FIRE PREVENTION AND RESPONSE MANUAL

I. OVERVIEW OF THE FIRE FIGHTING EQUIPMENT OF BAGUIO GAS


CORPORATION
Baguio Gas Corporation is situated on a 5102 square meter lot with a total of seven mounted
wet standpipe system located on a strategic place. It has a total combined fire pump capacity of 1.22
m3/sec and a 147.5 m3 fire pump water reservoir.

LPG stationary storage and LPG filling bay is equipped with fire sprinkler system and fire
extinguishers, including a fire truck with 4.750 m3 mounted water tank.

II. FIRE PREVENTION: FIRST LINE OF DEFENSE


Baguio Gas Corporation believes that the first line of defense against fire or accident is
prevention. A proactive program which defines the importance of training, education and workshop
for the fire prevention of hazard to lessen the risk in the workplace is provided, including the use
and maintenance of firefighting equipment.

Elimination of one of the components of the fire triangle which is the source of ignition or heat
is strictly monitored by the company’s safety officer. Control starts from entry point of the
establishment wherein the gate keeper maintains and control the entry of ignition sources such as
lighters, matches and fire arms. Since the area is categorized by the Bureau of working conditions as
high risk, entry of minors is not allowed. Safety signage are also mounted on the workplace to
remind everyone about the safety protocols in the company.

Filling bay flooring is covered by rubber mat as a part of ignition control, LPG cylinders are
always handled in vertical or upright position whether they are being transferred, hauled, filled and
stored. Strap belts are also used to secure cylinders on hauling trucks.

The stationary storage undergoes requalification every five years in compliance to the code of
pressure vessel safety operation. Break-away couplings on receiving hoses either liquid or vapor are
also mounted on the system, including remote release valve to close hydraulic valves of the
stationary storage.

III. FIRE RESPONSE


An emergency response organization is formed to respond simultaneously consisting of the
following:

Fire control group with designated gas operator to close all gas valves from the storage or filling
plant. The power center operator which is in charge of power supply, an in house fire pump
operator in charge of operating the fire pump, a driver pump operator for the fire truck and the
members of the firefighting team (nozzle man, hose holders, etc.).
Since the use of the fire hose/fire truck/fire pump takes some time to set it up, portable fire
extinguishers will be used as a primary tool by some members of the firefighting team while waiting
for back up.

Other part of the organization is evacuation control and communication group in charge if there
is a need to evacuate personnel, equipment, documents, patients, etc. and notifying the Bureau of
Fire Protection for back up. Security and traffic group to secure evacuation area from looters and
control traffic for the entry of fire trucks from the Bureau of fire protection including
ambulance/paramedics. Medical aid group to injured personnel for first aid and an emergency
director to supervise the whole operation.
