The Importance of Credentials Disclosure for Sangguniang Kabataan Candidates in our Country.

(Mark Louie L. Budias,2023)

Republic Act No. 10742 also known as an act establishing reforms in the Sangguniang Kabataan creates enabling
mechanisms for meaningful youth participation in nation-building and for other purposes the Sangguniang Kabataan
(SK) is an essential institution that plays a vital role in promoting youth participation and development in the
Philippines. The elected officials are given the responsibility to represent their fellow youth members and address
certain concerns and issues. However, the selection process for SK candidates often lacks strict evaluation criteria,
leading to the question of whether it is necessary to require credentials for SK candidates. In this editorial, I will
argue that presenting credentials should indeed be made necessary in selecting SK candidates to ensure that only
the most qualified and capable individuals lead the youth for the sake of our respective barangay.

Requiring credentials such as educational background and reliable experience will help filter out candidates who lack
the necessary competence and expertise to lead. Educated and knowledgeable individuals are more likely to make
informed decisions for the betterment of the barangay. Credentials can serve as a “gauge” of a candidate's ability to
understand complex issues, propose effective solutions, and implement effective youth-oriented programs and
beneficial projects. The Philippine constitution provides the qualification for the SK candidate must be a Filipino
citizen, a Qualified voter of the Katipunan ng Kabataan, a Resident of the barangay for at least one year immediately
prior to the election, at least 18 but not more than 24 years old on the day of the election, Able to read and write
Filipino, English, or the local language Must not have been convicted by final judgment of any crime involving moral
turpitude, must not be related within the second civil degree of consanguinity or affinity to any incumbent elected
national official or to any incumbent elected regional, provincial, municipal, or barangay official in the locality where
the aspirant seeks to be elected.

The mandate of the SK according to our constitution is to represent the youth and address their needs. Requiring
candidates to present credentials will help establish their track record and past accomplishments that can be a basis
if he had leadership skills. This information will allow voters to make informed decisions and hold candidates
accountable for their actions or lack thus far. Transparent credentials will ensure that those who seek positions in the
SK genuinely have the best interests for the service of the youth at heart. Credentials can provide insights into a
candidate's involvement in leadership roles outside of mainstream politics. Involvement in various organizations,
community projects, or leadership training programs demonstrates a candidate's commitment to public service and
their ability to engage with diverse groups. By requiring credentials, SK candidates will have an opportunity to
showcase their leadership skills and dedication. Credentials, such as character references or clearances, can help
ensure that only morally upright individuals are eligible for the SK position. This will help prevent the infiltration of
candidates with hidden agendas or those who may use the position for personal gain. Upholding ethical standards
within the SK is crucial to maintaining public trust and credibility in the youth organization.

By demanding credentials, the selection process becomes more rigorous. This will discourage potential candidates
who lack the commitment or dedication required to fulfill the role of an SK official. Candidates who successfully
present their credentials will be more likely to possess the motivation and sense of responsibility needed to serve the
youth effectively. Requiring credentials for Sangguniang Kabataan candidates is essential in the context of the
Philippines. This measure ensures that only competent, accountable, and dedicated individuals are entrusted with the
responsibility of representing the youth. An amendment of the constitution is the best thing to do to fulfill its mission
the serve the youth. May it not only be enough for the SK candidate to run because he has the qualifications
mandated by the constitution. It is visible in our status quo as the lowest quality of government, looking at the
Sangguniang Kabataan setting it is a perfect start to set high qualifications as it is also the root of successive politics.

The SK plays a crucial role in shaping the future of the Filipino youth, and selecting the most qualified candidates will
certainly contribute to their betterment. By the amendment of the constitution particularly the R.A raising the
standards for SK candidacy, we can foster a new generation of leaders who are equipped with the knowledge, skills,
and values necessary to effect positive change in the lives of young Filipinos.
