Country Administrator

This user is in charge of a country or multiple countries for Strat Network. Their main role is to
keep an eye on all the members who have registered from their regions and ensure the profiles
are completed and assessed. The Country Administrator can also began registrations for
member organizations and manage their profiles for them.

Adding a Country Administrator


- Only the system admin and the system technical administrator can add country
administrators to the system.
- A country administrator can have more than one country they are managing.
- The country administrator is in charge of managing his or her own passwords once
created by the System admin.
- Ideally, the user is created by the system administrator, they will then gen an email with
a username and a first time password they should change once they access the due
diligence portal.

What should the Country administrator be able to do on the due diligence portal.
- They should be able to view all members in their regions with the stages and the
completion process.
- They should be able to register member organizations into the due diligence system.
- If I register Hope Organization, the administrator’s email that is linked to Hope
becomes the Member organization Administrator.
- They receive an email alerting them of the same.
- They CA should be able to add more users in the registered organization and assign
forms that they can populate information on. I.E if the CA registered Hope Organization,
the CA should be able to add more users to Hope Organization account and assign
different forms for them to fill.
- Country Admins should see all organizations that have failed vetting process.
- CA should be able to select the questionnaire that they want the member organization to
fill up. The due diligence platform will have different types of questionnaires -
Afghanistan Questionnaire, Default Questionnaire, Pakistan Questionnaire etc. This
questionnaire is the only set of questions that the Member organization in our example
Hope Organization will see.
- CA should see all member organizations that have registered in their region and the
stage that the applications are at.
- CA should see the status that the assessors have assigned to the organization
profile.
- CA’s should see all the assessor’s comments and correspondence between
assessor’s and member admins.
- CA’s should be able to comment in the comment sections as well.
- CA’s should get notifications when the application status changes for Member
organizations in their region.
- CA’s should be able to see and filter organizations in their regions based on status,
country or Organization Name.
- If an Organization’s profile is completed, the CA should be able to submit it to assessor’s
for review.
- CA’s should see all ongoing registrations and the various completion percentages.

Country Administrator Testing Criteria


- Check that a country administrator receives their username and password after the
system administrator adds them in the backend.

- The member organizations added should appear in the CA’s member listings with the
different statuses.
- Check that country administrator is able to apply for vetting for organizations i.e. input
vetting information has and submit it to API.
- Check that the CA is able to choose the type of questionnaire that the organization will
be filling for their profile.
- Check that the CA can see all ongoing member applications
- Check that CA can download assessor’s report.
- Check that CA can add users to different organizations and assign different roles. Is the
member a user or a member administrator?
- Check that CA can suspend user accounts.
- Check that CA can suspend member organization accounts.
- Check that CA’s can submit member organization profiles for assessment.
- Check that the CA is able to leave comments on the member organization’s profile.

Types of User Roles in the Due Diligence Platform


Start Network due Diligence system will have four different roles:
1. Country Administrator
2. Member Organization Administrator
3. Member Organization Users
4. Donors
5. Partners
6. System Technical Administrator
7. Overall System Administrator
8. Assessors
9. Vetter
10. Risk & Compliance
11. Assurer

Country Administrator
A Country Administrator is a user within the organization (Start Network) who are assigned to
manage the accounts for linked country offices. Country Admin is the Start Network
representative in contact with the organizations in the due diligence platform.
● Country admin is responsible for monitoring the organizations registering on the due
diligence platform in their assigned regions.
● The country administrator can register organizations and add users to these
organizations to populate their own profiles.

Member Organization Administrator (MOA)


The primary user of the platform, responsible for creating and managing the organization's
profile, accessing services, and submitting the profile for assessment. This user role owns the
Organization Registration in the due diligence system. The member organization administrator
will have their email address attached to the organization to receive major notifications. This
user is able to add member users to the organization profile and assign the different sets of
questions to them.

An Example: John Mcjoe registers Eco Planet Organization on the due diligence platform. John
Mcjoe is now the Member organization administrator of Eco Planet Organization.
Mcjoe can register other users in the Eco Planet organization and assign different forms to
them. He can create Jane Doe as a user, then assign the About Organization form to Jane Doe
to populate that form.

Member Users
Member Users exist on the due diligence platform to help the MOA populate information in the
organization profile.

Vetter
This user role will be responsible for looking through the organizations flagged by Risk Screen
API. The Vetter is meant to

Assessors
Individuals responsible for conducting the due diligence assessment process and providing the
assessment report. The assessor if the primarily user role involved in conducting the due
diligence assessment and communicating with organizations undergoing assessment via the
comment section.

Risk & Compliance


This user role is expected to review the profiles approved by the assurer. They will pick a subset
of assessment reports and organization profiles to review in a batch with a unique serial
number. This Risk and compliance team will leave a report for the Start Network Assurers and
Assessor confirming their reports or negating them.

Assurer
This user role review all the reports on the member profiles that have been submitted by the
assessor. If they spot an error or have a query, they can raise this with the assessor who gave
the report attached to the member profile.

Donors
Organizations or individuals who provide funding for the project and may have specific
requirements or expectations for the platform. These users will have access to the

Partners
These are users who partner with Start Network to provide different services to the member
listed in the due diligence platform.

System Technical Administrator


System / Senior Admin: High-level administrators within the organization who have overall
responsibility for the platform and the organization's due diligence processes.

Overall System Administrator


This is the technical person, ideally the developer who has access to the database and the
platform code.
