    Dear Hon. Bernat,

    Good day!

    Please accept this letter as a formal notice that I will not be able to attend the Fifth
    Emergency Session on January 18, 2024, because the date of my arrival to Cebu would
    be on the same day. My expected arrival time was supposed to be around 9:00 to 10:00
    AM tomorrow. Unfortunately, a medical emergency occurred on the ship I was on,
    prompting the ship to go back to my province’s port, delaying our trip by around 4 hours.
    In addition, due to the delay, there is a huge possibility that we won’t be able to dock at
    Calbayog due to low tide, further delaying my arrival time. Attached below is the photo
    of my ticket.

    Please let me know if I can provide any further information regarding this matter. Thank
    you and all hail maroon and gold!
