Subject: Approval of Electrification Plan in the colonies / Multi-storied Buildings /


Group housing societies developed by HUDA / HSIIDC /Private Colonizers /
SEZ.

Please refer to S.C No. U- 40/2010, U- 43/2013 and U-12/2014 vide which the
Competent Authority for sanction of electrification plan , guidelines and load norms were
circulated .
In compliance to the meeting held on 13/12/2013 under the Chairmanship of
PS (Power) Govt. of Haryana regarding pending issues of HUDA, HSIIDC & Power Utilities, it
has been decided that the revised load norms and other factors as detailed from A to F
below will be applicable retrospectively from January, 2006:-

Class B: Yamuna Nagar, Jagadhri, Sirsa, Fatehabad, Hisar, Bahadurgarh, Palwal,
Rewari, Kaithal, Kurukshetra
Class C: Jind, Bhiwani, Narnaul, Jhajjar, Narwana, Hansi and other small cities and
towns being developed by HUDA/Private Colonizer/Developer other than
class A & B above.

E) Load Norms for Economic Weaker Section (EWS)


In case of Economic Weaker Section (EWS), the connected load for flats having a
covered area up to 350 sq. ft. shall be taken as minimum 3.00 KW or as per the
Electrification Plan of the developers, whichever is higher.
F) Other factors-
i) Demand factor of 0.40 for Residential Plots and 0.5 for Group Housing Societies shall
be applied to arrive at loads for which the infrastructure capacity has to be developed
by HUDA / HSIIDC / Private Colonizers / Developers / SEZs etc.
ii) Demand factor for Shopping Centers (Commercial) shall be 0.6. In case of commercial
load not covered under above categories, a load of 21 KW per 100 sq mtrs. of FAR area
shall be considered with demand factor of 0.65.
iii) In case of any category of consumers not covered under any of the categories covered
above, the demand factor shall be taken as 0.5.
iv) The demand factor for common / public utilities in the Electrification Scheme shall be taken
as 0.5.
v) Demand factor for industrial load norms shall be taken as 0.625
vi) While working out the transformation capacity of the distribution system to be developed
by HUDA / HSIIDC / Private Colonizers / Developers / SEZs etc. the ceiling on maximum
loading of the distribution transformer(s) will be 80%. The Distribution T/F of all
sizes available in market can be used commensurate with the load but should be
ISI marked 4- star rated.

vii) Connections at 33 kV voltage level will be allowed for the load above 5 MVA up to
15 MVA wherever feasible.
viii) These load norms will be revised / updated every three years in sync with updation of
External Development Charges (EDC) and will be made applicable prospectively.
ix) The amount of EDC recovered by HUDA shall be transferred to Discom and HVPNL for
creation of the distribution and transmission infrastructure as and when received and
EDC received so far along with sites of substation will be immediately transferred to
utilities within one month.
x) The cost sharing arrangement between power utilities and developer shall be as
under:-
9 For the sectors floated before 1986: Power Utilities 75%, Developer 25%.
9 For the sector floated after 1986 and before 2006: Power utilities 25%,
Developer 75%.
9 For the sectors floated after 2006: 100% Developer.

Other terms & conditions for approval of electrical layout plan are as under:-

1. The developer / colonizer shall submit the complete case to SE/OP concerned in
quadruplicate alongwith the license, Director Town and Country Planning (DTCP)
approved layout plan, electrical layout plan on DTCP approved drawing, load
detail, single line diagram, Board resolution for authorized signatory, bill of
material as per the stock issue rates etc.
2. Option/Undertaking in compliance of Regulations No. 27 of 2013 of HERC (Single
point supply to Employers’ Colonies, Group Housing Societies and Residential or
Commercial cum Residential Complexes of developers implemented vide SC
No.U-07/2013) shall be taken from the developer, if applicable.
3. The Developer / Colonizer shall submit an indicative lay out plan and Bill of
Material of the work to be carried out along with the Bank Guarantee .
4. SE/OP shall confirm the loading position of the feeding substation as well as
right of way from 11 KV or 33 KV feeding source to the proposed site and
shall obtain the loading position / technical feasibility from XEN/TS, HVPN
where their S/Stns. are involved.
5. The developer shall give details of load required and the same shall be
checked as per instructions of the Nigam as detailed above.
6. The SE/OP concerned after due diligence shall submit the complete consumer
case as detailed above in quadruplicate to the office of CE/OP after calculating
the load of the scheme as per the latest norms.
7. The colonizer/developer before approval of electrification plan shall furnish the
Bank Guarantee equivalent to 1.5 times of Bill of material of electrical
infrastructure works to be executed as per the approved plan ( which shall
include internal electrification plan, creation of sub – station and lines etc.).

8. The Colonizer / Developer shall have the option to furnish the Bank Guarantee in
four yearly equal installments for load above 15 MVA and up to 75 MVA and
maximum 5 yearly equal installments for load exceeding 75 MVA. However, no
installment will be allowed for the load upto 15 MVA.
9. The Bill of material submitted by colonizer/developer shall be taken as basis for
determining the quantum of BG and after scrutinizing the same notice shall be
given to furnish the additional Bank Guarantee of the installment due within 30
days. The amount of Bank Guarantee will be prima-facie verified with respect to
existing load norms and cost of material in stock. The detailed estimate shall be
prepared and got approved by the Field Offices from the Competent Authority
within 30 days after furnishing of First Installment of Bank Guarantee to the
SE/OP concerned & accordingly the supervision charges @ 1.5 % of the
estimated cost shall be paid by the Developer/ Colonizer.
10. SE/OP concerned shall intimate the colonizer / developer to furnish the Bank
Guarantee of differential amount alongwith the balance supervision charges as
per the actual sanctioned estimate within 30 days if any, arising on account of
difference of cost as per actual estimate sanctioned by the Competent Authority.
11. The subsequent Bank Guarantees shall become due on year to year basis after
the date of submission of first installment of Bank Guarantee.
12. No further connection/extension of load shall be released unless the Bank
Guarantee of subsequent installment is furnished by the Developer / Colonizer.
13. The physical verification by the Field Offices of satisfactory completion of the work
of that phase for the purpose of release of Bank Guarantee shall be on the basis
of approved layout plan submitted by the Developer .
14. UHBVN shall release Bank Guarantee upon completion of the electrification works
in that particular phase for which the said installment of BG has been furnished. In
case the work required to be completed in that particular phase is not completed
in the year and the date of furnishing of another installment of Bank Guarantee
becomes due then the Developer / Colonizer shall furnish the Bank Guarantee of
other phase in addition to the Bank Guarantee already furnished with the Nigam.
15. The cases where developer / colonizer has already completed part of the work of
creation of Electrical infrastructure then the credit of the same shall be given while
calculating the complete amount of Bank Guarantee required to be furnished by
the Developer / Colonizer.
16. The developer / colonizer must install/erect whole Electrical Infrastructure as per
Nigam’s design, drawing & specifications within a period of five years after
approval of electrification and hand over the system to the Nigam/RWA.
17. The interim load to the Colonizer/ Developer shall be allowed but on the
approved voltage level of approved electrification plan. The stage wise
utilization of load on the approved voltage level shall be intimated by the
Colonizer/ Developer before release of connection.
18. The colonizer/developer shall avail temporary connection, if required for
constructions purpose as per Nigams instructions.
19. UHBVN reserves the right to recover the amount of inadequacy if any, arising
later on.

20. The Developer / Colonizer shall deposit the share cost of electrical infrastructure
to be developed by HVPN / UHBVN for developer project with the HVPN /
UHBVN as per the prevailing Instructions of respective Nigam.
21. Grid S/Stn. at 33 kV, 66 KV/ 132 KV/ 220 KV level as per the load requirement
of developer shall be constructed by the developer at his own cost and shall be
handed over to UHBVN/HVPN free of cost. However, the land ear-marked for the
S/Stn. shall have to be transferred to the Nigam within 3 months of approval of the
plan of electrification failing which the electrification plan as sanctioned shall be
considered as cancelled.
22. The maximum load permitted for 33KV voltage level shall be 15 MVA for
electrification schemes of HUDA / HSIDC / Colonizers / SEZ / Builders /
Developers.

23. The classification of supply , type of sub- station and land requirement is
detailed as under:-

Note:- The piece of land should preferable be in rectangular shape with length and
breadth in ratio 3 : 2.

24. Keeping in view the guidelines for laying of transmission lines issued by the
Ministry of Environment and Forest, norms for line corridor are as under:-
i. 11 KV - 7 mtr.
ii. 33 KV - 15 mtr.
iii. 66 KV - 18 mtr.
iv. 132 KV - 27 mtr.
v. 220 KV - 35 mtr.

25 The total load requirement of the developer for deciding the voltage rating of Grid
Sub-station & number of substations required to be created by the developer will
be calculated by summation of load requirement of various licenses issued to the
developer falling under one district. The developer has to create a substation(s)
of required voltage rating & capacity.

26 If the area of developer under different licenses issued to him is contiguous then
the load of developer will be fed from the substations to be created by the
developer at his cost. If the area is not contiguous then the load under various
licensed areas can be fed from the capacity available at other substations of the
power Utilities and the proportionate load of power Utilities will be fed from the
substation created by the developer.
The Competent Authority for approval of electrification plan in the colonies /
multi- storey buildings developed by HUDA/HSIIDC/Private Colonizers /SEZ
shall be the concerned CE (OP). The cases were HVPN Sub – Station needs
to be augmented / created , CE (OP) shall in coordination with HVPNL and
others as per Sales Circular No. U-01/2014, shall decide, finalize and
approve the plan.
A) CGM/Comml. shall review the pending / sanctioned cases on quarterly
basis. The details of all the approved electrification plans by CE (OP)
shall be sent to CGM/Comml, UHBVN, Panchkula every quarter for their
review and after scrutinizing the details , shall submit the report to MD,
UHBVN, Panchkula for review as per the table below :-

Sale Circular No. U-40/2010 are superseded and Sales Circular No. U-43/2013
and U-12/2014 are amended to the above extent.
