HOUSING PROJECT
This was part of Marcos' efforts to make Metro Manila one of Southeast Asia's financial hubs. The
PICC building, along with other buildings in the Cultural Center of the Philippines complex, has been
linked to Imelda Marcos' "edifice complex," which one writer defined as a "obsession and
compulsion to build edifices as a hallmark of greatness or as a signifier of national prosperity." The
PICC Complex was built in a brief 23-month period, from November 1974 to September 1976, with
architect Leandro Locsin, who was later recognized a national artist.
The PICC, Asia's first international convention center, was officially inaugurated on September 5,
1976, by hosting the 1976 IMF-World Bank Meeting. Since its foundation, the PICC has also held the
annual Awards Night of the Filipino Academy of Movie Arts and Sciences (FAMAS), the Philippine
equivalent of the Academy Awards, primarily inside its Plenary Hall.
Before the Interim Batasang Pambansa convened in 1978, the Batasang Bayan was established as a
legislative body under Presidential Decree No. 995. So, on September 21, 1976, the Batasang Bayan
was inaugurated at the PICC to commemorate the Bagong Lipunan (New Society)'s fourth founding
anniversary. From 1976 to 1978, the PICC served as a legislative body for the first time. The
Philippine International Convention Center is ideal for any event or purpose. It has great facilities
for meetings, conferences, displays, and special events, including a Plenary Hall that can seat over
3,500 people, a Reception Hall, Exhibit Areas, and several Meeting Rooms. The spaces inside are
adaptable enough to be changed into a variety of settings for any type of occasion.
