ABSTRACT

The government Administration requires civil servants who are professional and possessed skilful aspects,
reliable and responsible in carrying out work duties and responsibilities, and can produce maximum and
good work. In essence, employee performance is influenced by the low level of employee competence so
that it is still lacking, this can lead to a lack of employee skills. Related to the problem mentioned above, the
author decided to conduct a research with a title “THE PERFORMANCE OF HUMAN & RESOURCES
DEVELOPMENT IN DEVELOPING THE COMPETENCY OF STATE CIVIL APPARATUS IN
ASMAT, SOUTH PAPUA PROVINCE.”

The purpose of this research is to find out and analyze how the employee competency development is carried
out by the BKSPDM of Asmat district, to figure out the inhibiting factors and the efforts made to overcome
these obstacles.

The research method used in this research was qualitative research with descriptive method through induc-
tive approach. Data collection techniques used were observation, interview, documentation, and triangulation
data analysis technique.

The results of the analysis illustrated that the performance of the BKPSDM apparatus in the development of
civil servants’ competency in the Asmat district is quite good. However, there are still obstacles in its imple-
mentation such as employe’s lack of interest to participate in the development programs, limited budget, lack
of facilities and infrastructures such as electric generators in service implementation, and also limited avail-
ability of specialist staff. Efforts made in overcoming these problems are to give motivation and encourage-
ment to the employees, propose an additional budget for the employees development programs to the gov-
ernment of Asmat district, increase the budget for the maintenance cost and to purchase Electric Generators
and carry out the additional specialist activities.
