Rosalejos good morning classmates, today my group and I are going to


be presenting a short report about the Philippine organic act we will start now.

L: After the civil government in the philippines was established the US congress passed the
Philippine organic act in July 1902.

B: The philippine organic act was also called the cooper act named after its author henry
cooper.

Al: This bill was originally called Philippine Bill of 1902, It was again authored by US
representative Henry cooper.

L: Now by the word bill that was mentioned earlier, it is not talking about money.

B: Instead the word bill in government means a proposal for a new law or a proposal to change
an existing law.

Al: The congress passed the Philippine organic act to establish civilian control.

L: This act also stated that two years after the achievement of peace in the country.

B: A Philippine legislature would be established.

Al: A Legislature is a branch of government responsible for making the laws in the country.

L: The Philippine legislature compose of the Philippine Assembly, and the Philippine
Commission.

B: The Philippine Assembly was the lower house while the Philippine Commission was the
upper house.

Al: The act also extended the United states bill of rights to the Filipinos.

L: It also authorized the Philippine legislature to send two filipino resident commissioners to
Washington to represent the Philippines in the United States Congress.
