ANSWER: NO! AS A MATTER OF FACT, THE
PASSIVE IS USUALLY USED WITHOUT A BY-
PHRASE.
Take a look!
Here, the verb can be infected is not
followed by the word by, but still, it is in the
passive voice because the action (of
infecting) is done not by the subject both
the young and the old; instead, it is done to
the the subject both the young and the old.
