THREE  APPROACH AS AN INTEGRATED SYSTEM SERVES AS:

1. A Quality Assurance mechanism of a regular school program, wherein


all schools can assess their WinS implementation to ensure that the
enablers for learning are in place and functional
2. A Monitoring scheme, to provide the information and evidence for
relevant management systems (e.g. Quality Assurance; Planning and
Budgeting; Technical Assistance, Performance management). The
Monitoring reports of schools serve as basis for technical assistance of
the Schools Division Office. These form part of the agenda for technical
assistance and Schools’ Continuous Improvement Projects
3. A Recognition system, that puts premium to both the improvement
efforts of the school community and on the results of the efforts
themselves. 6

RECOGNITION
a. Elevated the implementation to a higher level. For improving, the school will be given a
Citation of Appreciation as signed by Schools Division Superintendent
b. Reached the desired Advanced Level of WinS Implementation (3 – Star Level). For
being able to fully observe national standards, the school will be given a Recognition
Award duly signed by the DepED Regional Director
c. Successfully maintained an Advanced Level of WinS Implementation (3 – Star Level)
for 3 straight years, the school will cited for excellence and be given the Seal of
Excellence issued by the CO as signed by the Director of the BLSS in behalf of the
Secretary.

THREE  APPROACH INSTITUTIONALIZATION AND SCALE-UP

The roles and responsibilities of the SDO and RO in the WinS


Policy are consistent with their own roles and function wherein:
• Schools implement the program;
• Schools Division Offices perform WinS Program Management,
Monitoring, and Technical Assistance to schools; and
• Regional Offices does quality assurance and performance
recognition.

These roles are guided and driven by the TSA as an integrated


quality assurance, monitoring, and performance recognition
system that is embedded in management processes of the
respective levels, as mandated under the Implementing
Guidelines to the WinS Policy (DM 194 s. 2018)

Monitoring
• Piloted in 2016-2017 and implemented
nationwide in 2018 after the issuance of
implementing guidelines for the use of
digitalized incentive-based monitoring
for WinS (DM 194, 2018)

• Adopted Three-Star Approach as


stepwise approach to reach the national
WinS standards.

• Currently in 4th year of implementation
