9. What challenges arise in ensuring effective communication during emergencies or disaster
situations?

Interviewer: In terms naman po maam sa during emergencies po or disaster situations ano po yung na
feface nyo pong problem regarding po yun nga po sa sap ag harap nyo sa tao.

Respondent: during disaster response? The same, manpower lack, kulang kami kasi when we activate
our emergenvy operation center, dapat meron kaming three shifts na magtatao dun sa requirement na
number of personnel, so we can only give one shift. For the second and third shift wala nang magsisilbi
dun kasi we are only that few. So we end up serving three shifts nonstop. So overworked kami. So nag-
eestrategized na lang din kami na half of the people for every shifts kung kailangan matulog, matutulog.
Then when they wake up, sila naman ang magduduty, yung nagduty sila naman ang matutulog. Kasi
pagkulang ka sa tulog, your decision-making is affected, pag pagod ka your decision-making is affected.
Critical ang decision-making sa emergency operation. But then again meron din kaming, kasi we use the
incident command system, meron kaming agreement with all the members of the DRRM council. Na
lahat sila may representation during emergency operation. So nakakatulong sila samin. Kami as
emergency operation center andito kami sa office kami ang receiver ng lahat ng information yung team
na yon from the council sila yung incident management team who are assigned on field. kung ano man
ang what going on sa field, kung ano man ang problema, ano man ang reporting, they relay it to us. kami
man ang nagmamanaged sa kanila, so it’s the council that helps us.

Interviewer: Thank you po maam, next po maam, tungkol na po to ano po yung mga strategies employed
by your office to addressed the challenges. So una po what are the strategies employed by the CDRRMO
to overcome the challenges encountered in executing po the yung mga binigay nyo pong challenges.

Respondents: diba nasabi ko na? kada challenges nasabi ko na kung anong strategy naming.

Interviewer: How does the CDRRMO address the issue of sustainability in your programs ?

R: Sustainability ng?

I: ng mga programs po

R: ahh ng programs, well it is highly defendent on funding diba, since kulang kami ng funding \,

so ang ginagawa naming is we prioritize, so in prioritizing we see to it that the programs or

project proposed for funding under law are directly addressing disaster risk reduction and

enhancing the adaptive capacity of the community so ayun we prioritize the projects the merong

impact na ganun. Kung walang impact na ganun hindi namin binibigyan ng fund. In the same

way since yun nga in seems that lahat ng mga challenges namin emanate from the lack of
manpower. So nagrequest kami sa city mayors office na at this month mag create ng permanent

positions for us every year. para yung organizational structure namin mapunuan in due time,

naka anchor talaga sya na tinatarget ng organizational structure. Yung iba din na strategies nag

rereassign sila ng permanent people to our office para madagdagan kami ng manpower.so yun

lang naman yung sustainability, we ensure na the local DRRM plan is updated and approved by

the council, by the Sangguniang Panglungsod and provincial sanggunian kasi LDRRM plan and

the Local climate change action plan serve as the blue print of every thing that we do. So dapat

naka anchor lahat don yun. Kung wala yon, wala sabog kami. Kung ano-ano lang yung mga

activities and projects naming gagagwin.

I: Ma’am last na po ito, 16. How does the CDRRMO monitor and evaluate the impact or

outcomes of your implemented programs?

R: Meron tayong monitoring and evaluation framework embedded sa local DRRM plan and local

climate change action plan. So yung framework na nakalagay doon meron syang indicators to

measure kung na-achieve mo ba yung mga targeted mo for the year or in the five years, period of

five years or not. So meron din tayong monitoring and evaluation committee that takes care of

this, ofcourse meron din tayo sa office, the secretariat so lahat ng mga dirty works kaming

gumagawa. We do that for the council.
