1. Scrutiny of documents revealed that Rs.1.72 crore was
paid in excess by CISF to DDA. However, excess
amount has been mentioned as Rs.1.77 crore in the
draft paragraph. The same may be examined and
commented upon.
2. Reasons for delay in clearing Running Account Bill on
the part of CISF, as claimed by NBCC, may be
examined and commented upon.
3. On reconciliation, the amount of Running Account
Bill did not tally with the amount claimed as paid by
CISF to NBCC. Reason for discrepancy may be
arranged from CISF and the amount reconciled.
4. Interest accrued/receivable on excess amount paid by
CISF to DDA for the retention period may be worked
out and intimated for inclusion in the draft paragraph.
5. A copy of letter of approval by Ridge Management
Board, as well as other authorities, may kindly be
furnished.
6. Monitoring aspect at MHA and CISF level may please
be elucidated upon so that responsibility for delay in
completion of the project can be fixed.
7. Present status of the project as well as
refund/adjustment of interest may be furnished.

DDA has also to pay Rs.1.77 cr. to
CISF as refund of excess payment
already made to DDA for the
deficit land measuring 0.58 acre
against 7 acres land.
It is apprised that there is no delay
in payment of RA Bill by CISF (the
details of RA Bills is enclosed of
Appendix-A), only the 9th and 10th
RA Bill were halted because the
deviation in Qty was not as per the
original BOQ but later on the Bill
was paid.
A detail copy of RA bills and
payment is enclosed herewith
(Appendix’ A’) and no additional
payment was made to NBCC
during the period 14.03.2022 to
31.05.2023
A copy of all the clearances
obtained from Ridge Management
Board and other agencies is
furnished. (Copy enclosed)
Lapse of scheduled tome for
completion and remaining work has
been halted since January 2020 i.e.
for more than three years.
(i)At present CISF Unit GBS
purposed to adjust short acquisition
of land Rs.1,76,98,267.00 against
DDA Ground Rent from 2015 to
2024 Rs.4,33,88,640.00
(Rs.48,20,960 per annum) and
requested MHA to pay
2,56,90373.00 to DDA (letter encl)
(ii) Construction work at
Maidangarhi ( physical progress ) is
37%.
(iii) Vide letter no. 100823 date
10.08.2023 NBCC demanded
47,19,63,530.00 for completion of
balance work at Maidangarhi . Vide
letter no.333 dated 16.08.2023 the
same has been forwarded to NCR
HQrs.
