“Fundamental Principles of Taxation”

By: Benjamin D. Teodoro and
Hector S. De Leon
(Critique Paper)

I've learned about the video is all about taxation, it define as a process or means
which the sovereign it is the independent State, and through it's law-making body it is
the legislature. Also, there are two parts of congress first is the Senate and the other
one is the House of Representatives. Government impose a tax because their
purpose is to raising revenues in our government. The tax code is also known as
The National Internal Revenue Code of 1997 that took effect on January 1, 1998.
Government make a tax law just to collect money just to sustain the cost of our
government.I learned that government is not only imposing taxes for the properties
and person only, but they also impose on the privilege and transactions. It introduces
to me also the 3 inherent power of the state which is the (1)power of taxation,
(2)police power and (3)the power of an eminent domain, which the powers needed in
establishing an independent state.

In part 2 of the video I gained a deeper understanding about the primary and
secondary purposes of taxation, as well as its theory and its basis. The Theory of
Taxation talks about the Lifeblood Theory or Necessity Theory, while the Basis of
Taxation talks about the benefits received or reciprocity theory. I have also learned
the five manifestations of the lifeblood doctrine, which pertains to tax as the lifeblood
of the government and its prompt and certain availability is an imperious need.
Scope of the power of taxation is also discussed. It says that the power of taxation
has the broadest scope of all the powers of the government because in the absence
of limitations, it is considered as comprehensive, unlimited, plenary and supreme.
And in the last part of this video discussion, I have learned the essential elements of
a tax and the aspects of taxation.
