EXECUTIVE ORDER NO. 04

Series of 2023

AN ORDER RECONSTITUTING THE BARANGAY DISASTER RISK

REDUCTION AND MANAGEMENT COMMITTEE (BDRRMC)

WHEREAS, PD 1566: Strengthening the Philippine Disaster Control Capability and

Establishing the National Program of Community Disaster Prevention, mandates the organization
of disaster coordinating councils in all regional and local government levels;

WHEREAS, Section 389 of RA 7160 or the Local Government Code of 1991

provides that for efficient, effective and economical governance, the purpose of which is the
general welfare of the Barangay and its inhabitants, the Punong Barangay shall, organize and
lead an emergency group whenever the same may be necessary for the maintenance of peace
and order or on occasions of emergency or calamity within the Barangay;

WHEREAS, Section 12 of RA 10121 known as Philippine Disaster Risk

Reduction & Management Act of 2010 provides that there shall be established a Barangay
Disaster Risk Reduction and Management Committee (BDRRMC) in every barangay which
shall be responsible for setting the direction, development, implementation and
coordination of disaster risk management programs within their territorial jurisdiction;

NOW, THEREFORE, I, KIM LOUISE P. ACALAYEN, Punong Barangay, by

virtue of the powers vested in me by law, do hereby order:

SECTION 1. REORGANIZATION OF BARANGAY DISASTER RISK

REDUCTION AND MANAGEMENT COMMITTEE (BDRRMC). The Barangay
Disaster Risk Reduction and Management Committee of Barangay Ampayon, Butuan City, is
hereby re-organized.

SECTION 2. COMPOSITION. The BDRRMC, herein referred to as the

committee, shall be composed of the following:

Chairman - Punong Barangay

Members - Barangay Kagawad
- Representative of NGO’s operating in the barangay,
constituting not less than ¼ of the members of the fully
organized council and,
- Representative of the congressman of the district where the
barangay is located.

SECTION 3. FUNCTIONS. The committee shall have the following functions:

1.Establish the Barangay Disaster Operations Center;

2.Formulate Disaster Preparedness Plans;
3.Coordinate with the BDOC the disaster operations activities of its tasked units;
4.Submits recommendation to the Sangguniang Barangay for the declaration of state
of calamity in the barangay.
 SECTION 4. REPEALING CLAUSE. All prior orders or issuances
inconsistent with this Executive Order are hereby repealed or modified accordingly.

SECTION 5. EFFECTIVITY. This Executive Order shall take effect

immediately.
