GUIDELINES FOR THE SELECTION PROCESS
A. Eligibility Requirements – The nominee for the Search must meet the following
qualification requirements:
4. Has been rated “Outstanding” (4.50 and above) for the last three (3)
performance rating periods prior to the nomination.
5. Has no pending case and/or had not been found guilty of any
administrative, criminal, or civil case.
2. The Division PRAISE Committee may also revoke an award should the
winner be found to have committed falsification of documents
submitted.
2. Nomination Process – Nominations and selection shall come from each school, district
and functional division using the prescribed criteria in evaluating the candidates’ documents.
A nomination form shall be duly accomplished and all the other requirements, as reflected
on the list, shall be submitted to the school, district, and functional division. Attached to the
nomination shall be a documentation (pictorials, ACR, etc.) of the conduct of the school,
district, and functional division selection procedure. The school, district, functional division
with the highest score/rating shall be nominated to the Division PRAISE Committee. The
Division PRAISE Committee together with the Secretariat, Technical Working Group shall
review the documents of the nominees vis-à-vis the search criteria. The district and functional
division nominees shall be called for interview, demonstration and other mode of verification
or assessments (teleconferencing, face to face, video presentation, and others) conforming
with the health and safety protocols that fits to the situation of the place. The district and
functional division nominee with the highest Final Rating after the Validation and
Deliberation shall be named as the DIVISION AWARDEE.
3. Other Provisions
3.3 A Division Memo shall be issued to announce the Official Results of the Division
Selection process and shall be posted at the Division Office’s official website.
3.4 In case of a tie at any level, the Division PRAISE Committee shall refer to the
OPCRF/IPCRFs of the nominees. The nominee with the highest OPCRF/IPCRF
numerical rating gets the nomination/award. In case all nominees display the
same OPCRF/IPRF numerical rating, these will be broken down and resolved by
drawing lots or by toss coin.
3.5 Any member of the Division PRAISE Committee who is related to a nominee up to
the fourth degree of consanguinity and affinity shall inhibit himself/herself from
evaluating the documents and interviewing all candidates/nominees for the said
category.
3.6 In case of protest, the aggrieved party may file his/her protest within five (5) days
after the official result has been published/posted in the official website of the
School/District/Division PRAISE Committee. The School/District/Division
PRAISE Committee shall decide the protest within three (3) calendar days from
receipt of the protest.
3.7 A protest maybe withdrawn by the protestant anytime as a matter of right. The
withdrawal shall terminate the protest case.
3.8 Protest file beyond the prescribe period shall no longer be entertained.
3.9 The decision of the PRAISE Committee is final and executory. No motion for
reconsideration shall be entertained.
4. Required Nomination Documents – The Nomination Folder per Nominee shall contain
the following items:
4.1 Completely filled-out Nomination Form with 2” x 2” picture of the nominee
shall be accomplished by the immediate head.
4.2 Nominees updated and completely filled-out CS Form 212 Revised 2017 or
Personal Data Sheet.
4.3 Updated Service Record duly signed by the SDO Administrative Officer V
4.5 Has no pending case and/or had not been found guilty of any
administrative, criminal, or civil case.
4.6 Selection results duly signed by the PRAISE Committee at the School,
District and Division committee levels.
4.7 Duly certified means of verification (MOVs) for the awards, recognition,
participation, and other accomplishments by the School Head/Records
Officer/Division Chief as the case maybe. In no case shall the nominee
certify his/her MOVs.
5. Stages of the Search for Division PRAISE Awards – The Division PRAISE Committee
shall conduct a thorough evaluation and search for each category:
The Division PRAISE Committee shall evaluate the documents for any of the
categories with only one nominee provided he/she meets the cut-off score of 70.
4.1 Conduct of the Awarding Ceremony – The Top Three (3) Division
Finalists for each of the categories are recognized and formally presented on
stage/virtually during the Awarding Ceremony. The Top Three (3) Finalists shall be
issued Certificate of Recognition, while the winner shall also receive a plaque.
4.4 Criteria and Standards for other Division PRAISE Awards – the
criteria and standards for other Division PRAISE Awards such as Gawad Agad
Award shall be in accordance with the specific requirements as may be indicated in
the Certificate of Recognition which shall be presented during conferences, Division
Office celebrations, and other forms of assembly or division office
gathering/activities. These shall be consistent with applicable laws, rules and
regulations promulgated by competent authorities and/or as the Division PRAISE
Committee which may be prescribed by the Schools Division Superintendent.
