A. INSTRUCTION: Start the discussion in a macro level and then move to specific citing
various examples/incidents relevant to the topic by using (IBC) Introduction ,body/ citing with
Legal Bases/theories and conclusion /recommendation
1. Human resource management in education is very important and disregard with it would result
in jeopardy. This is because education personnel are the major instrument for achieving educational
goals and consequently, national development. Human resources are the key to rapid socio-
economic development and efficient service delivery. That’s why this paper stressed that without an
adequate, skilled and well-motivated workforce operating within a sound human resource
management programme, development is not possible. Agree or disagree?
2. The meaning and relevance of Human Resource Management in the Department of
Education.
3. With the present Qualifications in Hiring Teachers in the Department of Education
which criteria you believe need to give higher points in the Kindergarten, Elementary,
Junior high school and Senior High School and carefully describe the selection procedure
or what could be the basis of identifying the criteria for selection. How can its validity and
reliability be established?
4. Performance appraisal is a formal program in an organization which is concerned with
not only the contributions of the members who form part of the organization, but aims at
spotting the potential. With this, are you infavor with the criteria of the Division
Memorandum No. 678 s. 2022 SEARCH FOR THE 2022 OUTSTANDING DEPED
NORTHERN SAMAR PERSONNEL AND PROGRAM IMPLEMENTERS? WHY?
AND WHY NOT?
5. Articulate the importance of human capital to Deped Organization. What pro-active
measures to take up to meet the lacking skills/major of specialization?
6. Personnel actions such as lay offs, demotions, transfers and discharges etc. may be
justified only if they are based on performance appraisal. While in some cases, actions are
taken because of unsatisfactory performance of the employee, in some other cases it may
be called for due to some economic conditions beyond control such as changes in
production process. In former case, the action can only be justified on the basis of the result
of performance appraisal.
7. Human Resource Management is a process, which consists of four main activities,
namely, acquisition, development, motivation, as well as maintenance of human resources.
Discuss comprehensively each process.
8. The merit of system as an embodiment of the “culture of competence and
commitment to the public service” is highly desired and esteemed by the civil service
personnel. Unfortunately, the political patronage system serves as a “counter culture”
which impedes the positive development and institutionalization of the culture of merit in
the bureaucracy. What action measures can you recommend in order to improve the
administrative capability of the bureaucracy?
9. It is an accepted principle among practitioner that the management of human resource
is not an exact science. Nevertheless, since, management of people must be integrated with
the management of an organization, whether public or private, it I primarily the function and
responsibility of all levels of management. How can an understanding of the principle help a
management consultant in developing a personal development program that will enhance
motivation and productivity of employees. Discuss from the following dimensions:

b. Relationship with top management
c. Relationship with the lower levels of management
