Infrastructure
• Total road network - 80.73 kilometers
• 3 concrete bridges along the National Road. San Rafael Bridge is the longest
with a total length of 57 linear meters traversing across Subaan River and is
at the boundary of Calsapa & Bigaan
• Power supply is provided by Oriental Mindoro Electric Cooperative
(ORMECO)
• All of the barangays are energized except some portion of some remote
upland areas in Barangay Calangatan, Bigaan, Calsapa, Caagutayan, and
Tacligan whose settlements are scarcely distributed.
• Linao-Cawayan Mini-Hydro Power Plant is located in the northern part of
Mindoro Island along the Linao-Cawayan River provide a total of 5.1 MW of
power to the existing grid (DCCD Engineering Corporation, 2015).
• Barangay Lumangbayan water source is from Level II RWSA but due to high
cost of pumping to the elevated tank, the management failed to maintain the
system and presently 28% of the households (HH) rely on Level I (shallow
well & deep well) while the rest of households rely on other water sources.
• Level III water system or those who use their own faucet comprise of only
13% of the whole household population in 2014 (CBMS, 2014)

Aras Falls

Aras Falls is located at Brgy. Bigaan with a


height of modern difficulty (about 3 to 4-story
high) and a multitude of slower flows that
will surely test every tourists’ tenacity. This
waterfall is noted for its pristine beauty
surrounded by rocks and is well shaded with
trees

Botolan Falls

Botolan falls is a two-level fall located at


Brgy. Bigaan with a deep cold based on the
higher level. The pristine beauty of Botolan
falls seems to invite guest for a swim.

Tagong Paraiso Falls

Tagong Paraiso Falls is an easy


trek hidden paradise with a lush
scenery over the sleeping river that
rarely requires tourists to get their
boots wet. This waterfalls is

there is a rush of the crystal-clear
deep cold base water that stays
behind.

Arigoy River

Arigoy River is a perfect place for kayakers to beat the heat. This is an 8-km
stretched white-water river comprising of 17 intense rapids. One of which is
called the “Pidong’s rapid” the very first rapid that seems to frightens the
beginners. For an exhilarating (two) 2 hours, guests can do kayaking down
the rapids of this pristine river.

Coco Festival
Coco festival is the annual activity in the municipality of San Teodoro that displays the many uses of coconut –
from its leaves, trunks, and down to its roots. Adyawan/Coco is one variety of this “tree of life” that is
common among the Iraya-Mangyans of San Teodoro. This festival further highligts the culture and tradition of
this indigenous group, making them realized that they are part of the community manifested in the town’s
festive way of holding the celebration.

Hanging Bridge

Saclag’s famous hanging bridge is made up of


copper cable with aluminum steps. This
bridge is being used to cross a big river in the
mountain near the Mangyan Village. To cross
the bridge while hearing the bending metals is
the “thrill” that tourists are looking forward to
experience in this place.

INVESTMENT PROGRAMMING AND FINANCING

Funds for the implementation of the programs, projects, and activities shall be sourced
from the regular budget of the LGU, external funding through General Appropriations
Act, agencies involved, and budget from the convergence projects of national
government agencies such as the TRIPPC, DTI, DA, among others.

The LGU shall appropriate funding for the tourism projects acquired through the IRA,
Development Fund, or local revenues. The LGU may present to the different partner
agencies the approved plan. The LGU shall request from partner agencies the
inclusion of the prioritized PPAs in their annual investment plan for funding and
endorsement to higher national agencies.

Tourism investments shall be carried out by both private and public sectors to attain
sustainable development. The private sector shall be tapped for public-private
partnership projects or joint venture agreements. The LGU may enter a contract with
the private sector like provision of financial support, technical and other operational
support. Private sectors may donate or provide grants to LGU to finance the identified
PPAs. Private sectors are the key players for the successful delivery of world-class
tourism facilities and services.

Chapter 7. MONITORING AND EVALUATION

The LGU shall likewise seek the involvement of the


private sectors and academic representatives in the
monitoring and evaluation activity.

The regular meetings of the committee can serve as a venue to monitor


the progress through discussion of status reports and other information
about tourism activities of the municipality.

The committee shall meet quarterly.

The status and quarterly report on the implementation of programs and


projects shall be prepared by the LTDP M&E Committee and to be
submitted to the chief executive, DILG, DO, and other agencies for
information.
