Opening of the meeting, Welcome Note and Message

The meeting started around 10:20 am with a short prayer by ELDER Obasuyi. The
prayer was followed by a brief message from the zonal superintendent. Titled:
“Good counsel” (Prov. 20:18). To him, to have good counsel is one of the most
important things to any organization – and all spheres of life (e.g. company and
spiritually). So the Zone as a body of assemblies of God's people is not expected to
be different.

In his admonition, with counsel, goals and purpose are satisfied. Hence, to
establish good management even in the Zone, there is a need for good counsel.
This was the purpose of the meeting; to seek good counsel that will move the Zone
forward. Despite their tight schedules, he thanked all the delegates for coming to
the meeting. He prayed that God would bless them. He, therefore, made a clear
example of the message by citing the word of Nehemiah “come let’s build the
temple of the Lord, less we will be put in shame (Neh. 2:17). He explained further
that Nehemiah recognized that he could not do it alone, and then he called for the
co-operation of the people. Even while God created the earth, he consulted the Son
and the Holy Ghost. Hence, he said there is a need to come together for the Zone to
move forward.

After that, the prayer after the message was said by Pastor Odauri.

Roll Call:

At the time when roll call was made, the delegates on the seat were 17: They were
made of District superintendents, Pastors, Evangelists, elders and other
representatives across the districts and centres in the Zone. No delegate represented
Shiloh District.

Agenda

1. Purpose of the meeting

The purpose of the meeting is for the progress and proper functioning of the Zone.

2. Dissolving the previous house officers

The former house executive officials were dissolved, and the house proposed to
appoint the new executives in the next meeting. However, the delegates appointed
the acting Zonal secretary in the person of Evang. Isaac Adebanjo from the Canaan
district

3. Upgrading the Zone to become DCC

The Zonal Superintendent encourages each delegate to be active in their


performance. Foremost he appreciated the roles of each assembly for the last year's
financial performance. He reiterated that upgrading the Zone to DCC will be easily
possible via improved Seed of Blessing (SOB), Corporate Tithes, etc.

While encouraging the zonal delegates, he stated that the performance of the Zone
as of last year (2022)'s record indicated that the Zonal SOB (was about
N800,000+), Missionary Fund (N300, 000+) CT (almost 2 million; N1,905,000),
among others.

He wondered why the Ofunmwegbe Zone remained a zonal headquarters, although


it was the headquarter of section D in the past years. He said if the Zone is to
regain its pride of place, it needs to increase its contribution to the National. For
instance, if the Zone can raise its contribution/ funds to almost N4 million, it will
be encouraging to write the authority, and they may consider the upgrade of the
Zone to become DCC with less money (expenses). So each delegate was charged

to increase their assembly or district’s contributions/monthly due to the National as
expected.

4. Zonal Superintendent’s Transport to Benin City

The transportation of the relocation of the zonal superintendent to Benin City has
not yet been paid. However, this was the first time the Zonal Superintendent
mentioned the issue at the Zonal Level. The total amount was N120,000.

Several present delegates were curious about how such money was handled or paid
in the past. Some asked if there had ever been a zonal executive council in the
Zone.

Amidst several contributions and in a bid to provide detailed answers, several


people contributed to all the arguments as thus;

a. The zonal executive council has been in this place (headquarters) almost
three times. For instance, Pastor Obanor was zonal secretary as of 2018
(before he left)
b. The sharing of Zonal Superintendent expenses and allowance always comes
in three tiers (Zonal level, district, and assembly) because his assignments
were in the three parts respectively (Pastor Obanor, stated).
c. The last time it was done in the time of Pastor Albert was the Ofunmwegbe
assembly that paid. Baba Olowo and Adetide's case may not be different
from Pastor Albert's (Pastor Daramola stated).

When were some other delegates asking further, citing the examples of the D/S
that came into their districts, who was responsible for the payment of their
transportation for their relocation?

Pastor Odauri stated that the Headquarter assembly paid his relocation transport
fees to his district. In another argument, the curate (Pst. Imoniyare) said that in
some cases, based on his previous experience from the former station, each
assembly by percentage paid towards all DCC's expenses. Hence, where there were
sufficient funds in the account, it was all about dipping into the treasury and
ensuring the churches met the DCC's needs. He suggested the same way
(Percentage basis) for each assembly under Ofunmwegbe Zone.

Elder Charles pointed out that from experience, each district has a required amount
to pay into the zonal account. Hence, each assembly is expected to contribute
meaningfully to the central account from which the Zone can withdraw it. Also,
Elder Obasuyi reiterated that from his experience, he knew that the previous DCC
chairpersons were paid at the DCC level.

Evg. Ewanshia, in persuasion, stated that all delegates and assemblies should
contribute meaningfully to the zonal level – and have a change of mind towards
funding the Zone to avoid the work of God to suffer. Similarly, Pastor Akinleyin
urged the zonal delegates to learn to run the Zone as a baby and as a mature body.
He suggested that, if possible, let the Ofunmwegbe assembly make the full
payment of the said transportation of the Zonal Superintendent then the Zone can
refund later.

From another perspective, Pastor Daramola, as others said, agreed that the house
should defer the appointment of the zonal executive members for the zonal
superintendent to understudy the churches. As related to the relocation
transportation of the Zonal Superintendent, he pointed out that the constitution of
the CAC does not specify who is to be responsible for such payment. He however
corrected the notion that the Zonal level is not paying all that is expected from

them. In an instant, he said there was no time in the time of Pastor Albert that any
zonal expenses had been made without the payment at the zonal level but the
problem was that the person of the Zonal superintendents have always been the
problem whereby they collect from the Zone and also go ahead to collect the same
money from the assembly.

In a reaction to this, Evg. Ewanshia started that for now the payment of the
relocation Transportation can be made by the Ofunmwegbe assembly then in
consequent times the assembly financial committee will recourse back to the Zonal
executive before making further payment so as to be sure of the amount the
assembly to pay for concerning expenses and allowances in the future.

Amidst further questions towards the percentage structure of the expenses at the
Zonal level. It was clarified that: it is 50:20:30

Headquarter – Assembly (50%)

District (20%)

Zone (30%)

Though it was 50:30:20 before it was of recent became 50:20:30 respectively.

Furthermore, in cases where there is money in the zonal purse, the Zone takes any
needed expenses in the account, but when no money in the purse, then it is shared.
In a further explanation, the above formula was only applicable when the expenses
are about the zonal superintendent welfare: the money is shared (assembly district,
zonal). However in levies; e.g. Hanson Region Annual Dues and buying car for the
regional superintendent, it is shared among the then four districts; 32:16:16:16
(Ofunmwegbe Zone and three other districts/centre).Now that the districts are more
than four in total, it is expected that the formula will be reviewed.

For the avoidance of doubt, the following are allowances for the Zonal
superintendent at Zonal level.

a. Monthly allowance = N20,000


b. Transport outside Benin = N15,000
c. Transport to Ogida = N2,000
d. Transport to Ibadan = Between N15,000 – N20,000

At the long run, based on the said formula:

The N120,000 of the Zonal Superintendent relocation was shared as follows:

Ofunmwegbe Assembly = N60,000 (50%)

Zone = N36,000 (30%)

District = N 24,000 (20%)

N 120,000

The deadline for payment was latest next workers meeting day (March).

5. Re – zonal supt. Promotion interview fees

The interview fees have been allocated to all the three tiers. Only the
Erhunmwunse district has not completed their payment. Both Zone and Assembly
has paid.

6. Zonal proper sharing of money


Remained as explained under section 4 above.
7. Propose Zonal budget for this fiscal year
This is to be discussed in the next meeting.

8. 2023 CAC General Council meeting
It is slated for March 29th, 2023. Each district is to pay N60,000.
9. About Increment on the zonal monthly levy
The house still agreed to retain the existing Zonal monthly levy for each
district as thus: Erhumwense (N10,000) Shiloh(N10,000) and other districts
(N5,000).
10.Zonal programmes
It is to be released after the inauguration of the Zonal Superintendent on
may 7th 2023; but can be planned before then.
11. Regional superintendent Visitation to the Zone on May 7, 2023.
To be discussed in the next meeting.
12.Sitting fees
The house has not agreed on this, but to be discussed at the district level.

AOB

a) Further clarification about the Zonal Executives

Regards the previous Zonal executive, Pastor Ajadi wants the previous executive
members to be known.

In clarification, the house was informed that the in the zonal executive there are
some seats that are permanent. As well, the district Superintendents’ meeting are
different from the zonal executive committee.

The zonal executive includes- treasurer, secretary, Financial Secretary, Youth


Leader, PRO, Regional Evangelist, CACMA, Women and other church
departmental head.

b) In a further reaction, Mrs Eseigbe makes a case that in the zonal executive,
the women should be inclusive and well represented.

Adjournment

The move for adjournment was raised by Elder Obasuyi and Pastor Obasuyi
Seconded. The next meeting was proposed for the 3rd Saturday of March 2023.

The meeting came to close around 12:35pm with closing prayer by Pastor Obanor
