MESSAGE

“The purpose of human life is to serve, and to

show compassion and the will to help others.”

As a father of Barangay Bayabas, together

with my colleagues, it is a great opportunity to

show love and care to our kapwa kabarangay

by serving them with all our heart and strength

amidst challenges that we face this time of

pandemic.

We have formulated the Devolution Transition Plan for 2022- 2024. Let us assure you that

we have established our gear towards the improvement of the lives of our populace and

all this unit’s resources will be accounted.

Moreover, I would like to take this opportunity to thank my dear colleagues in the public

service, different sectors, and the populace for the support they have extend in the

realization of the plans, programs and activities (PPA) as reflected on our Devolution

Transition Plan (DTP).

Again, to my co-public servants, private sectors, and citizenry, let us continue to work

hand-in-hand with dedication and hard work to surpass whatever adversities, hindrances,

and controversies we may encounter for attainment of our ultimate goal- “DEVOLUTION

TRANSITION. Thus, I’m appealing to all of you to set aside our differences and let us unite

for the progress of our barangay.

OF BARANGAY BAYABAS DIPACULAO, AURORA

RATIONALE

Pursuant to Section 2(a) of Republic Act (RA) No.7160 or the Local Government

Code of 1991 (LGC), the State shall provide for a more responsive and

accountable local government structure instituted a system of decentralization

whereby local government units (LGUs0 shall be given more powers, authority,

responsibilities, and resources. The process of decentralization shall proceed from

the National Government (NG) to the LGUs.

Section 3 (d) of RA No. 7160 further provides that the vesting of duty, responsibility,

and accountability in LGUs shall be accompanied with provision for reasonably

adequate resources to discharge their powers and effectively carry out their

functions; hence, they have the power to create and broaden their own sources of

revenue and the right to a just share in national taxes and equitable share in the

proceeds of the utilization and development of the national wealth within their

respective areas.

The Supreme Court (SC) decision in the consolidated cases of Congressman

Hermilando I. Mandanas, et al versus Executive Secretary Paquito Ochoa, et all

clarifies the basis for the computation of local government shares and ordered the

NG to include all collections of national Taxes in the computation of the base

amount for the just share of the LGUs. This pursuant to Section 6, Article X of the

1987 Philippine Constitution which provides that the LGUs shall have a just share

in the national taxes which shall be automatically released to them.

In line with the implementation of the SC Ruling, Executive Order (EO) No. 138

series 2021 orders the full devolution of functions, services, and facilities by the

NG to the LGUs not later than the end of FY 2024. Except for those functions that

shall continue to be shared with the NG pursuant to the guiding principles

enumerated under E) No.138 series 2021 and its IRR, starting FY 2022, the LGUs

shall be primarily and ultimately responsible and accountable for the provision of

all basic services and facilities fully devolved to them, in accordance with the

minimum standards for services delivery to be prescribed by the NG.

To support transition to full devolution. Section 10 of EO No. 138 series 2021

instructs all to formulate and prepare their Devolution Transition Plans (DTPs) to

guide the transition in their full assumption of the devolved roles and

responsibilities.

BRIEF PROFILE OF THE BARANGAY BAYABAS

Geographical Background. Bayabas is a barangay in the municipality of

Dipaculao, with total land area of 175.54 hectares where the 94.44 hectares used

for agriculture, meanwhile the 74.10 hectares for community(household) and 6

hectares occupied by barangay plaza and school and the remaining hectare

committed for commerce. Situated at approximately 15.8276, 121.5242, in the

island of Luzon. Elevation at these coordinates is estimated at 15.1 meters or 49.5

feet above mean sea level. Its population as determined by the 2020 Census was

929. This represented 2.80% of the total population of Dipaculao.

Barangay Adjacent, Barangay Bayabas is bounded in the east by Barangay Lipit,

on the West by Barangay Laboy, on the south by Barangay Ipil and on the North

by Barangay Salay and a little area of Barangay Mucdol. It is more or less two (2)

kilometers away from the town proper.

Population. The household population of Barangay Bayabas in the 2015 Census

was 915 down into 229 households or an average of 4.0o members per household.

According to the 2015 Census, the age group with the highest population in

Barangay Bayabas is 5 to 9, with 93 individuals. Conversely, the age lowest

population with the lowest population is Under 1, with 9 individuals. Combining age

groups together, those aged 14 and below, consisting of the young dependent

population which include infants/babies, children and young adolescents/teenager,

make up an aggregate of 28.63% (262). Those age 15 up to 64, roughly, the

economically active population and actual or potential members of the work force,

constitute a total of 64.48%(590). Finally, old dependent population consisting of

the senior citizens, those aged 65 and over, total 6.89% (63) in all. The population

of Bayabas grew from 741 in 1990 to 929 in 2020, an increase of 188 people over

the course of 30 years. The latest census figures in 2020 denote a positive growth

rate of.0.32 %, or an increase of 14 people, from the previous population of 915 in

2015.

Economy. Agriculture primarily employs the majority in which palay is the number

one (1) product and coconut is another major agricultural product. Some far areas

were limited to other products such as citrus, vegetables, livestock and poultry

products. Some engage in palay trading and small entrepreneurship such as small

iron works. Some employs as professionals and the rest employs as work force in

Agriculture

Educational Development. In July 1951, Gonzales School Type Building was

erected as the first school building in Barangay Bayabas with two (2) rooms. In

June 1972, RP-US School Building was built with three (3) rooms. Bagong Lipunan

School Building was put up in 1974. An Industrial Building was erected in 1980.

The first teacher assigned in Bayabas was Mrs. Gambito, Miss Lorenzo, Mrs. C.

Lorenzo, Mrs. Romana N. Ramos and Mr. Mario P. De Leon.

People and Their Origin. As early as 1920’s Ilongots and Aetas were settling in

the place and very few people dared to come for the fear of head hunting Ilongots.

The Ilocanos came from the province of Ilocos and Pangasinan. The Ilocanos

occupied various areas place and start clearing the area, planting root crops for

their subsistence, they were the families of Islaw Drapeza, Angel Alviar, Benigno

Matusalem, Francisco Combis, Cayetano Pagal, Osting Lachica, Alyong Galano,

Vicente Calusa and Roque Family. Before the Japanese came, several Ilocano

families like the families of Carreon, Mercado, Agoy and other group of families

arrived in the place coming from nearly province. In early 1960’s, another group of

people arrived, they were the natives from Mountain Provinces and Ifugao, they

came in search for a greener pasture. They were hard working people and so, they

began acquiring idle land and harnessed them.

Legend. According to old Ilokano folks, the place was noted for abundant of guava

tress and there was a story that the woman went into this place. She found a pig

lying under the guava tree. She caught the pig and tied it with a vine. On her way

home, somebody asked her, “Where did you get that pig?” She answered, “There

under the guava tree.” Before she reached their home, many had met her asking

where did she get the pig. Suddenly, she got tired on answering them, so she

simply replied, “There in Bayabas.” The word “Bayabas” is an Ilocano word for

guava. From there on, the place was known as “BAYABAS”.

STATE OF DEVOLVED FUNCTIONS, SERVICES AND FACILITIES

This section provides baseline information on the devolved functions, services, and

facilities being carried out vis-à-vis Section 17 of RA No.7160 and other existing

laws to include functions and services that LGUs will fully assume with reference

to LGU consultation with NGAs concerned and NGA DTPs. If available in

barangay, they shall accomplish Attachment 1-B: Inventory of LGU Functions,

Services, and Facilities for Barangay (see Annex E-2).

Based to the information listed, Barangay Bayabas was stocked and provided

baseline information on the following: (1) Agricultural Service, such as distribution

of Planting Materials and input was conducted through the help of

National/Provincial/Municipal Offices such as Department of Agriculture through

Municipal Agricultural Office, Philippine Coconut Authority and Department of

Health. Responsible persons for these programs/services are the Barangay

Councilor, Chair on Committee on Agriculture.

(2) Environmental Services, such as Waste Management Collection and Siltation

and Maintenance of Drainage canal have been conducted. In accordance to RA

No. 9003, Barangay implemented a program on Waste Management Collection.

Whereas, household trash/waste should be properly segregated and collected at

their schedule. The Siltation and Maintenance of Drainage Canal should be

properly maintained and conducted to prevent flooding and spread of Dengue.

This program is funded through the allocated 20 % Barangay Development Fund

and bayanihan system (ATAG). Waste Management Collection is under the

supervision of Barangay Councilor Chair on Committee on ESWM; and Siltation

and Maintenance of Drainage Canal in supervision of Barangay Councilor Chair

on Committee on Utilities/Facilities, Public Works and Infrastructures.

(3) Maintenance of Health Center under legal basis RA No. 7160 is funded through

20% Barangay Development Fund. The provision of Health Center Supplies,

Equipment and Instruments is charged to Gender and Development Fund every

year. These programs and functions are supervised by Barangay Councilor Chair

on Committee on Health, Barangay Health Workers, Barangay Nutrition Scholar

(BNS) and Barangay Population Worker.

(4) Local Infrastructure Services under legal basis of RA No. 7160 should be

completed in Barangay. Some of the Programs and Facilities are Repair and

Improvement of old PODER Storage Building as Barangay Evacuation Center,

Repair and maintenance of Barangay Hall, Installation of Solar Street Light and

other. All projects/programs/facilities will be charged to 20% Barangay

Development Fund. It is supervised by Barangay Councilor Chair on Committee

on Utilities/Facilities, Public Works and Infrastructure and Barangay Councilor

Chair on Committee on Budget and Appropriation; and

(5) Social Welfare Services under RA N0. 7160 should be implemented in the

barangay whereas, a) Day Care Center and Reading Center under RA No. 7743

will be maintained through the Gender and Development Fund and 20% Barangay

Development Fund thru the supervision of Day Care Worker and Barangay

Councilor Chair on Committee in Education; (b) Provision for the needs of Senior

Citizen, Person with Disability (PWD, Indigenous People, Women’s Organization

(KALIPI) and VAWC Office through the Gender and Development Fund was

supervised of Barangay Councilor Chair on Social Welfare, IPMR, Senior Citizen

President, KALIPI President, PWD President and VAWC Officer. (c)School Aid to

Bayabas Elementary School through Gender and Development Fund was

supervised by Barangay Councilor Chair on Committee in Education and Social

Welfare and School Representative/School Principal. For (d) Children’s Month

Celebration and Feeding Programs for the Children charge to Barangay Council

for the Protection of Children’s (BCPC) Fund was supervised by Barangay

Councilor Chair on Committee in Health and Education, Day Care Worker,

Barangay Health Workers, Barangay Nutrition Scholar, Barangay Population

Worker and School Representative. (e) The Barangay Risk Reduction and

Management Fund with legal basis of RA. No. 10121 such as (1) Disaster

Prevention and Mitigation in example Strengthen the BDRRMC, established any

warning system and Active operation center and purchased of equipment’s; (2)

Disaster Preparedness such as Enhancement of Skills of BDRRMC and procured

of PPE’s and communication equipment and supplies, food supplies, licensing and

renew of registration of service and communication facilities; (3) Disaster

Response such as Active Operation Center and ICS and Provision of Food

Supplies; (4) Disaster Rehabilitation and Recovery such as Post Disaster Needs,

Assessment, Conduct Rehabilitation/repair of Flood control, water system and

other related DRRM facilities was supervised by Punong Barangay and Barangay

Disaster Risk Reduction and Management Council.

In (f) Barangay Anti-Drug Abuse Council Fund with legal basis of RA No. 9165

have programs activities such as Conduct of Anti-Drug Information Educational

Campaign, Reproduction and Distribution of Family Guide on Drug Users, Conduct

the 10PM-4AM Curfew Hours and Procured BADC Uniforms and Supplies under

the supervision of Barangay Councilor Chair on Committee on Peace and Order

and Barangay Anti-Drug Abuse Council; Lastly,

(g) Emerging Infectious Disease Fund have program, project and activities such

as Provision of Disinfectants, personal protective equipment’s, and other

disinfecting supplies and misting materials, Conduct of Anti-Emerging Infectious

Disease Information Education Campaign; and Food and Accommodation

expense of medical personnel and other Personnel directly involved in the

implementation of Emerging Infectious Disease-related programs, projects &

activities under the supervision of Barangay Councilor Chair on Committee on

Health and Barangay Health Workers

PHASING OF FULL ASSUMPTION OF DEVOLVED FUNCTIONS, SERVICES,

AND FACILITIES

This section will indicate the phasing and timing of implementation of these

responsibilities, and the resources requirements for the full assumption including

staffing, competency requirements, and funding needed by the LGUs to effectively

discharge these devolved responsibilities and resources. They shall accomplish

Attachment 2-B: Phasing of Full Assumption of Devolved Functions, Services, and

Facilities for Barangays (see Annex F-2). This section shall describe the scaling

up/or assumption of responsibilities by LGUs in consideration of the following: (1)

The inventory of devolved responsibilities that LGUs are fully assume including the

NGA PPAs along the devolved function and services; (2) The LGU’s assessment

of the relevance and applicability of NGA PPAs along the devolved functions and

services; and (3) the results of consultations of component municipalities with their

respective provinces and with the sectoral committee of the Regional

Development Council (RDC). This is to ensure that their development priorities are

aligned with the Provincial Development Plan and the Regional Development Plan

Barangay Bayabas formulated a plan for Phasing of Full Assumption of Devolved

Functions, Service and Facilities for Barangay (see Annex F-2). Some the

Functions, Services and facilities to be assumed are the following: (1) Agricultural

Support Services especially to the Distribution of planting materials and distribution

system and operation of farm produce collection and buying station that involved

of Punong Barangay, Barangay Councilor Chair on Committee on Agriculture, SK

Chairperson, Barangay Secretary and Barangay Treasurer was mainly involved

with 3 capacity development , one every year require and funding needs for 3 years

are Php 175,000 (Php 25,000 for year 1, Php 25,000 for year 2 and Php 125,000

for year 3). There no personnel or staffing needs for this function, service and

facility to be assumed and the full assumption in the year 3 (year 2024).

Other Functions, Services and Facilities to be assumed are (2) Environmental

Services especially to Services and Facilities related to beautification that full

assumption in year 2024 was mainly involved a Punong Barangay, Barangay

Councilor Chair on Committee in ESWM, SK Chairperson, Barangay Secretary

and Barangay Treasurer. Funding Requirements for the three years are Php

100,000.00, Php 25,000 for year 2, Php 25,000 for year 2 and Php 50,000.00 for

year 3 and there no personnel/staff acquired for this function/service. And Solid

Waste Management Collection that can full assumption for year 2024 were

primarily involved a Punong Barangay, Barangay Councilor Chair on Committee

on ESWM, SK Chairperson, Barangay Secretary and Barangay Treasurer.

Acquired one Eco Boy/Girls for performed special task about Solid Waste

Management Collection of RA. No. 9003.

One functions, Services and Facilities to be assumed are Health Center such as

Maintenance of Health Center was fully assumed on year 2024 with funding

requirements of Php 165,000 for the 3 years where year 1 is Php 55,000.00, year

2 is Php 55,000 and year 3 is Php 55,000. Primarily involved in this function are

Punong Barangay, barangay Councilor Chair on Committee in Health, BHW, SK

Chairperson, Barangay Secretary and Barangay Treasurer.

Other functions, Services and Facilities to be assumed are Local Infrastructure

Services for the full assumed on Year 2024. Some the Function/services are

Maintenance of Road were involved primarily a Punong Barangay, Barangay

Councilor Chair on Committee in Infrastructure, SK Chairperson, Barangay

Secretary and Barangay Treasurer. Fund Requirement for this program, projects

and activities are Php 275,000 that year 1 is Php 25,000, year 2 Php 25,000 and

year 3 are Php 225,000.00. Capacity Development were need 3 capacity

development, one capacity Development every year. Other programs, projects and

activities are Water Supply System that full assumed in year 3. Capacity

Development required for this PPA are 3 capacity Development, one every year

and funding requirements are Php 75,000 that Php 25,000 every year. Other

Programs also Infrastructure facilities such as Multipurpose Hall, Multi-Purpose

Pavement, Plaza, Sport Center and others similar facilities that need Capability

Development requirement are 3 Capacity Development for 3 years, one very year

and funding requirements of Php 525,000 that year are Php 25,000, year 2 are

Php 25,000 and year 3 are Php 525,000. There no staffing/personnel needs for

this project. This PPA was involved of Punong Barangay, Barangay Councilor

Chair on Committee on Infrastructure, SK Chairperson, Barangay Secretary and

Barangay Treasurer.

Lastly, Social Welfare Service was full assumed on Year 2024 such as

Maintenance of Day Care Center with fund requirements of Php 180,000 for Php

60,000 every year. An Information and Reading Center with fund requirements of

Php 150,000 or Php 50,000 every year that primarily involved a Punong Barangay,

Barangay Councilor Chair on Committee on Education and Social Welfare, Day

Care Worker, SK Chairperson, Barangay Secretary and Barangay Treasurer. Both

Maintenance of Day Care Center and Information Reading Center need a fund of

Php 150,000 each or Php 50,000 every year.

CAPACITY DEVELOPMENT AGENDA

This section shall describe the capacity development requirements of LGUs to be

able to absorb, manage, and sustain the responsibilities under a fully devolved set-

up. They shall accomplish Attachment 3-B: Capacity Development Requirements

for Barangays (see Annex G-2). The Barangay shall ensure that funding for their

identified capacity development requirements will be included in their Annual

Investment Program (AIP) and Annual Budget. The result of the capacity

assessment for CapDev Agenda shall guide the provinces and municipalities in

updating their OSSP.

Capacity Development consisting the following: (1) for Agricultural Services,

Training on the implementation of Planting materials distribution system and

operation of farm produce collection and buying station that target beneficiary are

Punong Barangay, Barangay Councilor Chair on Committee on Agriculture,

Barangay Secretary and Barangay Treasurer. Expected Output for this training is

to capacitate personnel on the implementation of planting materials distribution

system and operation of farm produce collection and buying station, Funding

requirements are Php 75,000 for 3 years (2022-2024) or Php 25,000 and charge

for MOOE. The Department of Agriculture through Municipal Agriculture Office will

be a source of technical support.

Capacity Development on Environment Services, the Capacity Training on

Ecological Solid Waste Management Collection that target barangay

official/personnel are Punong Barangay, Barangay Council Chair on Committee in

ESWM, Barangay Secretary, Barangay Treasurer and Eco Boy/Girl. Expected

Output of this training is to capacitate personnel on the implementation of Solid

Waste management Collection. Funding requirements are Php 75,000 for 3 years

(2022-2024) or Php 25,000 every year and charge for MOOE. Department of

Environment and Natural Resources through Municipal Environment and Natural

Resources Office will be a source of technical support.

At Health Services, the Capability Training of BHERT’s on COVID-19 related

services that target barangay officials/ personnel to attend will Punong Barangay,

Barangay Councilor Chair on Committee on Health, BHERT’s, Barangay Secretary

and Barangay Treasurer. The Expected Output of this training is to train and

capacitate personnel’s on COVID-19 related services. Funding requirements are

PHP 90,000 for 3 years (2022-2024) or Php 30,000 every year and charge to

MOOE. Department of Health through Municipal Health Office will be a source of

technical support.

For Local infrastructure Service, Capacity Training on Infrastructure projects

estimation and planning will attend by Punong Barangay, Barangay Councilor

Chair on Infrastructure, Barangay Secretary and Barangay Treasurer. The

expected output of this training is to train and capacitate the personnel on

infrastructure project, estimation and planning. The Funding requirements are Php

75,000 for 3 years (2022-2024) or Php 25,000 every year and charge to MOOE.

The Department on Public Works and Highways through Municipal Engineering

Office will be a source of technical support.

Lastly, in Social Welfare Services, Day Care Worker will attend training to enhance

her capacity in teaching toddlers. Her expected output is in relation to Early

Childhood Care and Development. Funding requirements are Php 30,000 for 3

years (2022-2024) or Php 10,000 yearly and charge to MOOE. The Department of

Education and Department of Social Welfare will be a source of technical support.
