MESSAGE

The extensive damage done by typhoon


Pablo and frequent experienced of LPA’s is a clear
reminder that our Barangay is vulnerable to such
weather condition. We have to move fast to react
and consider the security of our constituent
seriously. We conceded it will take time to prepare
our human resources and equipped them the
necessary skills and tools but it remains in our
priority list.

As what I have said before, we address this


issue as a complex fundamental problem with
broader approach that includes well- informed
people, determine implementation of our ecological and solid waste
management.

ACKNOWLEDGEMENT

This book gross out of actual experienced during typhoon Pablo that
provides us the opportunity to understand fully the importance of Disaster
Risk Reduction & Management.

We would like to thanks the Provincial Government headed by Hon.


Jayvee Tryon L. Uy and Local Government Unit of Monkayo headed by Hon.
Ramil L. Gentugaya in providing and updating us the knowledge and skills in
conducting series of trainings and seminars.

gave extra effort to reach out the barangays and provide us vital informations
with regards to climate change adaptation and other related disaster resilient
activities and programs.

EXECUTIVE SUMMARY

Consistent with RA 10121 OF 2010, Barangay Poblacion thru


Department of Budget and Management fulfills the requirement which
provides the legal basis for formulation of policies, plans, programs and
budgeting to deal with disasters.

But the extensive and unimaginable damage brought by Typhoon


Pablo in our locality December of 2012, leads us to revisit and taken seriously
our Barangay Disaster Risk Reduction Management Program. Disaster
response and our community from devastation require formidable services
and sometimes complicated.

Today, we established and strengthened the Barangay Disaster Risk


Reduction Management Committee (BDRRMC), establishing of Incident
Command System (ICS) and capacitated in attending orientation and
seminars in disaster related activities and conduct regular meetings. We have
also established the Barangay Emergency Responds Team and equipped
them with rescue equipments and supplies. The conduct of Earthquake, Flood
and community drills and orientation of Early Warning System, and
Evacuation & Camp Management was also initiated.

It has long been recognized that the support and participation of all
Barangay functionaries, Private sectors and different organizations cut all
these efforts and enhance the successful implementation of the plan.

We have invested so much in information dissemination in conducting


regular assembly and meetings down to Purok Levels for our constituent
awareness and preparedness in disaster. We acquire handheld radios for our
Purok Leaders, Barangay Tanods, Barangay Officials for accurate information
in disaster response.

In related to disaster prevention and mitigation, we also seriously


implemented the Barangay Ecological Solid Waste Management Plans and
Programs. Barangay Officials leads Oplan “Pulot Basura”, every Saturday
morning activity that is one of our best practices that being implemented by
our Barangay and enacted Barangay Ordinance “Sagip Maoao Creek” in
order to prevent the flooding in our community mostly on affected various
Puroks (12, 5A, 5, 4a, 1 and 2) and the proper disposal of waste that is being
established in every households and to our constituents in our community.
These habitual practices make us believe that having a clean environment is
the biggest preparation that we could do to conquer the natural catastrophe

and severe destruction, both category BDRRM & BESWM resulted to a
consistent awards from Municipal and Provincial Evaluations wherein in year
2018 and even in the Regional up to the National level.

We have responded to these challenges directly, orderly and honestly.


We have accepted these challenge to provide safer, adaptive and disaster
resilient communities towards sustainable development.

1. Lokasyon at Hanganan:

Ang Barangay Poblacion ay may lawak na 4,992 (hektarya) na


nasasakupakan kung saan 3.28% (hektaraya) nito ay ginagamit sa
agrikultura; samantalang ang 1% (hectarya) ay kagubatan, 1% (hektarya)
ay walang mga pananim o idle land, 94.42%(hektarya) ay mga kabahayan
at ang natitirang 0.3% (hektarya) ay (iba pa na wala sa mga nabanggit).

Ang barangay ay may 61(kilometro) distansya mula sa sentro o


kabayanan ng Tagum City at 120 kilometro mula Davao City. Nasa
Silangang (East) bahagi nito ang Barangay Union, sa Kanlurang (West)
bahagi naman ang Barangay Banlag, sa Hilagang (North) bahagi ang
Barangay Baylo, at sa Timog (South) naman ang Barangay Inambatan.

BARANGAY DISASTER RISK PROFILE

Barangay Poblacion location lying along the south-western part of the


Philippines considered a disaster-prone subject to storms and typhoons
resulting to flash floods and landslides. Disasters such as this are serious
threat to people and infrastructures affecting our economic assets.

In history, annual flooding during rainy seasons and LPA’s turn into
tropical storm from south-western Pacific Ocean like the 2012 devastating
Typhoon Pablo awaken up to awareness on this natural hazard.

Flooding are also triggered by improper handling and disposal of


garbage, street drainage design, environmental river and forest protection.

Estimated damage every occurrence of floods is 164.35 hectares


mostly planted with rice, corn, coconut, banana, root crops and other fruit
bearing trees.

Seven out of 26 puroks worst will be affected with 437 households and
38 establishments.

As per records the following are list of vulnerable:

These events and situations opted us to seriously implemented the


disaster risk reduction management which led us the 1.) Creation 2.)

rescue and communication equipments 4.)Trainings 5.) Awareness, readiness
of our constituents thru Information dissemination.

It also adopted national & higher local government units Disaster


Management Framework to address different stages of disasters.
