an emergency meeting of the SBC within 7 days of the relevant event, where the SBC shall first
confirm by two third majority of the members present and qualified to vote in an Organization
election that the event has occurred, then proceed by the same majority to pronounce the removal
or death of the GE. In this paragraph, it shall be a serious gross misconduct attracting a yellow spot
for the Grand Eye
(in the case of ill- Health or resignation) for any Sealord to do or say anything to countermand the
Chairman of the ORSB’s oda convening the emergency meeting. What the GE or any other Sealord
must do, if he contends that any of the stipulated event has occurred, is to attend the meeting and
argue his case that the event stated has not occurred.
B. Where the GE is removed by the provisions of this Compass the Scroller shall be deemed to be the
GE until the end the term of the GE who was removed. The Scroller shall be inied as GE by the
Chairman ORSB COUNCIL as soon as practicable but in any event within six months of becoming the
GE provided that the lack of ini shall not in any way derogate from his powers and obligations as a
GE.
a. In the event that the Scroller predeceases the GE or he dies before being initiated as GE or having
Succeeded the GE under the provisions of this Compass, the Scroller shall immediately become the GE until the
end of the term of the GE he succeeds.

EXCEPTIONS

A Seamaster i.e. BE, FC, GM, or any officer of the HQ including a GE who did not complete his tenure
(decloaked) for reasons of misconduct or who resigns shall not be addressed or recognized as an EX
or Former. When a GM or FC is decloaked, he shall be replaced by a SOLE ADMINISTRATOR or
COORDINATOR respectively, who shall have all the powers and privileges of the office for which he
now stands as a co-ordinator or Administrator until the end of the term of the officer he succeeds.

Notwithstanding the above procedure for removal of officers, all officers of this Organization from
the BE to the GE shall immediately cease to hold office if convicted in a court of Law for rape,
murder, embezzlement of public funds, fraud, armed robbery or any violent offence under the laws
of any state recognized by the comity of Nations, stealing or such other offences that would tarnish
the image of this Organization.

CHAPTER SEVEN

FINANCIAL STRUCTURE

a. BAN Fiscal Year will correspond exactly with the anchor convaj, starting in August. Annual
Budget: The GE-In-Council shall present to Fingas Compliance Committee (FCC) for its

appraisal, approval and presentation to SBC for ratification by a simple majority a budget of
income and expenditures for the fiscal year not later than the First SBC MEETING. No
expenditure exceeding the sum of One million Naira (N1m) shall be made by the GE or any of
his officers in any financial year except in conformity with the budget as adopted and/or
subsequently amended by the SBC.

b. Bi-Annual Audit: The SBC May obtain the services of a Chartered Accountant or a Lord or
group of Lords to conduct an audit of Six Months or after 2 sbcs accounts.
c. There shall be a Committee known as Fingas Compliance Committee (FCC). This Committee
shall be made up of 7 members at the HQ comprising (1) The Grand Eye, (2) Shylock Ban, (3)
Fingas Mate BAN, (4) An ORB Member, (5) A Member of the OSB, (6) A Galleon Master (GM)
& (7) A Frigate Captain (FC). Apart from the GE, Shylock and FM, the other members of the
FCC Committee shall be nominated at the 1st SBC Meet of a new MV by SBC Members and
appointed by the Grand Eye.
d. The responsibility of the Fingas Compliance Committee shall be to appraise HQ Yearly
budget, approve and present same to SBC for ratification and to ensure that HQ complies
with other provisions of this Compass regarding fingas obligations and auditing. Members of
this Committee have the powers to bring to the attention of HQ breaches and likely breaches
in relation to fingas matters for HQ to reverse itself or regularize and where the HQ fails to
act on same the Committee shall report such breaches to the SBC.
e. For the meeting/ resolution of the FCC to be valid at least 4 of its members must meet or
agree and the Grand Eye must be part of the 4 members forming a quorum. The Secretary of
the Committee shall be appointed by the SBC outside the HQ members.
f. No member of the Fingas Compliance Committee (FCC) shall be sanctioned for the sake of his
position or on account of his respectful views in the exercise of his duties to the
Confraternity as a member of the FCC.
g. Members of this Committee shall serve for a period of 3 sagas except for the Grand Eye,
Shylock and Fingas Mate whose service shall be for the duration of that MV.
h. Every Galleon shall Constitute in a Galleon meeting a Committee known as Fingas
Compliance Committee (FCC) consisting of 5 members, comprising of the Galleon Master (GM),
Galleon Purse, a Frigate Captain, an ORB and OSB. In the event there is no ORB or OSB in that
Galleon, the nominations shall be made from the Elders Council of that Galleon which includes the
older lords and EX Galleon Masters. This Committee in the Galleon shall ensure the GM presents a
sagaly budget; the Committee appraise the Budget and present same to the Galleon Council at the
Galleon Meeting for ratification. It is also the responsibility of the FCC in the Galleon to ensure the EX
GM provides for the
FCC within 30 days of the Ex GM anchor the financial records for the 2 sagas, the FCC shall then
present the fingas records to an Audit Committee that shall be constituted at the 1st Galleon
meeting of the incumbent GM. The Galleon FCC shall ensure the Galleon Master complies with all
Fingas and Audit provisions as contained in the Compass. A quorum shall be made of 3 members of
this Committee consisting of the GM and 2 other members. The Secretary of the Committee shall be
nominated by the House of Lords at a Galleon Meeting and appointed by the GM.
i. Every Frigate shall Constitute in a Frigate meeting a Committee known as Fingas

Compliance Committee (FCC) consisting of 5 members, comprising of the Frigate Captain
(FM), Frigate Purse, an Ex Frigate Captain, an ORB and OSB. In the event there is no ORB or OSB in
that Frigate, the nominations shall be made from the Elders Council of that Frigate which includes the older
lords, EX Galleon Masters and Ex Frigate Captains. This Committee in the Frigate shall ensure the FC presents
a sagaly budget; the Committee appraises the Budget and present same to the Frigate house in a Frigate
meet for ratification. It is also the responsibility of the FCC in the Frigate to ensure the EX FC provides for the
FCC within 30 days of the Ex FC anchor the financial records for the 2 sagas, the FCC shall then present the
fingas records to an Audit Committee that shall be constituted at the 1st Frigate meeting of the incumbent
FC. The Frigate FCC shall ensure the Frigate Captain complies with all Fingas and Audit provisions as
contained in the Compass. A quorum shall be 3 members of this Committee consisting of the FC. The
Secretary of the Committee shall be nominated by the House of lords at a Frigate Meeting and appointed by
the FC. c (i) An ex-Grand Eye must submit the full financial accounts of each year of his tenure for audit
within 30 days from the end of the financial year and for his tenure within 30 days of his anchor and his
successor shall immediately cause the SBC to appoint (an) (Auditor) s who shall audit the account and make
findings and recommendations as deemed appropriate for the use of the Grand Eye and the SBC

j. Dues: The authorized annual dues for BAN to be decided by the relevant Grand EYE are:
(i) Annual dues for each sealord including OSBs who shall pay more than other Sealords. This is to be
paid to the HQ.
(ii) Annual welfare dues for each Sealord in a Frigate to be paid to the Frigate
(iii) Annual individual dues for each member to be paid to the Frigate
(iv) Annual individual dues for each member to be paid by the Frigate to the Galleon
(v) Annual dues for each frigate to be paid by each Frigate to the HQ
(vi) Annual dues for each Galleon to be paid by each Galleon to the HQ
(vii) Annual dues for OSB payable to the OSB Council

(viii) All dues to the HQ must be paid as at when due but in any event, on or before the 1 st SBC of the
incoming GE.
(ix) The annual BAN dues shall be uniform among all frigates and galleons in the Organization. Annual
dues for individual Sealords shall vary depending on the level. In this regard, Scarlets shall always pay
more. The amount of the dues payable to the HQ and by members of decks shall be set by the SBC,
which also retains the authority to amend the amount if and when necessary. Each Frigate, Galleon
and the OSB Council shall determine a suitable amount for their own dues.
(x) It is a mandatory requirement and responsibility of each member to ensure that his dues are paid
whether by himself or through other members in the spirit of BROTHER DELIVER BROTHER.
(xi) Failure to pay fees/dues within the period stipulated in this document amounts to misconduct which
shall be punished with a spot, disenfranchisement, exclusion from holding an office or if persistent,
expulsion.
(xii) A Big Eye, Frigate Captain, Galleon Master and Grand Eye acting by himself, his officer(s) or any other
Sealord expressly instructed by him has a mandatory duty to collect fees, dues or lawful levies.
Failure to comply amounts to gross misconduct.

(xiii) All fees/dues/levies collected must be used prudently for the purpose of the Organization business
and strictly for the purpose for which they were paid.

FUND RAISING

a. The GE-In-Council may on behalf of the Organization call for and accept gifts, donations, grants and
other contributions in kind or cash from individuals, associations, societies, government agencies, or
all other organizations and institutions provided such gifts, donations, grants or other contributions
are properly accounted for and are intended for the furtherance of the fundamental objectives of
the Organization.

b. No gift shall be accepted from any politician, political body, political organization, and terrorist
group, any group associated with violence or Human Rights abuse or any organization with political
affiliations.

c. There shall be posted on the BAN Internet forum, and also circulated to every Frigate/Galleon, a
Quarterly statement of account from the HQ as it affects the state of the Organization fingas. The
said statement of account must show total expenditure (receipts and other supporting documents
must be kept), together with the current balance. Each Deck, Frigate and Galleon shall do the same
locally and forward a copy to the HQ not later than 14 days after the end of a quarter month. Failure
by a BE, FC, GM and GE to comply with this clause amounts to gross misconduct.

d. The Grand Eye shall from time to time determine the reasonable level of fees to be paid by
applicants for membership.

CHAPTER EIGHT

BAN INTERNET FORUM

A. The Organization shall at all levels of organization operate an Internet e-mail forum to help in the
continuous spread of information and orientation of all Sealords. This e-mail forum is to operate, as a
BAN ISLAND. At the Worldwide level, the GE shall be the Owner and the Chief Moderator of the
Forum and may appoint other moderators. A GM is entitled to be in any forum within his Galleon.

Galleons and Frigates are encouraged to invite any sealord they so wish to their forums to boost
interfrigate/Galleon friendships.

B. There shall also be a website for the Organization known as www.banworldwide.org, which shall be
operated by the GE IN COUNCIL. The GE shall also appoint Webmasters for the BAN Website.
C. Every Frigate/Galleon must cause a minimum of one Sealord/officer to be logged onto the BAN
internet forum.
D. Any cyber sailing sealord who refuses or fails to attend Frigate/Galleon activity shall be
recommended for removal from the forum by his FC or GM. Any other forum not authorised by HQ
or this Compass consisting of only lords where Buccaneers matters are discussed is illegal and the
owners /moderators of such forums are sanctionable for misconduct.

CHAPTER NINE

The Welfare Policy

a. This Welfare policy is the minimum mandatory Welfare obligations of members. However, each
Frigate and individual Sealord may, in their absolute discretion, decide to do more in addition to
what is stated but no less than what is stated herein shall be done officially.

b. Each Officer that is to say the Frigate Captain, the Galleon Master shall within 30 working days of his
tenure pronounce a Welfare Policy which shall set the figures of money not specifically set in this
Compass and which shall deal with other issues of a Welfare Policy not specifically mentioned in this
Compass which he feels should be applied in addition to the provisions of the Compass.

c. Each Frigate, Galleon and the HQ shall at all times maintain a designated ‘Welfare Account’ for the
purposes of the Welfare Policy and their supplementary Policies.

d. All welfare money must be duly paid into the welfare account.

e. The GE shall cause to be paid into the HQ Welfare account at least 20% of all dues collected by the
HQ.

f. Each Frigate Captain and Galleon Master shall cause to be paid into the Frigate or Galleon Welfare
account as the case may be at least 20% of dues collected by his Frigate or Galleon as the case may
be.

g. No money must be removed from any welfare account except for the purpose of the welfare of a
qualified member.

h. Where the Frigate, Galleon or the HQ attends any welfare event, the expenses to be taken from the
welfare fund or any other fund of the Organization shall be no more than the travel fare of only one
official. In any event, it shall be no more than 10% of any amount handed to the qualified member.

ENTITLEMENT TO WELFARE

To qualify for any benefits under the welfare policy, the Sealord must meet all of the following
conditions:

1. The Sealord must be a logged member of a Deck or a frigate.

2. The Sealord must have cut the minimum fingas allowed as dues for the 12 months immediately
preceding the date of his consideration for welfare.

3. The Sealord must have attended a minimum of 75% of meetings in his Frigate, Galleon and HQ
activities in the 12 months immediately preceding the date of his consideration for welfare.
Attendance at HQ activities is not to be counted against Sealords based outside the shores of the
country in which the HQ is located at the relevant time. Absences due to ill health or other
extenuating circumstances duly notified to the relevant authority and certified as excusable by him
should be counted as attendance.

4. Problems of a Sealord which arose as a result of Illegal or criminal activities will not be supported or
entertained under this policy.

1. CATEGORIES OF WELFARE

The following mandatory welfare categories will be covered in this policy:

1. CHILD BIRTH

a. Where a qualified member has just been blessed with a child and he officially informs his Frigate
and/or Galleon and/or the HQ, a greeting card and vouchers worth up to an amount specified by the
relevant authority in the applicable promulgated Welfare Policy in force at that time shall be
presented to the Sealord and his partner by the relevant Frigate and Galleon and the HQ each on
behalf of the Frigate, Galleon and the HQ. Unless it not reasonably practicable to do so, this shall be
done at the Frigate meeting immediately following the birth or at the naming ceremony, whichever
is earlier or practicable.

b. Where the frigate or Galleon is invited to any naming ceremony or christening, members shall be
informed and encouraged to attend. Members wishing to present their individual gifts to the parents
should do so.

Notice of births, christenings and naming ceremonies shall be published on frigate, Galleon or HQ
signals and other information medium with the permission of the parents.

2. WEDDINGS

a. Where a qualified member is getting married and he officially informs his Frigate, Galleon and the
HQ, a greeting card and vouchers worth up to an amount specified by the relevant authority in the
applicable promulgated Welfare Policy in force at that time shall be presented to the Sealord and his
partner by the relevant Frigate and Galleon and HQ each on behalf of the Frigate, Galleon and the
HQ.
b. Unless it not reasonably practicable to do so, this shall be done at the Frigate meeting immediately
following the wedding ceremony or at the wedding ceremony, whichever is earlier or practicable.

c. Where the frigate and/or its members and/or the Galleon and/or its members and/or the HQ are
invited to a wedding ceremony, the respective gifts of the Frigate and Galleon and the HQ shall be
presented by the Frigate Captain and Galleon Master and the Grand Eye or any representative
appointed by them for that purpose.

d. Where the qualified member getting married desires a Nuptial Sally, he must make it known to the
Frigate Captain at the earliest opportunity to enable the frigate arrange it by applying to the Galleon
Master in writing for a written authorization from the HQ. For avoidance of doubt, no Nuptial Sally or
any sally to celebrate a Sealord’s wedding shall take place unless the Sealord is a qualified Sealord for
the purpose of the Welfare Policy and the Grand Eye authorizes the sally in writing. Any breach of
this provision amounts to Gross misconduct which shall attract a Yellow Spot for the celebrant, his
Frigate Captain, his Galleon Master. Apart from the relevant Frigate Captain or Galleon Master, any
other
Sealord in attendance at such Sally shall be guilty of misconduct and shall be placed on a Double
Black Spot. For the avoidance of doubt, attendance at a Nuptial Sally carries with it a presumption
that anybody in attendance has satisfied himself that it is authorized by demanding to see and has
seen the written Authorization from the Grand Eye.

e. Welfare shall apply to only one marriage ceremony in the lifetime of a Sealord.

f. Marriage notifications shall be made via official signals/media of the frigate, Galleon or the HQ with
the permission of the Sealord.

3. CRITICAL ILLNESS/FAMILY ILLNESS

Critical illness shall be regarded as any life threatening illness that a member has suffered for at least
2 calendar months that impedes his ability to carry out normal daily tasks or functions.

A. Where a qualified member becomes critically ill and the frigate is informed, the frigate Pen-Mate
shall notify other members of the frigate, the Galleon and the HQ. The frigate shall invite the Grand
Eye in writing to ask Sealords worldwide in the spirit of BRODA DELIVER BRODA to levy themselves
and provide fingas for the Sealord. Such invitation to the Grand Eye must contain full details of the
travails of the Sealord in question. After satisfying himself of the authenticity of the sick Sealord’s
travails, ascertaining his needs and ability to meet his needs, the GE shall ask Sealords to each
contribute a mandatory amount specified by the Grand Eye for the benefit of the sick Sealord. The
frigate, Galleon and the HQ will each add a sum specified by the relevant authority in the applicable
promulgated Welfare Policy in force at that time in the Frigate, Galleon and the HQ as the case may
be to whatever sum is collected and present the money to the qualified member.
B. Where a member of a Sealord’s immediate family (i.e. parents, spouse or child) becomes critically ill
and the frigate is informed, the FC will appoint a delegation to visit the Sealord to show the frigates
support.

4. BEREAVEMENT

A. In the event of the death of a qualified member’s immediate family (i.e. parents or spouse), the
frigate sea crier will inform all members of the frigate, Galleon and the HQ including Sealords
worldwide.
B. In the spirit of BRODA DELIVER BRODA each Sealord will be levied a minimum sum to be specified by
the Grand Eye. The frigate, Galleon and the HQ will each add a sum specified by the relevant
appropriate authority in the Frigate for the Frigate, in the Galleon for the Galleon and in the HQ for
the HQ to whatever sum is collected and present the money to the qualified member to assist him
with the funeral and burial arrangements.

5. DEATH OF A QUALIFIED MEMBER

In the event of the death of a qualified member, the frigate sea crier shall inform the frigate, Galleon
and the HQ including Sealords worldwide.

a. In the spirit of BRODA DELIVER BRODA each Sealord world-wide shall be levied a minimum sum to be
specified by the Grand Eye in a Welfare Policy which he has promulgated in accordance with the
provisions of this Compass, or an HQ welfare Policy which was in force. The minimum amount to be
specified for this category of Welfare is Two Thousand Naira or its equivalence. The frigate, Galleon
and the HQ will each add a sum specified in the applicable promulgated Welfare Policy in force at
that time in the Frigate, Galleon and the HQ as the case may be to whatever sum is collected and
present the money to the Grand Eye who shall present it to the next of kin of the qualified member
to assist with the funeral arrangements and immediate welfare requirements of the fallen Sealord’s
dependants.

b. The frigate shall also ensure that where consent is given that the frigate participates fully in any
funeral arrangements. A condolence register shall be opened or signed on behalf of the frigate.

CHAPTER TEN

AMENDMENT TO THIS COMPASS

a. This Compass may be amended by

i. a two-thirds vote of the members of the SBC (other than Order of Rustic Scarlets Buccaneers
ORSB)
present physically and/or by Electronic/Internet/Social Media voting and

ii. a two-thirds vote of the members of the Orders Of Rustic Scarlets Buccaneers (ORSB) present
physically and/or by Electronic/Social media/Internet voting at the same meeting where the other
SBC members voted or at a later meeting called for that purpose by the Chairman of the ORSB at
the request of the Grand Eye sent in writing to the ORSB on its Official Forum provided that where
the Chairman fails to call such a meeting to take place within 14 days of the request made by the
Grand Eye, then the two-thirds required from that Council is deemed to have been achieved.

b. Amendments must be introduced at a previous meeting, committed to writing and sent to the
membership of the SBC through the official forums for those Bodies not less than 30 days prior to
the meeting at which they are to be voted on.

BURDEN OF PROOF

Notwithstanding any provision in this Compass to the contrary the burden of proof lies on a
Buccaneer or any outsider seeking to become a member to establish his qualification to any status in
this Organization. The Standard of proof is ‘beyond reasonable doubt’.

Omissions or Exclusions

Any other matter not provided for under in this Compass shall be dealt with by reference to the
unwritten constitution as interpreted by the Grand Eye.
