GENERAL OBJECTIVE

Cites the guidelines in the formulation of the


LADPA and to specify the programs and activities
that shall be given an allocation from the
respective annual budget of the LGUs relative to
the anti-illegal drugs initiative.

LADPA BRIEF DEFINITION

• Local Anti-Drug Plan of Action refers to the list of activities and


efforts of local government units to strengthen their campaign
against illegal drugs.

• Due to the holistic nature of the POPS Plan, of which Anti-Illegal


Drugs is a mandatory sub-component, LGUs shall list all their
anti-illegal drugs strategies and programs to be included in the
POPS Plan.

STEP 1: Creation/Organization of LADPA TWG through a resolution


signed by the ADAC Chair

The LADPA must be formulated within the first


200 200 days of the newly-elected LCE, through the
local ADAC

LADPA TWG :

The LADPA TWG shall prepare the LADPA, ensure its process of
drafting is in conjunction with the preparation of the POPS Plan,
Comprehensive Development Plan (CDP) and Local Development
Investment Program (LDIP), and monitor and evaluate the
implementation of PPSAs.

LADPA TWG COMPOSITION

1. Provincial/City/Municipal ADAC Focal Person


2. Provincial/City/Municipal Social Welfare and Development
Officer;
3. Provincial/City/Municipal PNP Officer;
4. Provincial/City/Municipal Health Officer;
TWG Chair: Provincial/City/Municipal 5. An LGU-accredited representative with advocacy on Drug
Planning Officer Demand Reduction; and
6. Provincial PDEA Representative (for Provinces)

Note: Aside from the above stated composition, other members


deemed imperative and responsive to the local anti-illegal drug
condition may also be added as members of the TWG.

STEP 1: Creation/Organization of LADPA TWG through a resolution

After the LADPA TWG members have been


identified, the ADAC shall then issue a resolution
formalizing the creation/organization of the
TWG.

STEP 2: Joint Drafting of POPS Plan with LADPA as a mandatory


focus area of the POPS Plan

The LADPA TWG and POPS PLAN TWG members shall draft the
LADPA and POPS Plan concurrently using existing templates as we
all as those provided in this memorandum circular.

STEP 3: Joint Resolution of ADAC and POC adopting the


POPS Plan

The ADAC and POC shall then issue a Resolution


approving the POPS Plan, which in effect,
approves the LADPA as a mandatory
sub-component of the POPS Plan.

STEP 4: Encoding and Uploading of LADPA to the POPS Plan


through the Peace And Order and Public Safety Plan-Policy
Compliance Monitoring System (POPSP-PCMS)

The ADAC Focal Person shall endorse to the


POPSP-PCMS encoder or the POC Secretariat
the approved LADPA for encoding and
uploading. The POPSP-PCMS is a web-enabled
system that monitors plan formulation and
funding requirements together with semestral
and annual accomplishments.

STEP 5: Implementation of the LADPA

After encoding in the system, the LGUs may now


proceed to the implementation of the PPSAs as
listed under their approved LADPA.

STEP 6: Monitoring and Reporting

Each local ADAC shall prepare and submit an


Accomplishment Report (POPS Plan Reporting Form
1A and 2A) to be submitted to ADAC Chairperson,
copy furnished POC Secretariat, which shall reflect
the actual accomplishments vis-a-vis the targeted
activities or deliverables in the LADPA. The said
reporting forms shall also be encoded in the
POPSP-PCMS.

STEP 7: Updating of LADPA

In instances where updating of the LADPA is


necessary, the ADAC and POC shall release a
subsequent resolution approving the
changes/updates in the plan. The same shall be
encoded in the POPSP-PCMS by the ADAC Focal
Person.

Submission of BADPA Summary

The BADAC shall formulate a three-year term


base plan for the anti-illegal drug activities.

The BADAC shall come up with a BADPA


summary which includes the formulated
strategies, identified PPPSAs, and the calculated
funding requirements.

Issuance of Resolution

The BADAC shall then issue a Resolution


approving the BADPA and for its endorsement to
the Barangay Development Council (BDC), for
inclusion of PPSAs to the BDP.

Allocation of Funds for LADPA/ BADPA

To ensure the funding for the activities cited


under the LADPA/ BADPA, the local
sanggunian shall appropriate a substantial
portion of their respective annual budgets to
assist and/or enhance the enforcement of
the anti-illegal drugs initiatives.

Allocation of Funds for LADPA/ BADPA

Once included in the CDP/ BDP, the


LADPA/ BADPA shall be incorporated in the
LDIP/ BDIP which shall be used as basis of the
AIP and annual budget.

Concern Feedback

LADPA being a separate plan from POPS, hence, a duplication Not separate from POPS, LADPA maintains to
