STATE OF DEVOLVED FUNCTIONS, SERVICES AND FACILITIES

The Barangay Devolution Transition Plan preparation shall be undertaken in close

coordination with the NGAs concerned, especially with regard to devolved functions and

services critical to them. The Barangay organized the Barangay Transition Committee

which shall be responsible for the preparations, monitoring and implementation

composed of Punong Barangay Nestor C. Adducul as Chairman, Ronalyn R. De

Guzman, Barangay Secretary, Rodolfo A. Gonzales, Barangay Treasurer, Honorio A.

Aquino Jr, Kagawad, Lolita R. Guerrero, Senior Citizen’s President, Levie Quirino,

Religous Representative from BDC.

State of Devolved Functions, services and facilities shall describe the implemented

by the Barangay based on Section 17 of RA No. 7160 and existing laws which

subsequently assigned new functions to Barangay. The section shall stock take and

provide baseline information on the devolved functions, services and facilities already

being carried out. Attached the accomplished of Inventory of LGU Functions, Services

and facilities for barangay including the projects and services in Barangay Development

Plan 2022-2024.

PHASING OF ASSUMPTION OF FUNCTIONS, SERVICES, AND FACILITIES

It serves as map of Barangay for full assumption of devolved functions, services,

and facilities including the programs and projects of NGAs encompassing devolved

responsibilities to LGUs based on Annexes C and D of this JMC, to include functions

and services that LGUs will fully assume with referecnce to LGU consultations with

NGAs concerned. Tha barangay full assumptions shall be contingent on Barangay

development priorities, institutional capacity and availability of resources.

It will indicate the phasing and timing of the implementation of these responsibilities,

and the resource requirements for the full assumption including staffing, competency

requirements and funding needed by the Baranagy to effectively discharge these

devolved responsibiltities as defined by law and in a manner adapted to their capacities

and resources.

CAPACITY DEVELOPMENT AGENDA

It describe the capacity development requirements of Barangay to be able to absorb,

manage, and sustain the responsibilities under a fully devolved set-up. The Barangay shall

ensure that funding for their identified capacity development requirements will be included in

Anual Investment Program and annual budget.

The result of the Capacity assessment for Capability Development Agenda shall

guide the Barangay to allocate fund for training and workshop needed of Barangay

Officials and staff.  It also the result of major investments in learning

and development efforts, communication capabilities, and culture building.  Leaders

champion learning and capability development so that they and others gain the

skills, knowledge and experience they need to meet the future needs of the service,

develop their own potential, and learn from both success and failure.
