ROOT-CAUSE ANALYSIS OF SAN

TEODORO'S LAND USE
Prepared by: Joel D. Plaza

INTRODUCTION:
This report aims to critically analyze the land use patterns of San Teodoro, understanding spatial
implications and identifying underlying causes of prevailing issues. The insights are based on a
comprehensive ICFO and SWOT analysis, followed by the implementation of root-cause analysis
techniques.

SELECTED ISSUES WITH SPATIAL IMPLICATIONS:

1. Predominant Land Use limiting developmental activities.
2. Limited Urban Development and underdeveloped infrastructure.
3. Disparity in land-use percentages indicating a lack of balanced land use planning.
4. Deforestation Risks due to large forested areas.
5. Economic Dependence on agriculture and the need for economic diversification.

ROOT-CAUSE ANALYSIS:

1. PREDOMINANT LAND USE LIMI TING DEVELOPMENTAL ACTIVITIES:

5 Whys Technique:
5 Why is a large portion of land categorized under "Forest and Other Forest Use"?
Because it has been preserved for ecological reasons.
6 Why has it been preserved? To maintain biodiversity and mitigate climate
change.
7 Why hasn't other land been designated for development? Due to regulations and
priorities towards environmental conservation.
8 Why are these regulations in place? To ensure sustainable development and
protect natural habitats.
9 Why is sustainable development prioritized? To ensure the well-being of future
generations and maintain ecological balance.

(Predominant Land Use limiting
• Focus on environmental

predominant land use for forests.

The municipality has prioritized preserving vast portions of its land for ecological reasons, leading to
limited availability for other developmental activities. The sustainable development approach ensures the
well-being of future generations while maintaining an ecological balance.
2. LIMITED URBAN DEVELOPMENT:
• Fishbone Diagram:
• Environment: Vast forest lands.
• Methods: Regulations against deforestation.
• People: Low population density.
• Materials: Limited infrastructure and resources.
• Measurements: Only a small percentage of land is urbanized.
• Machines: Limited machinery for urban development.

3. DISPARITY IN LAND -USE PERCENTAGES:

• Problem Tree Analysis:
Core Problem: Imbalance in land use.
• Causes:
• Strict land use policies.
• Lack of urban planning.
• Emphasis on preserving natural habitats.
• Effects:
• Underdeveloped infrastructure.
• Limited economic activities.
• Potential issues in future expansion.

natural habitats.

Diagram 3: Problem Tree Analysis (Imbalance Land Use)

An imbalance in land use emerges due to a combination of strict land-use policies, a strong emphasis on
preserving natural habitats, and a potential lack of comprehensive urban planning. This imbalance has
repercussions such as underdeveloped infrastructure and potential complications in future expansion.

4. DEFORESTATION RISKS:
• 5 Whys Technique:
1. Why is there a deforestation risk? Due to potential illegal logging and
urbanization.
2. Why is illegal logging happening? Due to economic incentives.
3. Why is there economic incentive? Lack of alternatives and monitoring.
4. Why is there a lack of monitoring? Limited resources and infrastructure.
5. Why are resources limited? Because of the municipality's focus on preserving
rather than developing.

preserving rather than developing.

The large forested area faces threats from potential illegal logging and urbanization. These risks emanate
from economic incentives coupled with a lack of monitoring and limited resources to ensure compliance
with conservation standards.

5. ECONOMIC DEPENDENCE ON AGRICULTURE:

• Fishbone Diagram:
• Environment: Fertile lands for agriculture.
• Methods: Traditional farming methods.
• People: Majority of the population engaged in agriculture.
• Materials: Limited technological tools for farming.
• Measurements: 16.42% of land used for agriculture.
• Machines: Traditional farming machinery and tools.

San Teodoro's fertile land has promoted agriculture as a dominant occupation. However, the reliance on
traditional farming methods and machinery suggests a potential limitation in maximizing agricultural yield
and diversification.

RESULTS OF THE ANALYSES:

1. MAJOR ROOT CAUSES:

• Focus on environmental conservation leading to predominant land use for forests.
• Economic incentives driving deforestation.
• Lack of infrastructure and resources leading to limited urban development.

2. ROOT CAUSES WITH MAJOR SPATIAL IMPACT:

• Environmental conservation practices that have kept vast areas as forests, directly
impacting how much land is available for other uses.
• Economic dependence on agriculture, shaping how large portions of land are allocated.
• Lack of urban planning and resources leading to limited urbanized areas, causing
underdeveloped infrastructure.

San Teodoro's prevailing land use patterns are a result of environmental priorities, resource constraints,
and traditional economic activities. The municipality finds itself at a crossroads where it needs to strike a
delicate balance between conservation and development.

RECOMMENDATIONS :
1. Balanced Urban Planning:
• Adopt a more comprehensive urban planning strategy that allows for sustainable growth
without compromising on the ecological balance.
2. Strengthen Monitoring and Compliance:
• Enhance monitoring mechanisms to mitigate risks of deforestation and enforce strict
compliance with conservation standards.
3. Diversify Economic Activities:
• Explore opportunities beyond agriculture, such as eco-tourism, leveraging the vast
forested areas while ensuring their protection.
4. Technological Advancements in Agriculture:
• Introduce modern farming techniques and machinery to optimize agricultural productivity,
ensuring food security and increased economic returns.
5. Community Engagement:
• Engage the community in sustainable practices and decision-making processes, ensuring
a collective effort towards a balanced and prosperous San Teodoro.
