Title of Service: STC: Development of a Model Community Empowerment for Line Ministries,
Local Government, Villa Government, CSO and Other Stakeholder

Background The Australia-Indonesia Partnership Towards an Inclusive Society, or INKLUSI, is
working to increase the participation of marginalised groups in, and their benefit
from, Indonesia’s socio-cultural, economic, and political development. INKLUSI
works with government and civil society partners to advance their work in gender
equality, the rights of persons with disabilities and social inclusion. INKLUSI
supports the Government of Indonesia’s agenda for inclusion, including through
national development plans and the Sustainable Development Goals.
INKLUSI is an 8-year (2021-2029) Australian Government program with a budget
of up to AUD 120 million. It is partnering with 11 Indonesian civil society
organizations, 8 research partner institutions and their networks across 32
provinces, 129 districts and 650 villages in Indonesia.
Summary of Service INKLUSI program is supporting BAPPENAS to develop a model / scheme of
Requirements: community empowerment for line ministries. The model is expected to provide
guidelines for line ministries, local government, including village government,
and other stakeholders in developing, planning, implementing, and evaluating
community empowerment programs, that are more efficient, effective, and
inclusive. The program scheme/ model should:
1. Identify the guiding principles, characteristics, approaches, innovations, and
steps/ phases in developing and implementing a more efficient, effective, and
inclusive community development program.
2. Define the process to promote comprehensive coordination and
collaborations with other stakeholders, including civil society at the national
and sub-national level.
3. Define a monitoring and evaluation framework and determine key
parameters to measure success of community development programs.

TERMS OF REFERENCE
INKLUSI Short Terms Consultant (Service Order)
OVERVIEW OF INKLUSI
The Australia-Indonesia Partnership Towards an Inclusive Society, or INKLUSI, is working to increase the
participation of marginalized groups in, and benefit from, Indonesia’s sociocultural, economic, and political
development. INKLUSI works with government and civil society partners to advance their work in gender
equality, the rights of persons with disabilities, and social inclusion. INKLUSI supports the Government of
Indonesia’s agenda for inclusion, including through national development plans and the Sustainable
Development Goals. INKLUSI is an 8-year (2021-2029) Australian Government program with a budget of up
to AUD 120 million. It is partnering with 11 Indonesian civil society organizations, 8 research
partner institutions, and their networks across 32 provinces, 129 districts, and 650 villages in Indonesia.
BACKGROUND
Since the reforms rolled out a quarter of a century ago, the Indonesian government has implemented various
kinds of poverty alleviation efforts and improving people's welfare through a community empowerment
approach. In general, the community empowerment paradigm adopted by the government initially refers to
the concept of community development (CD) developed by UNDP, which is a development scheme which
focuses on reducing poverty and inequality, increasing inclusive economic growth, and achieving MDGs
targets (now SDGs). Along its way, this approach underwent adjustments and improvements.
Externally, the World Bank, and various development partners, provide technical support and facilitation in
improving the CD approach by promoting the Community Planning Process (CPP) model to support the
opening of employment opportunities for poor households through a cash for work system in the form of
providing and improving basic infrastructure and growing MSME-scale economic activities. These efforts are
also supported by strengthening institutional, governance, and regulatory frameworks from the central to
the community level as well as various kinds of mentoring schemes and increasing the collective capacity of
the community with a paradigm known as Tridaya empowerment (triple sustainable development), namely
economic, environmental/infrastructure, and social power.
Internally, considering that the implementation of various kinds of community empowerment programs that
have been carried out is also an adaptation of similar efforts in the past, the CD (access improvement)
approach that has been developed also incorporates community empowerment (CE) patterns that focus on
increasing initiatives, as well as community organization (CO) models that focus on organizing to carry out
joint actions (gotong-royong).
The transformative integration of CD, CE, and CO models has been implemented in the Disadvantaged Village
Presidential Instruction Program (IDT), which became PPK and P2KP, PNPM Mandiri, PKH, PNPM Generasi,
Dana Desa, and various other supporting programs (Raskin, KUBE, KUR, Poor Scholarships, etc.). However, in
practice, classic issues such as sustainability issues, synchronization (data, programs, and program
implementers) remain to be the main obstacles. As a result, in addition to the slowdown in poverty reduction
and continuing inequality, community’s capacity to be economically, environmentally, and socially
empowered has not been achieved optimally and significantly. There is also lack of extensive channeling of
these existing programs to reach vulnerable groups (women, elderly, people with disability and other
marginalised groups.
CONTEXT
Bappenas through INKLUSI program plans to develop a model/scheme of community empowerment for line
ministries. The model is expected to provide guidelines for line ministries, local government, including village
government, and other stakeholders in developing, planning, implementing, and evaluating community
empowerment programs, that are more efficient, effective, and inclusive. The program scheme/ model
should:
1. Identify the guiding principles, characteristics, approaches, innovations, and steps/ phases in
developing and implementing a more efficient, effective, and inclusive community development
program.
2. Define the process to promote comprehensive coordination and collaborations with other
stakeholders, including civil society at the national and sub-national level.
3. Define a monitoring and evaluation framework and determine key parameters to measure success of
community development programs.
OUTPUT
Recommendation for a new community development model/ scheme, to serve as reference for national and
sub-national government, village government, NGOs, and other stakeholders. The scheme is expected to
have an innovative aspect, sectoral fit (adaptive, i.e. social, economic empowerment) and responsive to
challenges (technological disruptions, climate change and uncertainties).
In addition, technical inputs on community empowerment will be prepared based on the recommendations,
to advise development of the draft RPJMN 2025-2029.
THE ROLE
The Consultant will be responsible for developing the model/scheme of community empowerment for line
ministries and other stakeholders. In the initial stage, the consultant will carry out a desk review of existing
community empowerment programs and consultations with Bappenas PKPM Directorate to ensure
alignment with the requirement tasks and synergy. A workshop of the initial desk review findings and
consultations is expected to be carried out in early Jan 2024. The Consultant is also required to work
collaboratively with the Program and GEDSI team of INKLUSI.
Specific Responsibilities
1. Develop tasking note in consultation with Bappenas to agree on methodology, approach, challenges,
scope of work- relevant to context and sectors.
2. Carry out desk review on existing community empowerment programs (i.e PNPM, PENA, TORA, Perhutan
Sosial, and others); and other Indonesia-Australia partnership programs (i.e, PEDULI, MAMPU, market
linkage programs) as well as other good practices and international references.
3. Consultations with Bappenas, Line Ministries, Local Government including village government,
universities and CSOs.
4. Develop a concept paper defining a new community development scheme/ model, and provide
technical inputs to RPJMN 2025 – 2029, related to community empowerment.
5. Design, prepare and deliver at least one workshop (in 2024) as well as follow-up consultations to collect
stakeholder feedback, supported by Secretariat INKLUSI and Bappenas
6. Disseminate results of consultations, desk review findings and obtain technical inputs from line
ministries, as well as other stakeholders through the workshop.
7. Finalize the report and inputs into RPJMN 2025 – 2029.

RELATIONSHIP MANAGEMENT
The consultant will be reporting to the Head of Partnerships and Policy (or the appointed focal point of
INKLUSI) and working closely with relevant advisors/ teams in the INKLUSI Secretariat, government agencies
particularly Bappenas PKPM Directorate as the main user of the output, other relevant line ministries and
CSOs.
As the Coordinator of the INKLUSI program, Bappenas KPAPO Directorate will be kept abreast and consulted
regularly during the duration of this assignment.
SELECTION CRITERIA:
This consultancy is open to qualified and experienced individual(s) or entities. The consultant(s) personnel
should have the following combined requirements:
1. Master’s degree in development studies, social sciences, or related subjects.
2. Minimum of 15 years of work experience in community development with a substantial/ strategic role.
3. Proven experience in community development, local governance, planning and budgeting process,
engagement with government and development partners.
4. Knowledge and on-the-ground experience in mainstreaming GEDSI in community development
programs.
5. Experience in designing monitoring and evaluation frameworks.
6. Proven record of documentation published related to community development.
7. Proven good experience working with a team as well as working independently.
8. Excellent report writing, workshop facilitation and presentation skills.
