BASKETBALL LEAGUE EVENT PLAN

I. LEAGUE VENUE

BALIWAG STAR ARENA

The Baliwag Star Arena received the highest rating in Sports Venues in
Baliuag, Bulacan by Top-Rated Online. It was chosen as a venue by Liga
ng Bayan 3rd MFVE Inter-Barangay Basketball League and in good spirit,
it is only appropriate that we reopen the leagues in the same venue it is
traditionally held in.
It has a sitting capacity of 5.000 which is wide enough to not cause crowd
congestion. Moreover, in case alert level increases, the sitting capacity
and the area of the venue allows for more adjustment in other health
policies and social distancing measures.

III. STAFF

The following officials must be hired for the Inter-Barangay Liga ng Bayan –
BALIUAG for the smooth management of the games: Two (2) Crew Chiefs;
Two (2) Referees; One (1) Chairperson; Two (2) Scorer; Two (2)
Timekeeper; Two (2) 24 Second Shot Clock Operator

As per the rules of basketball, each game requires: a crew chief, a referee, a
chairperson, a scorer, a timekeeper, and a 24 second shot clock operator. Two
sets of officials must be hired to be interchanged between every other game to
ensure the accuracy of their performance in officiating the league.

IV. ELIMINATION

The Inter-Barangay Liga ng Bayan – BALIUAG, in respect of the 27 barangays

in the municipality shall employ a 27-team single elimination bracket.

B. Elimination Brackets

Playing teams will be determined by drawing lots.

IV. TEAMS AND PLAYER REGISTRATION

Teams and players must firs submit a duly accomplished registration form to
their respective barangays to participate in the Liga ng Bayan. Each
participating barangay must handle and verify the registration of each team or
player prior to submitting it to the the Liga ng Bayan organizers, given that these
players have presented the required documents. The registration period shall
span

A. Qualifications and Requirements

Each participating player must fit the following qualification to participate in the
league:

● Must be a duly certified citizen of barangay

● Must be at least 18 years of age

Each player must present the following documents to finalize registration in

the league:

● Valid ID
● Waiver of Liability

B. Registration Form

The registration will be the primary record of participation of each player. The
following are the information required to each barangay to include in the
player registration forms that players are to accomplish:

C. Waiver of Liability

Each participating player must submit a signed waiver of liability to ensures that
each player is aware of their risks and responsibilities with their participation in
the League event. Moreover, the waiver will serve as a protection against other
responsibilities in case of unforeseen circumstances or injuries that the players
may incur during the event.

WAIVER OF LIABILITY

I, the undersigned, hereby acknowledge and understand that basketball

is (a) a sport inevitably involving physical contact and entails risk and
damages in my participation in the sport, and thus (b) participation in the
event may lead to various injuries, fractures, strains, and other
unforeseen circumstances. I attest that during my consignment of this
waiver that I am in proper physical and mental condition to participate in
the league activities. I hereby acknowledge that I am to assume
responsibility for all the risks and hazards associated with my
participation in the league.

To this, I wilfully waive, release, discharge, and agree not to sue the Inter-
Barangay Liga ng Bayan - Baliuag and all of its officials and organizers of
any and all liability for injuries that I may sustain during my participation
in the event.

I have read and fully understand the waiver of liability and acknowledge
that i have given up substantial rights by signing this document that i did
so voluntarily.

V. REWARDS

VI. HEALTH AND SAFETY PROTOCOLS

With the still ongoing COVID-19 pandemic, the League puts importance in
the safety of watchers and players. Health and safety protocols shall still be put
in place. In line with the DOH mandate, the league shall employ different policies
on different alert levels as follows.

ALERT LEVEL 1:

• The venue is allowed to be at full capacity

• Face mask is mandatory to enter the premises.

ALERT LEVEL 2:

• The venue is allowed a maximum of 50% capacity, or 2,500 seats

occupied
• Face mask and vaccine cards are mandatory for entry except for
individuals aged 18 below.

ALERT LEVEL 3:

• The games will be postponed until further announcement.
