ADDENDUM TO THE COMPOSITION OF THE BARANGAY DISASTER RISK REDUCTION

AND MANAGEMENT COUNCIL (BDRRMC) FOR INCLUSION OF THE KALAHI CIDSS
COMMUNITY EMPOWERMENT FACILITATOR AND THREE COMMUNITY VOLUNTEERS AS
MEMBERS OF THE BDRRMC FOR THE IMPLEMENTATION IKALAHI CIDSS NCDDP-AF IN
THE BARANGAY.

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government
Code of 1991 provides that every local government unit shall exercise the powers expressly
granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or
incidental for its efficient and effective governance, and those which are essential to the promotion
of the general welfare;

WHEREAS, the Kalahi-CIDSS National Community Driven Development Program (KC-NCDDP) is

one of the poverty alleviation programs of the Philippine government being implemented by the
Department of Social Welfare and Development (DSWD).

WHEREAS, by virtue of Proclamation No. 922, declaring a State of Public Health Emergency in
the entire country, the KC-NCDDP will shift its program implementation to Disaster Response
Operations Procedure (DROP) to be more responsive to the current COVID-19 pandemic;

WHEREAS, there’s process is need to reconstitute the BDRMMC to ensure involvement and
performance of their assigned function and facilitate implementation of the DROM/p
implementation of KC PAMANA IP CDD.
NOW THEREFORE, I, Wilson Alegre, Punong Barangay of Calabaca, Capalonga, Camarines
Norte, by virtue of the powers vested in me by the law, do hereby order the addendum in the
composition of BDRRMC the inclusion of the following:

SECTION 1 Duties and Functions of the BDRRMC. In addition to the function and responsibility of
the regular BDRRMC provided by the law, the expanded BDRRMC relative to the implementation
of the KC-NCDDP DROP for covid 19 shall have the following function.
a. Serve as the main local special body that will provide technical assistance in all stages of
implementation of the KALAHI CIDSS NCDDP AF for COVID -19 in the barangay.
b. Serve as the primary venue for the planning, discussion, deliberation and approval of the
BDRRMC COVID -19 projects, program and intervention to be funded by the KALAHI grant
under the KALAHI CIDSS NCDDP AF in lieu of Barangay Assembly.
SECTION 2. Effectivity. This Order shall take effect immediately.
