SOFTBALL TOURNAMENT GUIDELINES

I. NAME OF COMPETITION:

Palarong Panlalawigan (PROVINCIAL MEET) is organized by the


Department of Education, Division of Southern Leyte. It serves as the
culminating activity for the P.E. Program and aims to discover potential athletes
to participate in the next higher meet.

II. DATE AND VENUE:

The tournament will be held from ______________________,


_________ which will be hosted by the Municipality of Hinunangan, Province
of Southern Leyte.

III. ELIGIBILITY OF PLAYERS:

Eligibility of players and coaches- the sole judge of a participants’


eligibility totally lays with in the judgement of screening committee. Regarding
the eligibility of student-athletes and coaches must be address to the screening
committee. Chaperon will now be allowed to act as assistant coaches and
permitted to direct players on the field provided that the identified
chaperon/assistant coach should be female will also be required to submit
documents for screening.

IV. RULES THAT WILL GOVERN THE TOURNAMENT:

The Rules and Regulations that will govern the tournament WBSC-
Softball 2018-2021 formerly International Softball Federation (ISF) Rule Book,
with some modification stated in this ground rules.

V. THE GAME OF SOFTBALL FOR BOTH ELEMENTARY AND


SECONDARY SHOULD BE PLAYED FOR:
5.1. Five innings in the elimination round with the application of Ten-
Run-Rule.
*(3 innings only for AREA/IAD MEET, Ten-Run-rule will not be
applied.)

5.2. If one of the teams leads by 10 runs or more after 3 completed


innings or 2 ½ innings if the home team is ahead.

* Five innings for the championship game (AREA/IAD MEET)

5.4. THE TIE BREAKER RULE WILL BE APPLIED AFTER THE


FIFTH ON THE FIVE INNINGS GAME AND SEVENTH ON THE
SEVEN (7) INNINGS GAME:

VI. RULE OF IMMEDIATE SUCCESSION SHALL BE OBSERVED:

6.1. Only the first game in the morning shall be given fixed time.
Games that follow shall start shortly after the end of the proceeding
game.

VII. DEFAULT

7.1. All team shall be given fifteen (15) minutes minimum grace period
before being declared in-default.

VIII. COMPOSITION OF TEAM:

8.1 Each participating team shall consist of twelve players, 1 Head


Coach, 2 Assistant Coach.
All of which shall be allowed to direct and coach the players during the
progress of the game but only the head coach will be given sole authority
to represent the team during the appeals or discussion. They must also
submit necessary documents required by the screening committee.

8.1.1 1st Offense – Warning


8.1.2 2nd Offense – Ejection of the head coach
8.1.3 3rd Offense – Forfeiture of the game in favour of the team not
a fault
NOTE: Only the head coach and the assistant coach may act as base
coaches.
Players will not be allowed to act as base coaches due safety reasons.
Coaches should be wearing the same uniform as the players or the same
uniform as the coaches. (It is the duty of the COACH to control the parents of
their respective team. Spectators attack the umpire is forfeited of the game in
favour of the team not a fault.)

IX. BORROWING/EXCHANGING OF UNIFORM- Shall not be allowed.


Anybody caught using another’s number during the progress of the game shall
be put out and be ejected from the game as well as the head coach listed in the
line-up.

X. CONFERENCES:

10.1 DEFENSIVE CHARGE CONFERENCE – Three (3) calls to confer


in the whole duration of the game which the coach may opted to use in an
inning.
Penalty: Removal of the Pitcher from the pitching position for insisting
4th conference.

10.2 OFFENSIVE CHARGE CONFERENCE – Only one (1) call to


confer in every inning shall be allowed.
Penalty: Ejection of the coach or the players who insisted another
conference.

XI. 2018-2021 PITCHING RULES WILL BE INFORCED. JUMP PITCH IS


LEGAL.

XII. PITCHING HITTING BATTERS BY A PITCH BALL:

12.1 If the pitcher upon the judgement of the umpire deliberately hit the
batter by a pitch ball, the pitcher will be ejected from the pitching
position and in the game with additional penalty of one game suspension
for unsportsmanlike conduct.

12.2 If it is intentionally done by the batter for being hit a pitch ball
he/she is ejected from the game.

XIII. INTENTIONAL WALK- If the pitcher desires to walk a batter


intentionally it is sufficient to notify the pitch umpire to the intent so as not to
go through the motion of pitching. In this case, the ball is dead and runners
cannot advance unless forced.

XIV. WARM-UP PITCHES- In the first inning or when the pitcher relieves
another, to deliver not more than five (5) pitches. In each subsequent innings,
pitcher will be given 3 warm-up pitches.
XV. BATS- Only the ISF certified bats shall be allowed. *Playing venue will be
provided with ISF certified Bats that can be used by the participating teams.
XVI. HELMETS- Are mandatory on offense for batters, on deck batters, batter
runners and runners.
Deliberate removal of the batting helmet of any runner during a live ball
play shall cause the violator to be declared OUT immediately. The ball remains
alive.

XVII. WARM-UP CATCHES MUST WEAR A PROPER GEAR OR


ATLEAST THE CATCHER’S MASK. NO COACH SHALL BE ALLOWED
TO WARM-UP THE PITCHER DURING THE GAME WITHOUT
PROPER GEAR.

XVIII. DISPUTED CALL- When the coach or player of either team questioned
the judgement of the umpire.
20.1 1st Offense – Warning
20.2 Shall be ejected from the game on the 2nd offense

XIX. APPEAL- Observe the proper way of making appeal. Shouting the umpire
shall not be allowed.

21.1. Warning shall be given for the 1st shouting offense


21.2 Ejection from the game for the 2nd shouting offense

XX. PROTEST- All protest must be filed before the second (2 nd) game signed
by the head of the delegation/superintendent. No protest will be considered after
completion of the game or on the judgement call.

XXI. TEAM PRACTICE- Teams scheduled to play will be given five (5)
minutes practice on the diamond before the game.

XXII. BATTING LINE UP- Must be submitted at least 30 minutes before the
scheduled time.

XXIII. COACHES AND PLAYERS WHO HAVE BEEN EJECTED FROM


THE GAME DUE TO UNSPORTSMANLIKE CONDUCT WILL BE
SUSPENDED ONE (1) GAME RIGHT AFTER THE GAME WHERE
THEY HAVE BEEN EJECTED FROM.

XXIV. PROTECTION POLICY:

26.1 Coaches shall observe decency and utmost discipline in addressing


complaints to the game officials.
26.2 Coaches and players are not allowed to shout, and direct derogatory
statements to any of their players, and players of the opposing team
which may affect the confidence and over-all performance of the players.

26.3 Taunting and profane language directed to any players within the
game is strictly not allowed.

26.4 No to bullying.

26.5 Presence of medical team at all times is encourage.

26.6 Corporal punishment is strictly prohibited
