Subject: MPA 201- Theory and Practice of Public Administration

1. The study of public administration, whether public or private, is important

because it helps prepare an individual to be a good leader and good at

managing his subordinates. This is not only for those who lead an

organization it is also for employees whose work involves interacting with

people. The study of public administration helps in the day-to-day decision-

making in an organization that is in accordance with the law and humane

methods.

2. The three Branches of the Philippine Government are executive branch,

legislative branch and judicial branch. The executive branch of government

comprises the Cabinet and all executive departments, led by the president.

The executive branch is the branch who execute the laws drafted by the

members of congress formed through a session in which they have a vote to

approve a law filed by a member of congress. It is necessary to prevail the

vote of the majority in order for it to pass and can be implemented by the

executive branch of government. The Judicial branch holds the power to settle

controversies involving rights that are legally demandable and enforceable.

This branch determines whether or not there has been a grave abuse of

discretion amounting to lack or excess of jurisdiction on the part and

instrumentality of the government. It is made up of a Supreme Court and

lower courts. The decisions of the supreme court must always be balanced

and fair, there is no rich or poor in the law.


3. This is what is stated in the constitution of the Philippines about bureaucracy.

The Constitution gives the President the authority to appoint his Cabinet.

These departments form a large part of the country's bureaucracy. As

mentioned the president chooses his cabinet which is the source of

bureaucracy. in my view if the president chooses to be a member of the

cabinet has concern and love for the country as the president wants in my

opinion then this will not be an issue. it just means that the welfare of the

country is still in the hands of the president, so he should always replace a

worthy leader.

4. I am not in favor of amending the 1987 constitution of the Philippines because

its content is fine. Maybe they see that there are only a few things stated here

that are no longer compatible with our lifestyle today. If they want it to be

amended, they should first study properly what should be changed in our

constitution. it should always be for the welfare of the majority that will be

thought of not only personal interests will prevail because it is also stated in

the constitution of the Philippines that the primary duty of the government is to

prioritize the welfare of the people.

5. If I am given the opportunity to amend our constitution what I will change is

the alleged source of bureaucracy in our country. It is better if only the

decision of the president is followed by the cabinet member, only their

suggestions are accepted so that the president can better study what better

decision he will make, an example I can give is in my agency that worked on

now that I see that there are many plans that our municipal mayor wants to do

but he cannot do it because most of the members of the Sangguniang bayan

are not on his side so in my opinion it will be better if the decision comes from
only one person because when he makes a mistake in his decision we only

have him to blame.
