I. POLICY:

Deseret Surgimed Hospital shall at all time adopt satisfactory waste


segregation, storage, treatment, collection and disposal systems based on
R.A. 9003.
Infectious and hazardous waste shall be treated before storage,
collection and disposal. The use of appropriate technology and indigenous
material for storage, treatment, collection and disposal of clinic waste shall
be utilized to support the country’s socio-economic development program.

II. PURPOSE:

To ensure that all hospital waste shall be disposed accordingly

III. PROCEDURES:

Clinic waste categories and their sources:

General waste- includes domestic type waste, packing materials, non-


infectious animal bedding, wastewater from laundries and other
substances that do not pose a special handling problem or hazard to
human health or the environment.

Chemical waste- comprises discarded solid, liquid and gaseous


chemicals, for example from diagnostic and experimental work and
cleaning, housekeeping and disinfecting procedures. Chemical waste
may be hazardous and non-hazardous.

Sharps- include needles, syringes, scalpels, saws, blades, broken glass,


nails, or any other items than can cause a cut or puncture.
Pharmaceutical waste- included pharmaceutical products, drugs and
chemicals that have been returned from wards, have been spilled, are
outdated or contaminated, or are to be discarded because they are no
longer required.

Storage
1. Waste Receptacle
For general waste- a plastic bin located within the hospital rooms and
vicinity suitable for general waste should be equipped with lock-type
cover. A similar large receptacle should place in the strategic place for
garbage outside the hospital building.

Sharps- shall be contained in a punctured proof container.

2. Color coding of various categories


• Black- for collection of non infectious dry waste
• Green-for collection of non-infectious wet waste
• Yellow- for collection of infectious waste

Disposal method
▪ Vials, IV bottles- stored at septic vault
▪ Sharps – stored at septic vault
▪ Sewerage- septic tanks/drainage
▪ Placenta- septic vault intended for it located at the back of the hospital.

▪ Pharmaceutical waste and other liquid waste- septic vault located at the
back of the hospital.

Collection and transport System


1. General waste shall be collected by the janitors in a room to room basis.
2. Upon collection, waste segregation must be observed.
3. Janitors must wear the proper protective device.
4. Infectious waste collection shall be made by using separate airtight
plastic bags and must not be mixed with any other type of hospital
waste.
5. Collection of waste is scheduled every week by the local government.

Waste Management Committee

A. General Roles and Committee


1. The Committee will look at the overall activities of the Waste
Management Program
2. Determine and recommend logistic requirements for the
implementation of waste management program.
3. Oversee implementation of clinical waste management program.
4. Conduct training to all hospital employees in the principles of
waste disposal.

A. Specific Responsibilities of Committee Members


1. Representative from the Medical Services
a) Implement the Hospital Waste Management Program, policies and
procedures among the medical residents.
b) Reports to the committee any incident regarding waste disposal
among the medical residents.
c) Coordinate with the committee any plans, activities related to waste
disposal as required by the department.

2. Representative from the Nursing Service


• Implement the Hospital Waste Management Program (HWMP),
policies and procedures among the members of nursing service.
• Conduct training among new staff during their general orientation.
• Conduct monitoring on proper waste disposal among nursing staff
in their different units.
• Coordinate with the committee any plans, activities and incidents
related to waste disposal necessary for the improvement of the
program.

3. Infection Control Representative


a) Establish policies and procedures in the proper handling of
infectious waste and sharp materials.
b) Coordinates with Housekeeping staff on procedures and policies on
waste handling and proper disposal.
c) Provide reports on incidents related to infectious waste disposal.
d) Conduct lectures on proper handling of sharps used in every unit.

e) Provide guidelines on incidents regarding needle-stick injuries.


Administrative Service
• Establish policies and guidelines in the implementation of Hospital
• Waste Management Program.
• Support activities and plans necessary for the improvement of
program implementation.
• Coordinate with local government in the implementation of waste
disposal and collection.
• Implement necessary sanctions among employees who violate the
rules and regulation on waste management.
Maintenance Section Representative.
a) Maintain waste storage facilities and handling equipment in
compliance with the national guidelines on waste disposal.
b) Install necessary facilities to ensure waste handling and disposal.
c) Accountable for adequate operation and maintenance of any on-
site waste treatment equipment.
d) Train staff assigned at the on-site waste treatment facilities in their
operation and maintenance.
Housekeeping Services
a) Maintain cleanliness and orderliness of the hospital premises.
b) Identify necessary materials required for the housekeeping
activities.
c) Provide colored bags for specific bins indicating type of waste to be
disposed.
d) Implement appropriate collection system and disposal of waste.
e) Identify waste that can be reused or recycled,

f) Make necessary reports and communicate to whatever activities,


plan, actions and incidents that are related to waste management.
g) Provide guidelines on proper use of Protective Equipment during
waste disposal procedure.
