Monitoring and Evalution

M&E system is one of the most important systems in the

organization.

Yet, this may be one of the most misunderstood, misused

and neglected.

DEPARTMENT OF EDUCATION
• Monitoring shows whether a system or process is functioning
efficiently, as planned or designed. Evaluation is more to do with
effectiveness and improvement, with judging the quality and impact of
processes so as to learn from them or identify ways of improving them.

3. Meet the information requirements of all

stakeholders.

• We don’t have our own templates & forms but uses

templates, report formats of other stakeholders
• Data we collect are not important to us but important to
stakeholders

Define your decision making requirements, your

information needs.
Consider your needs first before the others.

DEPARTMENT OF EDUCATION
1.0 Common Mistakes & Misconceptions in M&E

4. M&E is data gathering.

• At least 70% of efforts is spent on
data gathering
• 10% is devoted to processing results
• 10% on formulating corrective
actions
• 5-10% on management reporting
• 0-5% on making corrective actions

Data gathering is the first important activity in M&E. It includes

both primary and secondary sources.
M&E also involves storing of data and information. Managing
the information system, data buildup.
More time should be spend processing, analyzing and
interpreting.
M&E should lead to adjustments, making decisions
Management reporting.

5. M&E is a year round activity

DEPARTMENT OF EDUCATION
1.0 Common Mistakes & Misconceptions in M&E

6. We have the evaluation tool

• Reliance to a “silver bullet”, a one size fits all tool

Use different tools for different requirements, triangulate

7. The more data collected the better

• Sayang ang pagbisita, kunin na lahat
• Data overload
• Analysis paralysis

Define the scope of your M&E, know your decision

requirements

DEPARTMENT OF EDUCATION
1.0 Common Mistakes & Misconceptions in M&E

8. M&E as a stand alone process

• “M&E for the sake of M&E”

M&E should be linked to planning, and other core

business processes. Data, findings, analysis are input to
decision making.

9. M&E is the enemy, too many reviewers

• Leads to sugar coating of reports
• M&E as a “spy”

M&E is your friend, you’ll need us for continuos

improvement.

DEPARTMENT OF EDUCATION
1.0 Common Mistakes & Misconceptions in M&E

10. It is now results-based M&E

Our activities, reports will focus on monitoring, and
evaluating results not progress.

Progress M&E is an integral part of the RBME

Examines the input-output-outcome logic

11. Failure to track the external environment

• Changes in the environment (physical, economic, policy)

• Shifting stakeholders interest and support

Track important assumptions, risks

M&E as your integrating mechanism

Horizontal integration - sharing of

information across units or programs
Vertical integration - feedback

DEPARTMENT OF EDUCATION
2.0 M&Evaluation: Concepts & Key Principles

Key Principles
1. Unique requirements per project stage.
2. Quality is a prevention process.
3. “It is difficult to swallow a whole elephant”.
4. Planning is the most critical stage in the implementation life
cycle.
5. M&E is not an add-on task.
6. M&E is not a random assessment of an on-going
implementation.
7. Problems and difficulties are products of neglect from previous
stages.
8. M&E should lead towards adjustments.
